Your program currently operates with a 4-Star license effective March 31, 2025. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-eight (98) percent as of March 23, 2026. The NC Secretary of State website was reviewed on March 23, 2026, and Rainbow Child Care Center, LLC. was listed as active-not current. The Administrator, Velverly Boney, was present and available for consultation. There are four (4) approved indoor spaces and three (3) approved outdoor spaces. Forty-seven (47) children between the ages of zero (0) and eleven (11) are enrolled, and nineteen (19) were present today. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in your classrooms. Age-appropriate materials and activities were provided for all children. A walk-through of the facility was completed today. Both indoor and outdoor areas were monitored. Current activity plans were observed posted in all classrooms. Staff child ratios and supervision were monitored and found to be in compliance. Upon arrival at your facility, older preschool children were observed during group time. The children sang days of the week, and finger play songs during the group activity time. Infants received care based on their individual needs. Toddlers played with a variety of soft toys on the carpet. All staff members were actively engaged with the children as they played. Routine diapering and handwashing were monitored, and requirements were met. The outdoor space had a variety of gross motor equipment which included tricycles, cones, balance beams, large push dump trucks, small basketball goals, riding cars, a tree play house, stepping tree trunks, a variety of balls, and hula hoops. Health and Safety Trainings and the Shaken Baby and Abusive Head Trauma Policy were monitored today and found to be in compliance. Zero (0) new staff have been hired since the facility’s last annual compliance visit. Today, you reported that your facility currently does not provide transportation. Your program currently operates with a 4-Star license issued March 31, 2025. Due to scheduling conflicts, I arrived at your facility at 1:15pm. The last annual compliance was conducted on September 30, 2024. The sanitation inspection was completed June 20, 2025, with a “Superior” classification. The last fire inspection was conducted on October 31, 2024. Your facility was approved for 1st shift care and the facility meets enhanced ratios and enhanced space. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-eight (98) percent as of September 25, 2025. The NC Secretary of State website was reviewed on September 25, 2025, and Rainbow Child Care Center, LLC. was listed as current-active. The Administrator, Veverly Boney, was present and available for consultation. There are forty-eight (48) children between the ages of zero (0) and eleven (11) enrolled and fourteen (14) were present today. There are four (4) classroom spaces at this facility and three (3) outdoor spaces approved for use by child care children. There are four (4) classrooms operating at this facility. Infants and toddlers in space #3 received care based on individual needs. Safe sleep charts and infant feeding schedules are being maintained. Younger preschool children in space #4 and older preschool children in space #2 were observed sleeping on individual cots with individual linens. Space #1 is used for school-age children; there were no children present due to the time of the visit. However, spaces were monitored and found to be in compliance. All spaces are arranged into activity areas to include but are not limited to art, blocks, dramatic play, music, cozy, science, math, manipulatives, writing and language. A variety of age-appropriate learning materials were accessible in each activity area. I discussed this with Jessica, owner who reported that she received an email concerning the status of her corporation and is currently completing all requirements to reinstate the active current status. Failing to file within 60 days of your notice will result in the business entity being administratively dissolved/revoked. This can result in the program being placed on administrative action through DCDEE. Technical Assistance: Emergency Drills: Emergency drills shall be practiced every three (3) months, and records shall be maintained as required. Records of emergency drills documenting the date and time of each drill, the length of time taken, and the signature of the person who conducted the drill shall be available for review. Today I suggest marking a date on your calendar so that you can ensure that an emergency drill is performed every three (3) months. It may also help to plan these drills for different times of the day so children and staff can be prepared no matter the type of activity or routine is taking place. Consultants will review the pathway options, identify facility needs, answer questions, and work with the facility operator to establish an individualized timeline for transition to a new rated license within 12 months based on the pathway chosen. July '25 Rule Changes: Summary, Training Available The Division of Child Development and Early Education (DCDEE) is excited to share information about the July 2025 child care rule changes. The Child Care Commission adopted rules to support QRIS modernization. The new section, .3200, provides the standards for earning a two-though five-star-rated license. There are three pathways: program assessment, classroom and instructional quality, and accreditation and head start. To support the QRIS changes, additional rules were amended within the following sections: definitions, developmental day services, and NC Pre-Kindergarten services. Consultants will assist as you begin to review the changes, but please note some of the rule changes may not impact your facility. DCDEE has provided a summary of the changes, but for specific details regarding these changes, please ensure you are using the updated July 1, 2025 rule book, and view information in the DCDEE Moodle(Enroll if you haven’t yet).You will need to have an NCID - the same NCID that you use for the health & safety training, WORKS login, and/or the CBC Portal - to participate in Moodle training. Your program currently operates with a 4-Star license issued March 31, 2025. Due to scheduling conflicts, I arrived at your facility at 1:15pm. The last annual compliance was conducted on September 30, 2024. The sanitation inspection was completed June 20, 2025, with a “Superior” classification. The last fire inspection was conducted on October 31, 2024. Your facility was approved for 1st shift care and the facility meets enhanced ratios and enhanced space. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-eight (98) percent as of September 25, 2025. The NC Secretary of State website was reviewed on September 25, 2025, and Rainbow Child Care Center, LLC. was listed as current-active. The Administrator, Veverly Boney, was present and available for consultation. There are forty-eight (48) children between the ages of zero (0) and eleven (11) enrolled and fourteen (14) were present today. There are four (4) classroom spaces at this facility and three (3) outdoor spaces approved for use by child care children. There are four (4) classrooms operating at this facility. Infants and toddlers in space #3 received care based on individual needs. Safe sleep charts and infant feeding schedules are being maintained. Younger preschool children in space #4 and older preschool children in space #2 were observed sleeping on individual cots with individual linens. Space #1 is used for school-age children; there were no children present due to the time of the visit. However, spaces were monitored and found to be in compliance. All spaces are arranged into activity areas to include but are not limited to art, blocks, dramatic play, music, cozy, science, math, manipulatives, writing and language. A variety of age-appropriate learning materials were accessible in each activity area. The outdoor space had a variety of gross motor equipment which included tricycles, cones, balance beams, large push dump trucks, small basketball goals, riding cars, a tree play house, stepping tree trunks, a variety of balls, and hula hoops. Health and safety trainings were monitored, and requirements were met.
