Upon arrival, I met with Chareta Green, Teacher. I shared the purpose of the visit. A walk-through of the facility was conducted. The facility operates with a 5-star license with 7 points in program standards, 7 points in education and 1 quality point. The license was issued 3/16/20. The facility has a 100% compliance history prior to this visit. The facility operates three (3) NC Pre-K classrooms located inside of a public school. The facility is also licensed to serve Developmental Day children. There are currently Developmental Day children enrolled in both classes. The NC Pre-K monitoring was completed during this visit. There are 42 children currently enrolled and 39 were present during the visit. The children present were engaged in the following activities: free play in centers, bathroom/handwashing routines, lunch, and outdoor play. The “Annual Compliance Monitoring Checklist for Child Care Centers” was used to note the requirements monitored today. Prior to the visit an email was sent requesting the staff and training worksheets. The worksheets were received prior to the visit. One (1) new staff was hired since the last annual compliance visit was conducted on 10/4/22. The file for the new staff member and the file of one (1) existing staff member was reviewed during the visit. Six (6) children's records were reviewed during the visit. The last fire inspection was conducted on 4/17/2023. The last sanitation inspection was conducted on 6/8/23. The facility received a Superior rating with 0 demerits. The centers Emergency Drill Log report form was reviewed during the visit and completion of fire drills were documented as required. Shelter-in-place or lockdown drills have been completed as required. The monthly outdoor inspections have been completed as required. The following items were posted for easy reference: license, NC Summary of Child Care Law, safe arrival and departure procedures, emergency medical care plan, emergency telephone numbers, daily schedules, current activity plans, First Aid poster, menu, applicable staff/child ratio charts, tobacco free signage, mat lists, and evacuation routes. Transportation was monitored using the DPI verification form dated 8/28/23. Medication was monitored during the visit. The following items were monitored today: supervision, staff/child ratio, staff, health, safety, program records and management. The current NC Pre-K staff were the same staff indicated in the NC Pre-K Plan System. Staff information was monitored using the staff records verification form dated 8/28/23. All existing staff have current CPR and First Aid certification. The new staff member has until 1/2/24 to get CPR and First Aid certification. All staff have current CBC qualifying letters on file. NC Pre-K: The facility uses the Creative Curriculum. On-going developmental assessments are created throughout the school year using Teaching Strategies Gold, and self-made teacher assessments. The Teaching Strategies Gold is completed three times per year assessing the children in social, physical, cognitive language development, literacy, math, arts, social studies and science. The information gathered from the assessments are used to prepare information that is shared with parents during parent/teacher conferences that are held two times per year. A developmental and learning report is prepared and shared with the parent. The facility is meeting the 1:6 staff/child developmental day ratio requirements. The classrooms operate from 7:30am until 2:30pm to meet the required 32.5 hours per week requirement. Two (2) of the three (3) classrooms have developmental day students enrolled. Newsletters are sent home weekly and include information on upcoming events. Family engagement activities occur monthly. Open house was held at the beginning of this school year. Parents are encouraged to engage in their child's education and asked to complete take home activities with their child monthly. Newsletters are sent home on a weekly and monthly basis. The following activity centers are present in the classrooms: books/literacy, dramatic play, blocks, art, math, writing, science, music, computers and manipulatives. There were two (2) violations of childcare requirements observed during the visit. Violation Number Comment Rule 1329 Application for enrollment did not include all required information. Two (2) of the six (6) children's files monitored did not the section regarding fears and behaviors completed. .0801(a)(1-7) 1422 Potentially hazardous items such as archery equipment, hand and power tools, nails, chemicals, or propane stoves, were not stored in locked areas or with other safeguards, or removed from the premises. During the visit a hammer was observed laying on the floor of an unlocked storage building located on the outdoor learning environment. .2506(c) The violations documented during the visit must be corrected immediately. To verify correction of the violations you shall submit a signed letter to me explaining in detail how you have corrected the violations described above. The letter should include the facility name and facility ID number. List each item using the item number located to the left of the violation description. When submitting an email for corrections, that email must be sent from the email address of the person designated to submit corrections (example: director) and must include this person’s name and title at the end of the email. I must receive the letter by email or at the address below on or before 10/17/23. You are required to maintain compliance with all applicable childcare rules and regulations at all times. NC GS 110-90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. Your compliance history was 88% prior to this visit. Violations cited during the visit may negatively affect this score. Failure to maintain compliance with our requirements may result in administrative action against your license, which could include civil penalties. Repeated violations may significantly affect your compliance history. Having your staff become a part of this network will allow them to glean ideas and information that may assist them in providing a higher quality of care in their classroom….and its free! *Rated License: Today we discussed that the facility is in Cohort #2. The preparation year for the facility is July 1, 2024-June 30, 2025. The reassessment year for the facility is July 1, 2025-June 30, 2026. I recommend that you consider completing the following tasks and activities that will help prepare you for your reassessment year. If possible, we will align the reassessment with your annual compliance visit timeframe. • Have all staff update their WORKS accounts to reflect all currently completed coursework (DCDEE-WORKS) • Determine whether you wish to have Environment Rating Scale (ERS) Assessments for [ITERS-R, ECERS-R, SACERS-U, conducted. • Request technical assistance with your child care consultant and local partners • Participate in local CCR&R related training/workshops • Reach out to your local Community College to discuss educational opportunities. • Review NCRLAP website ERS resources (www.NCRLAP.org). • Consider requesting an ERS assessment (free of charge) during the preparation year. Remember the scores can be used in a variety of ways. o ERS assessments can be requested during the preparation year and scores can be used as guidance to enhance program quality. o If desired, assessment scores can be used during the preparation year if the operator wants to move forward with a rated license reassessment. o Assessment scores can be saved to use during the reassessment year. o Facilities can request another ERS assessment (free of charge) in your reassessment year for any ERS assessment scoring less than a 5.0 The DCDEE website has a lot of useful information and resources to help you succeed in providing a safe and healthy environment for the children in your care.
