The previous Annual Compliance Visit was completed April 30, 2025, and prior to today’s visit, the eighteen-month compliance history score was at 92% which is above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Four-Star License issued July 12, 2023. The License was based on the program earning five points in education standards, six points in program standards, and one quality point by choosing to meet a programmatic option for Staff benefits package and infrastructure of parent involvement. The information on record with DCDEE was verified as correct by Ms. Kimbiley Bluitt Administrator, and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of Superior completed July 9, 2024. Fire Classification of Approved for daytime care only completed April 30, 2025. Ms. Bluitt was present and accompanied me while observing the indoor areas. In Space #1, there was one child being held and the other child was sitting on the floor playing with toys. In Space #2, the children were observed playing outdoors in the following activities: riding tricycles and pushing the toddler push toy. In Space #4 and Space #5, the children were away from the facility practicing for their graduation. Upon arrival, the children transitioned to their classrooms to complete toileting and handwashing routines, and the children were observed in the following activities: books and manipulatives. In Space #6, the children were sitting at the table playing in the following activities: reading large books, manipulatives, and Legos. Lunch served was hamburger, cheese, corn, peaches, bread, and milk. The most recent fire drill was completed on April 28, 2025, and the most recent lockdown drill was completed in January 2025. The date and information required were not completed. The next drill was due in, or around April 2025. A violation was observed for the 3-month drill. The most current monthly outdoor inspection was completed on April 29, 2025. Staff and training worksheet was completed for four new staff members. One violation was observed for a training required within 90 days. At the completion of the visit, the Visit Summary was reviewed with Ms. Bluitt. The following violations were observed: Violation Number Comment Rule 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. The last shelter in place drill was January 16, 2025. The shelter in place or lockdown drill's record was incomplete. This was corrected when the administrator conducted a shelter-in-place drill and the record was completed. This was also corrected when the administrator completed the record sheet for the drill that was conducted on January 16, 2025. .0604(u);.0302(d)(8) 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. One staff member did not receive Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. .1102(g) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Recognizing and Responding to Suspicions of Child Maltreatment: A violation was cited for a missing training requirement for Recognizing and Responding to Suspicions of Child Maltreatment training today. There was one staff member that did not receive the training within 90 days of hire. Recognizing and Responding to Suspicions of Child Maltreatment training is required within 90 days of hire. This is important to ensure that all staff obtains an overview of Child Maltreatment. This will give staff a better understanding of how to recognize the signs of Child Abuse and Neglect. Refer to Child Care Rule 10A NCAC 09 .1103, for more information regarding rule requirements for on-going training. Observation/Technical Assistance (TA): An observation was observed in the infant classroom and the toddler/preschool classroom. In both classrooms, both staff members provided opportunities for learning and development. The staff members talked to the children and encouraged the children to conversate. In the infant room there was one child sitting on the carpet playing with toys. The other infant was being held briefly, then the caregiver put the baby in the crib. Technical assistance is provided to add soft books to the learning environment. The books that were accessible for children were hardcover books. Infant children may put things in their mouth, and it would be best for children to have soft cloth books. The books will be able to be washed and sanitized. In Space #3, there was one bottle of disinfectant and one bottle of sanitizer stored in an unlocked cabinet, less than 5 feet from the floor. The lockdown drill was conducted during today's visit and this violation was corrected. .0604(u);.0302(d)(8) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violation(s) observed and documented today were corrected during today’s visit. A compliance letter is not required. Facility Specific TA/Consultation/Reminders: Electrical Outlets: A violation was cited today for electrical outlets. There were three outlets uncovered. One outlet was uncovered in the block area in the classroom and the other two outlets were uncovered above the sink, less than 5 feet from the floor. Today, we talked about different strategies to ensure that the facility is operating in compliance with Child Care Rules. Before the children arrive, it is best practice to conduct a walk-though of the classroom to make sure that all electrical outlets are covered, in addition, make sure the area used by children is safe from all hazards and potential hazards. Refer to Child Care Rule: 10A NCAC 09 .0604 for more information regarding this rule requirement. Storage of Hazardous Items A violation was cited today for Storage of Hazardous Items. Store items that are labeled “keep out of reach of children” and have no other warning can be stored on a shelf or in an unlocked cabinet. The shelf or cabinet must be mounted at least five feet above the floor. In one classroom, cleaning supplies were stored in an unlocked cabinet less than five feet above the floor. Shelter-In Place or Lockdown Drill Log: Shelter-in-place drills will need to be completed every three months. We discussed placing dates on the calendar for upcoming due dates for drills to ensure that drills are conducted as indicated in Rule 10A NCAC 09 .0102. Today, you were able to practice with your children for the lockdown drill. The information was recorded on the log.
