I conducted a walk-through of the facility. The facility operates with a 5-star license with 7 points in program standards, 7 points in education and 1 quality point. The license was issued 2/12/20. The facility had a 99% compliance history prior to this visit. The facility operates two (2) NC Pre-K classrooms located inside of a public school. The facility is also licensed to serve Developmental Day children. Per the staff, there are Developmental Day children enrolled in both classrooms. The NC Pre-K monitoring was completed during this visit. There are 27 children currently enrolled and 25 were present during the visit. I observed the children present engaged in the following activities: free-play in centers, free play on the outdoor learning environment and bathroom/handwashing routines. The “Annual Compliance Monitoring Checklist for Child Care Centers” was used as a monitoring tool during today’s visit. Prior to the visit an email requesting the updated staff and training worksheets was sent to Janet Deaton, Principal. The worksheets were received prior to the visit. I monitored three (3) children's records and two (2) staff files. The last fire inspection was conducted 11/15/24 and the facility was found to be satisfactory and approved for daytime care only. The last sanitation inspection was conducted on 12/16/24. The facility received a Superior rating with 0 demerits. The centers Emergency Drill Log report form was reviewed during the visit shelter-in-place and lockdown drills have not been completed as required. Fire drills were documented as required. The monthly outdoor inspections have been completed as required. The following items were posted for easy reference: license, NC Summary of Child Care Law, safe arrival and departure procedures, emergency medical care plan, emergency telephone numbers, daily schedules, current activity plans, CPR and First Aid poster, menu, applicable staff/child ratio charts, tobacco free signage, mat lists, and evacuation routes. Transportation was monitored using the DPI verification form dated August 2024. I monitored the following items today: supervision, staff/child ratio, staff, health, safety, medication storage, program records and management. NC Pre-K: The NC Pre-K program operates from 8:15 a.m. until 2:45 p.m to meet the 32.5 hours per week requirement. The classrooms are each licensed to serve 18 children. There are currently Developmental Day children enrolled. The children were observed during free play, teacher-directed activities, and bathroom/handwashing routines. The facility uses the Creative Curriculum for the NC Pre-K program. Brigance developmental screenings were completed on the children during registration or within 6 months prior to the children enrolling. On-going developmental assessments are completed during the school year. The checkpoints are completed three (3) times per year, in the fall, winter and spring assessing the children’s progress in personal/social, language, math, scientific thinking, social studies, arts and physical development. The current NC Pre-K staff are the same staff indicated in the NC Pre-K Plan System. Parents participate in Family Engagement activities monthly. Class dojo is utilized as a communication method between teachers and parents. Parent/teacher conferences are held two (2) times per year, both conferences for the current school year have been held. Progress reports are shared with parents during the parent/teacher conferences. The environment rating scale assessment was conducted January 27, 2020, and the program received a score of 6.16. There were two (2) violations of childcare requirements. Violation Number Comment Rule 1755 Certified developmental day center staff/child ratios and group sizes were not met. During this visit the 1:6 staff child ratios were not being followed. .2902 (f) 1792 Staff did not model appropriate eating behaviors by consuming food or beverages that meet the nutritional requirements specified in the Meal Patterns for Children in Child Care Programs in the presence of children in care. During the visit, teacher, M McBride, was observed in space #2 eating Ruffles potato chips. .0901(i) The violations documented must be corrected immediately. To verify correction of the violations you shall submit a signed letter to me explaining how you have corrected the violations described above, and how you will prevent these violations in the future. The letter should list each item using the item number located to the left of the violation description. When submitting an email for corrections, the email must be sent from the email address of the person designated to submit corrections (example: director) and must include this person’s name, title and signature at the end of the email. I must receive the compliance letter by email or at the address below by April 2, 2025. NC GS 110-90(4)(d) requires all childcare facilities to maintain a compliance history score of at least 75% for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. Your compliance history was 99% prior to this visit. Failure to maintain compliance with all requirements may result in administrative action against your license, which could include civil penalties. Repeated violations may significantly affect your compliance history. Technical Assistance: *An updated of the Summary of NC Child Care Law dated 2025 is available on the DCDEE website under the tab for Providers in the sub tab titled Provider Documents and Forms. *Recognizing and reporting child abuse, child neglect and child maltreatment training can be accessed by going to this website: https://positivechildhoodalliancenc.org/ *Rated License: Hold harmless has been extended until the new QRIS is implemented (SB 425). Providers are not required to go any further with a rated license assessment unless they want to. Providers are strongly encouraged to do the following: • Have all staff update their WORKS accounts to reflect all currently completed coursework (DCDEE-WORKS) • Request technical assistance with your child care consultant and local partners • Participate in local CCR&R related training/workshops • Reach out to your local Community College to discuss educational opportunities. • Review NCRLAP website ERS resources (www.NCRLAP.org). • Consider requesting an ERS practice assessment (free of charge). If possible, we will align the reassessment with your annual compliance visit timeframe. • Have all staff update their WORKS accounts to reflect all currently completed coursework (DCDEE-WORKS) • Determine whether you wish to have Environment Rating Scale (ERS) Assessments for [ITERS-R, ECERS-R, SACERS-U, conducted. • Request technical assistance with your child care consultant and local partners • Participate in local CCR&R related training/workshops • Reach out to your local Community College to discuss educational opportunities. • Review NCRLAP website ERS resources (www.NCRLAP.org). • Consider requesting an ERS assessment (free of charge) during the preparation year. Remember the scores can be used in a variety of ways. o ERS assessments can be requested during the preparation year and scores can be used as guidance to enhance program quality. o If desired, assessment scores can be used during the preparation year if the operator wants to move forward with a rated license reassessment. o Assessment scores can be saved to use during the reassessment year. o Facilities can request another ERS assessment (free of charge) in your reassessment year for any ERS assessment scoring less than a 5.0 Technical Assistance: *For assistance in accessing your WORKS account you can contact the WORKS unit at DCDEE by calling 1-800-859-0829. *Health and Safety trainings must be completed once every five years. Health and Safety training topics completed in 2019 must be completed again in 2024. *Ensure the Emergency Preparedness and Response Plan is updated when positions are filled by new individuals.
