This facility currently operates with a Five Star issued November 18, 2022. Restrictions include: a first shift capacity of 30 children 5-12 years of age, meets enhanced space and ratios; school age children only. Restrictions were in compliance today. The last annual compliance visit was conducted April 9, 2024. A Superior sanitation rating was earned February 24, 2025, and a fire inspection was conducted May 10, 2024; the facility was approved for day time care only. Prior to the visit, the facility had an eighteen-month compliance history score of 99%. Administrator Melissa Sykes was present and available for consultation today. One indoor and one outdoor space is approved for use. The space is arranged into activity areas that include but are not limited dramatic play, fine motor/manipulitives, blocks, art, books, and music. Sand and water are offered at least weekly. The materials and equipment in each activity area are in sufficient quantity to allow at least three children to use the area regardless of whether the children choose the same or different activities. Upon arrival children were finishing dinner. Dinner served was breaded fish patties, garden peas, pineapples and milk. After dinner children completed personal care routines then went outside to the fenced in playground. A speech therapist was present today working with children. All staff members employed more than one year have completed the Health and Safety trainings as outlined in Child Care Rule 10A NCAC 09 .1102, and staff members employed at least five years have now repeated all topics as required. The Clean Classrooms for Carolina Kids website reflected the following information about your center’s required three-year water testing, lead paint testing, and asbestos testing: Three-year Water Testing was completed June 27, 2023. The Lead Paint Testing and Asbestos Testing section reflect the application process needs to be completed. Child Care programs are expected to always achieve and maintain compliance with child care rules, and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The following violations were observed today and must be corrected immediately: Violation Number Comment Rule 808 The child care center premises, including the outdoor learning environment, was not clean, drained to minimize standing water, free of litter and hazards, and/or maintained in a manner which does not create conditions that attract or harbor pests. The grass and weeds need to be cut as they have grown high enough to flower and more than 6" high in some areas. 15A NCAC 18A .2832(a) A compliance letter including detailed information about how all violations have been corrected must be received by April 4, 2025. Include any supporting documentation with your response (if applicable). Your letter will be used as verification that violations have been corrected and compliance is maintained; your written response is considered a legal document so must be accurate and truthful. If you email the compliance letter, it must be sent using the email address registered with DCDEE and include your facility name and ID number. If sufficient information is not received by the due date, a follow-up visit will be conducted. Technical Assistance Regarding Violations Cited: Grass should be on a routine basis. During the spring and summer, it may need to be cut more often, especially after a rain. Technical Assistance: A. Parks must complete 6 hours of in-service training before by April 9, 2025. Scan and email me completed certificates for A. Parks. If certificates are not received, an additional violation may be added for non-compliance with in-service training hours requirements. Approved spaces: Children must remain in approved spaces at all times. If a therapist would like to work with children in the office, the office space must be approved by your building, fire and sanitation inspector. North Carolina child care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. Provider Access to ABCMS allows administrators to: • See the real-time background check status of staff members. • Run a printable report of the staff roster to assist with compliance visits. • See new background check applicants and add to staff roster. To get started, complete the ABCMS Child Care Provider Portal Training in Moodle—a video tutorial followed by a few questions. The ABCMS portal is now being used to meet the requirement of notifying the Division of staff changes (see email sent 11/25/24 for more information). Compliance with this requirement will be monitored during future visits. Rated License Information: The ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will now be used for DCDEE environment rating scale assessments. These third editions come with a spiral binding at the top, replacing the current revised editions. Prior to today’s visit, the facility had an eighteen-month compliance history score of 98%. Administrator/Group Leader, M. Sykes, was present and available for consultation during the visit. Child Care Consultant April Bosse was also present and assisted with the visit today. Due to the hours of operation, this visit began after 9:00 A.M. Upon arrival, children were not yet present, so Ms. Sykes provided records for review. A second staff member, A. Parks, arrived at 3:05 P.M. and began to prepare supper. One child was dropped off by a parent at 3:15 P.M. Ms. Parks walked outside, spoke to the parent, and returned inside with the child. Upon arrival the child washed hands and sat at the table to begin homework. A school bus arrived at 3:40 P.M. with nine additional children, and Ms. Sykes met the bus driver at the gate. Ms. Sykes counted the children and documented their arrival times as they got off the bus, before escorting them into the center. Children put belongings in their cubbies and completed toileting and handwashing routines before a meal of spaghetti, green beans, mixed fruit, and skim chocolate milk was served. After supper, children who wanted to complete homework did so, while other children engaged in free choice activities including drawing, coloring with markers, and building with Legos. An additional child was dropped off by a school bus at 4:06 P.M. and entered into the same routine as the rest of the group had. All staff members employed more than one year have completed the Health and Safety trainings as outlined in Child Care Rule 10A NCAC 09 .1102, and repeated each topic within five years as required. Copies of updated professional development plans were not on file for either of the two staff members today. .1104 A compliance letter is not required as the only violation cited was corrected during the visit. Technical Assistance Regarding Violations Cited Technical assistance was provided today regarding completion and maintenance of the Staff and Training worksheet. As discussed, you must ensure each line is filled out based on what is documented in staff files, and items which have deadlines or require annual updates are in compliance. For example, professional development plans and staff evaluations should be updated annually; if they are updated at one of the other facilities you may simply ensure copies of the updated items are made for the files kept here. Today you and the other staff member employed both reviewed your professional development plans and filed them accordingly to correct the violation. Please update your Staff and Training Worksheet based on revisions made today and ensure you keep it updated as needed. This document should serve as a tracking tool for required paperwork and deadlines. Technical Assistance Child Care Rule 10A NCAC .1104 states the professional development plan shall: (1) document the individual's professional development goals; (2) be appropriate for the ages of children in their care; (3) include the continuing education, coursework, or training needed to meet the individual's planned goals; (4) be completed by the administrator and staff member in a collaborative manner; and (5) be maintained in their personnel file. Sample professional development plan templates may be found on the Division's website at http://ncchildcare.nc.gov/providers/pv_provideforms.asp, however as discussed today a form may be used other than the sample templates provided by the Division as long as the form includes the information listed above. Continuing and monitoring staff professional development ensures staff members are up to date on current research in the field and can improve the quality of care they provide. Technical assistance was also provided today regarding the cozy area. As discussed, a cozy area is a planned area which should have a considerable amount of softness (more than 4 items/pillows, beach towels, rugs, stuffed animals, pop-up camping chairs/different sizes to accommodate ages 5-12). Today I suggested adding one more large “pet bed” and two to three soft items such as pillows to provide the substantial amount of softness required by the School Age Care Environment Rating Scales- Updated. Remember all items must be clean and in good repair as well. In addition, we discussed that children should not be allowed to sleep in the cozy area for sanitation reasons; you should have some mats and clean sheets available if you find that some children need to sleep at the facility. Rated License Information As discussed during the November 16, 2023, Routine Unannounced visit, your program was assigned to “Cohort 3” in the “cohort model” of resuming reassessments. 7/1/25-6/30/26 will be your “planning/preparation” year, and your reassessment will be required between 7/1/26-6/30/27. As you plan to have the School Age Care Environment Rating Scales- Updated (SACERS-U) conducted, we discussed that you will have the option to request a SACERS-U assessment during your planning year if you wish, or you may wait until your reassessment year. We also discussed that by the time your reassessment is due, the way points are earned may be different as well. I will be in touch with more information as it becomes available, and as your planning year approaches. Today it was verified that you are maintaining compliance with Education standards and your Quality Point. Reminders You must schedule and obtain an approved sanitation inspection by April 13, 2024 to avoid a violation. Please send a copy upon completion. You must also schedule and obtain an approved fire inspection by June 28, 2024. Remember to send a copy within one week as required. Child Care Rules were revised January 1, 2024, and a new rule book was posted to the DCDEE website. As discussed, you should discard any old versions of the rules and ensure you are referring to the most current rule book when reviewing or researching requirements. Training modules on the new rules are now available in Moodle under the Child Care Rule Rollout section. This document should serve as a tracking tool for required paperwork and deadlines. Technical Assistance Child Care Rule 10A NCAC .1104 states the professional development plan shall: (1) document the individual's professional development goals; (2) be appropriate for the ages of children in their care; (3) include the continuing education, coursework, or training needed to meet the individual's planned goals; (4) be completed by the administrator and staff member in a collaborative manner; and (5) be maintained in their personnel file. Sample professional development plan templates may be found on the Division's website at http://ncchildcare.nc.gov/providers/pv_provideforms.asp, however as discussed today a form may be used other than the sample templates provided by the Division as long as the form includes the information listed above. Continuing and monitoring staff professional development ensures staff members are up to date on current research in the field and can improve the quality of care they provide. Technical assistance was also provided today regarding the cozy area. As discussed, a cozy area is a planned area which should have a considerable amount of softness (more than 4 items/pillows, beach towels, rugs, stuffed animals, pop-up camping chairs/different sizes to accommodate ages 5-12). Today I suggested adding one more large “pet bed” and two to three soft items such as pillows to provide the substantial amount of softness required by the School Age Care Environment Rating Scales- Updated. Remember all items must be clean and in good repair as well. In addition, we discussed that children should not be allowed to sleep in the cozy area for sanitation reasons; you should have some mats and clean sheets available if you find that some children need to sleep at the facility. Rated License Information As discussed during the November 16, 2023, Routine Unannounced visit, your program was assigned to “Cohort 3” in the “cohort model” of resuming reassessments. 7/1/25-6/30/26 will be your “planning/preparation” year, and your reassessment will be required between 7/1/26-6/30/27. As you plan to have the School Age Care Environment Rating Scales- Updated (SACERS-U) conducted, we discussed that you will have the option to request a SACERS-U assessment during your planning year if you wish, or you may wait until your reassessment year. We also discussed that by the time your reassessment is due, the way points are earned may be different as well. I will be in touch with more information as it becomes available, and as your planning year approaches. Today it was verified that you are maintaining compliance with Education standards and your Quality Point. Reminders You must schedule and obtain an approved sanitation inspection by April 13, 2024 to avoid a violation. Please send a copy upon completion. You must also schedule and obtain an approved fire inspection by June 28, 2024. Remember to send a copy within one week as required. Child Care Rules were revised January 1, 2024, and a new rule book was posted to the DCDEE website. As discussed, you should discard any old versions of the rules and ensure you are referring to the most current rule book when reviewing or researching requirements. It’s time to enroll your facility in the Clean Classrooms for Carolina Kids program to identify and eliminate exposure to lead and asbestos hazards in building infrastructure. This program is an expansion of Clean Water for Carolina Kids, which previously tested all child care centers in the state for lead in water at drinking and food preparation taps. As this is a legislatively mandated effort, facilities are required to meet rule requirements to have tap water tested every three years and to have inspections for lead paint and asbestos if applicable. Please see steps below: 1. Sign Up – Pre-enrollment webinars are available at cleanwaterforUSkids.org/carolina or paste https://bit.ly/3CK-webinar into your web browser to see available dates and times for the next month. 2. Enroll – At www.cleanwaterforUSkids.org/carolina using the PIN and complete the enrollment surveys for three program sections: 1) lead in water, 2) lead-based paint, and 3) asbestos. 3. Evaluate Hazards - The program will ship your facility a water sample kit and may coordinate an on-site visit by a professional to assess for lead-based paint and asbestos hazards, if needed. 4. Receive Results – Receive your results, recommendations, and water mitigation support, if needed. 5. Request Reimbursement - If you choose to conduct lead-based paint or asbestos mitigation, you can request reimbursement from NC DHHS.
