The annual compliance visit was conducted on November 20, 2025. This facility operates with a Five-Star License, issued January 5, 2021, earning seven points in the education component, seven points in the program component and one quality point for complying with the programmatic option. I observed the staff interacting with the children as they participated in free play, teacher directed activities, transitions and personal care routines such as handwashing and toileting. I was not able to observe the outdoor area due to active precipitation. Today's breakfast consisted of cereal and milk. Due to technical issues with Regulatory today, I was not able to review your compliance history and I will have to key in your visit once I return to the office. At this time, I am leaving a Microsoft Word generated copy with you. Staff/child ratio, group size, capacity, use of space, license restrictions and supervision were observed. The license and emergency medical care plan were posted. REQUIRED INSPECTIONS/DRILLS: -A sanitation inspection was completed on November 4, 2025, with 2 demerits and a superior classification. -A fire inspection was completed on December 10, 2025. -The Emergency Drill log was monitored. A fire drill was conducted on April 16, 2026, and the last documented lockdown drill was recorded on March 4, 2026. -The last outdoor inspection was in April 2026. -The facility’s lead water test was in April 2025 and will expire in April 2028. The following violation of child care requirements was observed during today's visit: Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). L. Barber had a qualifying letter on file that expired on 4/27/2026 and a new one was issued 5/7/2026. G.S. 110-90.2(b) & .2703(n)&(o) The violation was corrected during the visit therefore a compliance letter is not required at this time. Child care licensing requirements were established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. I recommend that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. You are required to maintain compliance with all applicable child care rules and regulations at all times. NC GS 110- 90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. Technical Assistance was offered on creating a system for staff that allows them to periodically check required documentation to ensure that the dates are valid and that all necessary information is included. By checking staff files at least twice throughout the year, can be a way to remind yourselves of what training or other required documentation has a due date that is coming up. Please remember that qualification letters must not expire. When submitting documentation for a new letter, please do so in advance, leaving yourself enough time just in case you run into issues. During today's visit technical assistance with the ECERS-3: Teachers were encouraged to incorporate open-ended questions and conversations to extend children's thinking while in the activity areas. Such as, during book reading you can ask "What do you think is going to happen next? Why?" or "What would you do if you were in this story?" These types of questions encourage children to explain their thinking and promote problem-solving skills. I verified the following during today’s visit: • The program is meeting enhanced staff/child ratios • The program is meeting enhanced space • The program is using an approved curriculum-Creative Curriculum/Teaching Strategies The facility has chosen the Classroom & Instructional Quality Pathway. Meryl Davidson has been working with Janet Ewards, Licensing Supervisor, on submitting the required paperwork to move forward. Ms. Edwards will review the paperwork and once the necessary requirements have been met to move forward, a new license will be issued to the facility. The program has not previously completed an ECERS assessment as of today’s date. I verified the following education status prior to today’s visit: Lead Teachers- C. Melton- meets 5-star education standard, W. Marion- meets 5-star education standard. Teachers – T. Chavis – meets 5-star education standard, J. Caldwell - meets 3 star education standard, L. Barber - meets 5-star education standard and C. Fletcher will need to submit their official transcripts once summer class are completed. - Administrator-Q. Ms.Melton, Lead Teacher, assisted me with the visit. Your program currently operates with a five star license, issued January 5, 2021, earning 7 points in the education component, 7 points in the program standards component meeting enhanced space and ratios minus one and 1 quality point for meeting the education option. The center implements the TS Gold curriculum. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety eight percent as of June 3, 2025. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today. The children were observed playing outside, having free play in centers, preparing for and eating lunch. One violation was observed today. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. Only two of seven staff were listed on the ABCMS facility site. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before June 17, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Your program currently operates with a five star license, issued January 5, 2024, earning 7 points in the education component, 7 points in the program standards component ,meeting enhanced ratios and space and 1 quality point for meeting the programmatic option. Your program was also monitored for compliance with implementing an approved curriculum, Creative Curriculum, as required for all four and five star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted December 6, 2023. The sanitation inspection was completed September 24, 2024 with a “Superior” classification. The last fire inspection was conducted March 18, 2024 and your facility was approved for daytime care only. Each indoor and outdoor space was monitored. The children were observed having story time, group time, toileting and preparing for lunch. Lunch consisted of meatballs or spicy chicken sandwich, green beans, mashed potatoes, pears, biscuit and milk. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Site Monitoring Tool was reviewed today. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance The current NC Pre-K staff are lead teachers, W. Marion,C. Melton, teachers J. Chavis, L. Barber, C. Fletcher, J. Caldwell. A selection of files were monitored for completed health assessments and developmental screenings. You stated you have completed the DIAL-4 screenings. The center uses the Teaching Strategies Gold instrument to document evidence of children's ongoing progress. The checkpoint assessments are conducted three times per year: October, February and May of the school year. The developmental day requirements in section .2900 of the child care rules were monitored for compliance. Children who receive developmental day services are currently cared for in spaces # 1 and 2. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .2902(f) were verified incompliance. Lead teachers assigned to each of these spaces have NC Birth-through-Kindergarten licenses and both administrators have a Level III NCECAC with over ten years experience. I confirmed oversight and supervision for caregivers assigned to serve children ages birth to three years is provided by B-K licensed teachers. The program operates 7 hours a day 10 months a year. Children’s individual plans for care and developmentally appropriate activity plans are followed, and opportunities for inclusion with children who are typically developing are offered. I confirmed this facility provides the following five family involvement activities: quarterly parent education sessions, parent/teacher conferences twice a year; daily notes of progress provided to parents; opportunities for parent volunteers to assist with special classroom activities, field trips and other learning experiences for children; and provides parents with referral information about other community programs and resources serving young children. The first day of school was August 26, 2024 The classroom operates from 7:30-2:30. Parent conferences are held three times per year. You stated that you use the Class DoJo app to communicate with parents. In addition, a daily report is sent home to the parents which includes any information about the child’s day and any reminders.
