K. Clifton, Team Leader, assisted me with the visit. Your program currently operates with a five-star license, issued 4/26/22, earning 7 points in the education component, 7 points in the program standards component and 1 quality point for 75% of lead teachers have a BA/BS or higher in ECE/CD. The last annual compliance visit was conducted 12/4/24. The sanitation inspection was completed 10/6/25 with a “Superior” classification. The last fire inspection was conducted 12/3/24. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety six percent as of 11/18/25. This facility is owned by Craven County Schools. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. Contact me if you need to make any changes to your contact information, e.g., phone numbers, mailing address. All indoor and outdoor spaces were monitored. Upon arrival, children enrolled in space #1 were having a breakfast that consisted of ham and cheese croissant, applesauce, and milk. In space #2, the children were painting a turkey craft with plastic forks. After the art project, the children washed their hands and transitioned to the outdoor space. The outdoor space was observed to have a stationary climber, large sand areas, riding toys, and balls for the children to engage in gross motor activity. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. Dial-4 Developmental screenings are currently being completed for the children. A selection of files were monitored for completed health assessments and developmental screenings. Dial-4 screenings are in the process of being completed. Daily reports are sent home to the parents which includes any information about the child’s day and any reminders. The following violations were documented. The staff member stated that they thought that the staff members from the unlicensed classroom could help supervise the children and we discussed that only staff members from the licensed preschool classrooms can be utilized to maintain ratio. Ensure that all staff members understand the ways that ratio can be maintained with staff members and make classroom observations to ensure that ratios are being maintained. If violations regarding staff/child ratios are documented on two consecutive visits, an administrative action may be recommended, and you will be notified in writing of any action taken. In addition, a follow-up visit will be conducted. Emergency Medical Care Plan: Your program’s Emergency Medical Care plan was created to assist you with following a plan in the event of an emergency and who is responsible for each task list. You must update the plan whenever changes occur in your program. The emergency medical care plan reflected a staff member that is no longer employed. Upon review of the emergency medical care plan, it was found that it needs to be updated with current staff. You updated the plan during the visit. Review the plan regularly to ensure that it is up to date. Safe Environment: Intentional planning of the environment ensures a safe environment has been created which prevents and reduces injuries to young children. In the bathrooms in space #1, there were two (2) cans Caro San Bowl and Tile Cleaner and a bottle of Bio-Enzymatic Deodorizer Spotter Digester on a shelf. You immediately moved these items to locked storage when it was brought to your attention. Check the bathrooms and classroom spaces before children arrive that all hazardous materials are removed and locked away if necessary. The staff member stated that they thought that the staff members from the unlicensed classroom could help supervise the children and we discussed that only staff members from the licensed preschool classrooms can be utilized to maintain ratio. Ensure that all staff members understand the ways that ratio can be maintained with staff members and make classroom observations to ensure that ratios are being maintained. Your program currently operates with a five-star license, issued 4/26/22, earning 7 points in the education component, 7 points in the program standards component and 1 quality point for 75% of lead teachers have a BA/BS or higher in ECE/CD. The last annual compliance visit was conducted 1/18/24. The sanitation inspection was completed 5/16/24 with a “Superior” classification. The last fire inspection was conducted 2/5/24. The center's compliance history was reviewed with the operator. The program’s compliance history was eighty eight percent as of 9/9/24. This facility is owned by Craven County Schools All indoor and outdoor areas were monitored. Children throughout the facility were participating in group time, free play in activity areas, and personal care routines. Children in space #1 were sitting on the carpet for circle time before transitioning to free play. In space #2, children were playing in all activity centers including sand, water, dress up in dramatic play, and molding playdough at the table. The outdoor space was observed to have a stationary climber, sand area, and balls for the children to engage in gross motor activities. The outdoor learning environment offers a sense of freedom for children. Children are able to play freely with peers, expand their imagination beyond restraints of indoor activities, release energy and explore their sense of touch, smell, taste and their sense of motion. It is important that the outdoor area is checked daily to ensure that the gates to the playground are closed, and proper upkeep is conducted to ensure the environment is safe for use. This standard helps to ensure proper supervision and protection, prevention of injuries, and control of the area. An effective fence is one that prevents a child from getting over, under, or through it and keeps children from leaving the fenced outdoor play area, except when supervising adults are present. Although fences are not childproof, they provide a layer of protection for children who stray from supervision. The gate located in front of space #2 that leads to the parking lot is broken and unable to stay closed. You stated that you have seen lawn mowers hit the gate. I reviewed a maintenance request that was placed on 6/27/24 for all gates to be checked to ensure that all are secure and cannot be easily opened. You can also use it to track due dates for items that expire such as Criminal Background Checks, ITS/SIDS Training, Health & Safety Training, etc. Recognizing and Responding to Suspicions of Child Maltreatment: Recognizing and Responding to Suspicions of Child Maltreatment available at no charge on the Prevent Child Abuse NC website www.preventchildabusenc.org is a self-guided online training that teaches citizens and professionals the signs and symptoms to look out for with child abuse and neglect, what to do when they suspect it is happening, NC’s reporting law, and what happens after a report is made. It is required to be completed by new staff within three months of hire. It also counts towards an employee’s initial Health & Safety Training which must be fully completed within twelve months of hire. Once this course is completed, it or any other training related to child maltreatment may be completed every five years along with the other Health & Safety training topics.
