You, H. Palmer, Administrator, were present available to assist with today’s visit. Your program currently operates with a five-star license issued on October 1, 2018, earning seven (7) points in the education component, five (5) points in the program standards component and one (1) quality point for having an Administrator has completed a business training course of at least 30 clock hours. The last annual compliance visit was conducted on January 21, 2025. The sanitation inspection was completed on June 10, 2025, with a “Superior” classification “0” demerits. The fire inspection was completed on October 22, 2024, and the center was approved for daytime only. The license was posted, and the restrictions were in compliance. Forty-eight (48) children from two (2) months old to four (4) years old were present during the visit. A walk-through of the facility was completed today. I observed children in the indoor and outdoor learning environment. Staff/child ratios were in compliance. Children throughout the facility were participating in free play in activity areas and gross motor play in the outdoor learning environment and personal care routines. Teachers were interacting with the children in a nurturing and positive manner. The following were monitored: Supervision, Staff Child Ratio, First Aid, CPR, ITS SIDS, Special Training, CBC Qualification, Emergency Medical Care Plan, Storage of Hazardous Substances, Administration of Medication, Adequate/Approved Space, Permit Restrictions, and Program Records. Two (2) new staff file was reviewed today. There were no violations observed during today’s visit. Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. Ms. Whitaker began employment on May 12, 2025,and completed first aid; however, the certification was through National CPR Foundation and is not on the approved DCDEE CPR and FA list. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Ms. Merrill completed CPR and FA on June 17, 2025. Ms. Merrill has until May 27, 2026, to complete the health and safety trainings. Ms. Merrill completed recognizing and responding to child maltreatment training on May 14, 2025. C. Whitaker began employment on May 12, 2025, and had a current criminal background check, with an expiration date of October 26, 2026, a TB, and health assessment on file. Ms. Whitaker completed CPR and FA; however, the certification was through National CPR Foundation and is not on the approved CPR and FA list. I have emailed you the approved CPR and FA list for your reference. Ms. Whitaker has until May 12, 2026, to complete the health and safety trainings. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. A child care center needs complete lead testing in the facilities drinking water every three (3) years. According to the Clean Water for US Kids website, your building was tested for lead paint on June 19, 2024, and no hazards were found. QRIS-PATHWAYS TO STARS UPDATE: In August, we’ll provide a rule roll out module in the DCDEE e-learning Moodle platform and host webinars on the following dates and times: • August 18th at 1:00pm (child care centers and centers located in a residence) and 6:30pm (family child care homes) • August 20th at 1:00pm (family child care homes) and 6:30pm (child care centers and centers located in a residence) In September, child care consultants will host in-person facility operator/administrator meetings within the counties they serve to provide additional guidance on the changes, the transition plan and timeline. Beginning In October, child care consultants will begin discussing the new rules in Section .3200; Standards for Two through Five Star Rated Licenses during licensing visits. Consultants will review the pathway options, identify facility needs, answer questions, and work with the facility operator to establish an individualized timeline for transition to a new rated license within 12 months based on the pathway chosen. Ms. Gadd has requested her transcripts and plans to submit them to DCDEE WORKS to have them evaluated. Once Ms. Gadd has a DCDEE WORKS letter on file, I can determine how many on-going training hours she will need. STAFF CHILD RATIO (GROUPING): In space number four (4), Two (2), one-year-old children were grouped with eight (8) two-year-old children and one (1) three-year-old child. The two (2) children who are one year old were transitioning to this classroom room. They turn two years old next week. Ms. Palmer stated they spend a couple hours transitioning to this classroom in preparation of turning two (2). There was a total of eleven children present in the room. Ms. Palmer moved the three (3) year old child out of the classroom so the two (2) one-year-old children could complete their transition time in the classroom. I reminded Ms. Palmer that one year old children can not be grouped with children older than 24 months old. She stated she completely overlooked the three (3) year old child being there. START RATED LICENSE/QUALITY IMPROVEMENT RATING SYSTEM (QRIS) UPDATE: The Governor signed 12 bills on July 8, 2024. Including the Adjustments to the Appropriations Act (SB 357), which includes the $67.5 million for reduced compensation payments for the first two quarters of FY 24-25 and the DHHS Agency Bill (Senate Bill 425) which includes the QRIS provisions: • QRIS modernization (3 new pathways to stars) is now approved (SB 425). • Hold harmless has been extended until the new QRIS is implemented (SB 425). Providers in Cohort 1 are not required to go any further with a rated license assessment unless they want to, and providers in Cohort 2 do not need to start their preparation year unless they want to. • SB 425 does mean that programs currently accredited through the approved accrediting bodies can move to a 3- or 5-star license if they are not already at this star level. Providers will need to submit a request to their consultant and provide a copy of their accreditation certificate for processing. • SB 425 also requires that we move to the ERS-3 versions for ECCERS. ITERS and FCCERS, effective February 1, 2025. Self-paced online training modules regarding the new assessments will be available in September 2024. • SB 357 provides $67.5 million dollars to continue a reduced level of funding for the compensation portion only of the Child Care Stabilization Grant. Funding is designated for the first two quarters of FY 2024-25 and provides only about 75% of funding needed to maintain compensation payment amounts provided through ARPA funding which ended June 30, 2024. DCDEE will continue to utilize the NC FAST Stabilization Grant portal to distribute funds. CRMINAL BACKGROUND CHECK-AMBCMS PORTAL: The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Including the Adjustments to the Appropriations Act (SB 357), which includes the $67.5 million for reduced compensation payments for the first two quarters of FY 24-25 and the DHHS Agency Bill (Senate Bill 425) which includes the QRIS provisions: • QRIS modernization (3 new pathways to stars) is now approved (SB 425). • Hold harmless has been extended until the new QRIS is implemented (SB 425). Providers in Cohort 1 are not required to go any further with a rated license assessment unless they want to, and providers in Cohort 2 do not need to start their preparation year unless they want to. • SB 425 does mean that programs currently accredited through the approved accrediting bodies can move to a 3- or 5-star license if they are not already at this star level. Providers will need to submit a request to their consultant and provide a copy of their accreditation certificate for processing. • SB 425 also requires that we move to the ERS-3 versions for ECCERS. ITERS and FCCERS, effective February 1, 2025. Self-paced online training modules regarding the new assessments will be available in September 2024. • SB 357 provides $67.5 million dollars to continue a reduced level of funding for the compensation portion only of the Child Care Stabilization Grant. Funding is designated for the first two quarters of FY 2024-25 and provides only about 75% of funding needed to maintain compensation payment amounts provided through ARPA funding which ended June 30, 2024. The training consists of watching a short video then taking a test about the video. A certificate will be issued upon successful completion of the test.
