I completed your last Annual Compliance visit on 8/28/23 The FCCH Early Learning Professional, T. Riddick, was present and assisted me with the visit. The family child care home currently operates with a Four-Star License, issued 1/25/2023, earning points in the following components: Program (2 PTS) + Education (7 PTS) + Quality Point (1 PT) = 10 Points = 4 Stars *Quality Point met and remains in effect: Infant capacity restricted to no more than two children under one year of age. Your program was also monitored for compliance with implementing an approved curriculum (Creative Curriculum) as required for all Four and Five-Star facilities with four-year old children enrolled. Your three-year rated license assessment is due 1/25/2026. DCDEE has developed a cohort system to return all facilities back to rated license reassessments. You have been assigned to Cohort 3. The Cohort 3 Rated License Preparation Year is from 7/1/2025 – 6/30/2026. You may complete your FCCERS-R Self-Assessment and rated license reassessment during this year or you may wait until your Assessment Year from 7/1/2026 – 6/30/2027. During both of these years, you may request and complete an FCCERS-R assessment to potentially earn more points in Program Standards and a higher star rated license. We will discuss more details at next year’s annual compliance visit. The family child care home’s 18-month compliance history from 8/17/22 – 2/16/24 = 100%. The family child care home is owned as a Sole Proprietorship. T. Riddick reported no changes to facility contact information (phone, address, email) or license information. Please contact me prior to any information regarding the ownership of this facility or contact information. I monitored the indoor and outdoor spaces used for child care for applicable family child care home requirements using the NC Child Care Requirements, effective 1/1/2024 and Item Number Listing, effective 8/2023. I also reviewed a household member’s record and program records. The family child care home is approved for transportation. The operator stated that she never uses a substitute and closes the family child care home when she is not available to provide care. The Written Plan of Care currently reflects that the operator does not perform routine tasks during operating hours. If there are any changes to the Written Plan of Care, it must be revised and provided to parents. Parents must sign that they have received the updated Written Plan of Care. Observations Today was a teacher workday in Gates County so the operator was present with one child, two years of age, and four school-age children plus her son, sixteen years of age. They were eating lunch at the dining table. Lunch was Salisbury steak with gravy over rice, green beans, applesauce and milk. Her son helped clear the table and wash dishes. The older school-age girls read “Goldilocks and the Three Bears” with a flannel book and script. The operator asked questions to support the children’s cognitive development. They used the bathroom, washed hands and slept on linen-covered mats in the living area. I observed and documented the following violation during today’s visit. Violation Number Comment Rule 1846 An individual living in the household who had their 16th birthday after the initial licensing of a family child care home, did not complete and submit required forms within five business days. A household member who turned sixteen years of age in November 2023 did not complete an initial criminal background check until February 6, 2024. G.S. 110-90.2 & .2703(q) * Child care programs are expected to achieve and always maintain compliance and are required by NC GS 110-90(4) d(d) to achieve and maintain an 18-month compliance history score of at least 75%. Any violations documented may impact the compliance history score. I completed an electronic copy of the visit summary and provided a printed copy of it to you, T. Riddick. We reviewed the visit summary and violation documented during today’s visit. You had corrected the violation prior to the visit so no further action is required. Technical Assistance with Documented Violation: Criminal Background Check (CBC) – Criminal Background Checks ensure that child care operators, staff, or household members have not committed any crimes which could potentially make them unsafe to be around children. Because Abuse and Neglect registries are also checked, it helps to ensure that children are protected from physical, mental, and sexual abuse. Performing diligent background screenings also protects the family child care home against future legal challenges. Your son, AB, turned sixteen in November 2023 and was required to complete an initial Criminal Background Check by 12/3/2023. You stated that due to the holiday and some household member illness during this time period, the date slipped past you and you did not have him complete it until 2/6/2024. Multiple instances of failing to complete Criminal Background Checks may result in an Administrative Action. Use your FCCH Verification form to track CBC due dates for you and your household members. Schedule five-year Criminal Background Checks so that you have plenty of time to complete fingerprints and resolve any possible errors. I observed the qualifying letter in the operator’s household member file. This item has been corrected so no further action is required except to maintain compliance with rules regarding Criminal Background Checks. General Visit Information: As a licensed family child care home operator, it is your responsibility to be knowledgeable of the child care laws and rules. The most recent versions of laws and rules regarding child care facilities in North Carolina are available on the DCDEE website, www.ncchildcare.ncdhhs.gov. You can also review the “What’s New” section and download a copy of the Items Number Listing which you can use as a checklist for your program Consultation: You had some questions today about the requirements to increase your home’s capacity to nine or ten children. To assist FCCH Operators with their decision about an increased capacity, the Department of Insurance (DOI) has provided the following guidance for transitioning from an R3 to an R4 occupancy. The requirements include but are not limited to the following: 1) Building permit (application submitted at local inspection office) 2) Building Inspection and Fire Inspection (building inspection form will be revised to include FCCH) 3) Fire Alarm System that will notify a professional offsite monitoring service (acceptable alternate method would be a Honeywell Home System, ADT Security, SimpliSafe, CPI Security and Brinks Home, etc.) 4) Carbon Monoxide Detectors 5) Portable Fire Extinguishers (type 2-A: 10-B-C) placed every forty (40 ft) feet within the child care area. 6) Minimum of two means of egress (exits) required (this does not include windows), one exit is required to be a ramp or the exit must be at grade. 7) Exits must have lighting. 8) Interior walls and ceilings must be made of noncombustible material (ex: no plaster or gypsum wallboard or wood paneling) Please contact me if you have any questions or decide to increase your capacity.
