Name of Operation: BRITE SHINING STARS CHILD DEVELOPMENT & LEARNING C Facility ID: 26001481 Consultant: RONA DAVIS Operation Type: Center Case Number: Visit Date: 5/17/2024 Number Present: 13 Completed Date: 5/17/2024 Age: From 2 To 5 Total Minutes: 210 Time In: 09:00 AM Time Out: 12:30 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today's visit was to monitor compliance with applicable child care requirements and the NC Pre-K program using Child Care Rules Section .3000 pertinent to an Annual Compliance visit. The previous Annual Compliance Visit was completed June 13, 2023, and prior to today’s visit, the eighteen-month compliance history score was 100%, which is at or above 75%, as required by North Carolina General Statute 110-90(4)(c-d). Your program currently operates with a four-star license issued November 27, 2019. The License was based on the program earning seven points in education standards, two points in program standards, and one quality point by having a combined turnover rate of 20% or less for administrator, program coordinator, lead teacher, and group leader over the last 12 months. The information on record with DCDEE was verified as correct by Cassie Stewart. Current Inspections are as follows: Sanitation Classification of Superior completed May 13, 2024. A sanitation inspection was received during today’s visit. Fire Classification of Approved completed December 4, 2023. Cassie Stewart, administrator, was present and accompanied me while observing the indoor and outdoor areas. Upon my arrival, there were thirteen children in care. Children were observed playing in various activity centers using various developmentally age appropriate materials. In space #1/2, children were observed using cardboard blocks in the block area and a child pretended to be a teacher in the dramatic play area. She read a book to others. The teacher asked, “What do they call you?” and “I am glad you are reading to your students”. In space #3, children were observed using colored windows, Duplos, and Legos. The teacher interacted with children by going to them and discussing what they were doing. I observed hand washing, sanitation, and lunch. Lunch consisted of chicken salad, wheat bread, lettuce, mixed fruit, and milk. NCPre-K The facility currently has fifteen (15) NC Pre-K children enrolled. Administrator: Cassie McNeill (present) Lead Teacher: Tamara Craig (present) Teacher: Yvonne McNeill (present) A random sampling of children’s files (NCPK included) was reviewed and transportation was monitored during the visit. Transportation: Vehicle: Express Van License: H**-7**9 Registration/Inspection expiration date: 9/30/24 Insurance Coverage: 12/11/23 – 12/11/24 At the completion of the visit, the visit summary was reviewed with C. Stewart. The following violation were observed: Violation Number Comment Rule 813 Electric fans were not mounted out of reach or did not have a mesh guard to prevent access. There were two fans without a mesh guard not mounted. One stored on a shelf in space #1/2 and one stored on a shelf in space #3. Fans were removed from both spaces. 10A NCAC 09 .0604(d) The violation was corrected during the visit. Therefore, a compliance letter is not required.
