This program operates with a five (5) star license, issued May 16, 2019, earning seven (7) points for education, seven (7) points for program and one (1) quality point for complying with the programmatic option. License restrictions include daytime and overnight ages zero through 12, capacity of 135 children, meets enhanced space and ratios minus one and meets developmental day requirements. Erin Newcomb, administrator, assisted me with the visit. The last annual compliance visit was conducted on 12/11/2024. The last sanitation inspection was conducted on December 1, 2025, earning a superior rating. The last fire inspection was conducted on April 30, 2025. The facility is working on correcting items cited during the sanitation inspection and will submit the new inspection once it is completed. The NC Secretary of State website was reviewed on December 4, 2025, and Sandhills Children’s Center was listed as current- active. The program’s compliance history was ninety-six (96) percent as of 12/3/2025. I visited each indoor and outdoor space. Children enrolled were observed in free play in the centers, outdoor play, participating in teacher directed activities and personal care routines. Infants enrolled were observed during tummy time, personal care routines, free play and teacher directed activities. Teachers were interacting with the children and attending to their needs. Lunch consisted of whole wheat tortillas, grilled chicken strips, shredded cheese, blueberries and milk. The following violations were observed during the visit: Violation Number Comment Rule 104 Center has not passed required sanitation inspection and received an approved or superior rating. The facility must current inspection was disapproved inspection on 12/1/2025. 10A NCAC 09 .0304(b) 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). M. Townsend had a qualifying letter on file that expired on 7/6/2025. G.S. 110-90.2(b) & .2703(n)&(o) 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. As of the day of the visit, the administrator had not entered any current personnel into the ABCMS portal system. G.S. 110-90.2 & .2703(r) 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. A shelter-in-place drill was documented on 6/9/2025 and again on 10/8/2025. .0604(u);.0302(d)(8) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before December 19, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. Remember to remove any former employees once they are terminated. Add new employees as soon as they begin employment. Make sure that any aliases or other names are listed on the application as well. This makes it easier to find employees who may have gotten married and have not had a chance to change their last name within the system. Technical assistance was also offered on reviewing both staff and children’s records to ensure that all required documentation is complete and on file. I recommend both the administrator and staff review their individually periodically to keep up with deadlines for trainings and any other pertinent information. During this visit we discussed the QRIS Modernization Pathways to the Stars. Mrs. Newcomb has decided to follow the option #2 Program Assessment for Child Care Centers and Centers Located in a Residence (CLIAR). This pathway includes the following: * Enhanced Ratio(required) and/or Enhanced Space (optional) * 50% of all Lead Teachers and 50% other educators meet 5 Star Education Standards * Family and Community Engagement Foundational Practices AND 3 additional choices * CQI Plan for Facility and Individuals * Approved curriculum for all ages served * Child Observations and assessments * Coaching/training options for administrators and lead teachers. * NCRLAP Self Study I also left copies of the Continuous Quality Improvement and Professional Development Plan, work experience form, Pathway #2 -Classroom and Instructional Quality for Child Care Centers and Centers Located in a Residence (keep those copies and continue working on completing them prior to your next visit.) You stated that you will review the approved curricula and assessment tools at a later date and decide if you are going to continue using your current curriculum or go with another option. Mrs. Newcomb stated that they have already begun working on the Facility CQI plan for both the center and the staff. She will also provide her staff with the link for the QRIS modernization page as well as NCRLAP so that they will familiarize themselves with the new process. Erin Newcomb, administrator, assisted me with the visit. This program operates with a five (5) star license, issued May 16, 2019, earning seven (7) points for education, seven (7) points for program and one (1) for quality point for complying with the programmatic option. License restrictions include daytime and overnight ages zero through 12, capacity of 135 children, meets enhanced space and ratios minus one and meets developmental day requirements. The program’s compliance history was one hundred (100%) percent as of 7/21/2025 and was reviewed with the administrator. The NC Secretary of State website was reviewed during the visit and Sandhills Children’s Center was listed as current-active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today and all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, outdoor play, transitions and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Infants enrolled were also observed during tummy time, free play, nap and personal care routines. Ten (10) new staff have been employed since my last visit. Those files were reviewed, and no violations were found. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. Lunch was observed and consisted of Chicken and rice, peas and milk. The following violations were observed today: Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. An activity plan was not available in space #1. GS 110-91(12); .0508(a) 542 The written feeding plan was not modified as the child's needs changed. A feeding plan had not been updated for a child born 7/10/2024 that the teacher reported was eating solid foods. 10 NCAC 09 .0902(a) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. An outlet in the block area in space #1 did not have an outlet cover. 10A NCAC 09 .0604(c) Because the violations observed were corrected during the visit, a compliance letter is not required at this time. By checking ahead of time and periodically throughout the day you can avoid mishaps and possibly save time when preparing for other classroom activities. Also, it would be a good idea to visually post the total number of children, and the number of each age groups present. This can help when other individuals need to come into the class and ask for the daily or current totals. Erin Newcomb, administrator, assisted me with the visit. This program operates with a five (5) star license, issued May 16, 2019, earning seven (7) points for education, seven (7) points for program and one (1) for quality point for complying with the programmatic option. License restrictions include daytime and overnight ages zero through 12, capacity of 135 children, meets enhanced space and ratios minus one and meets developmental day requirements. The program’s compliance history was one hundred (100%) percent as of 7/21/2025 and was reviewed with the administrator. The NC Secretary of State website was reviewed during the visit and Sandhills Children’s Center was listed as current-active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today and all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, outdoor play, transitions and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Infants enrolled were also observed during tummy time, free play, nap and personal care routines. Ten (10) new staff have been employed since my last visit. Those files were reviewed, and no violations were found. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. Lunch was observed and consisted of Chicken and rice, peas and milk. The following violations were observed today: Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. An activity plan was not available in space #1. GS 110-91(12); .0508(a) 542 The written feeding plan was not modified as the child's needs changed. A feeding plan had not been updated for a child born 7/10/2024 that the teacher reported was eating solid foods. 10 NCAC 09 .0902(a) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. An outlet in the block area in space #1 did not have an outlet cover. 10A NCAC 09 .0604(c) Because the violations observed were corrected during the visit, a compliance letter is not required at this time. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before August 5, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. This program operates with a five (5) star license, issued May 16, 2019, earning seven (7) points for education, seven (7) points for program and one (1) for quality point for complying with the programmatic option. License restrictions include daytime and overnight ages zero through 12, capacity of 135 children, meets enhanced space and ratios minus one and meets developmental day requirements. Erin Newcomb, administrator, assisted me with the visit. The last annual compliance visit was conducted on 1/26/2023. The last sanitation inspection was conducted on February 1, 2023 earning a superior rating. The last fire inspection was conducted on March 21, 2023. The program’s compliance history was ninety-one (91) percent as of 1/3/2024. The NC Secretary of State website was reviewed on January 4, 2024 and Sandhills Children’s Center was listed as current- active. I visited each indoor and outdoor space. Children enrolled were observed in free play in the centers, outdoor play, diapering and toileting routines, participating in teacher directed activities and eating lunch. Lunch was observed and consisted of chicken patty with bun, applesauce and milk. The following violations were observed during the visit: Violation Number Comment Rule 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. In space #1 used by the four and five year olds, seed mix labeled keep out of reach o children was stored in an unlocked closet. .2820(b) Because the violation documented above was corrected during the visit, a compliance letter is not required at this time. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Technical assistance was offered on ensuring that staff are preventing access to spaces and/or materials that are hazardous and must be kept out of reach of children. Check the locks to ensure that they are working properly. If not be sure to notify the administrator as well as maintenance. Technical assistance was also offered on reviewing the proper steps for diaper changing procedures with all staff in preparation for the upcoming rule implementation. As a reminder, staff who completed Health and Safety trainings in 2019 will need to complete those trainings again in 2024. Your facility is in Cohort 2 of the rated license process. Sometimes when music is played in the background as a filler, it can take away the opportunity for meaningful conversations and interactions to take place. At other times it can cause the noise level in the classroom to be higher than normal because individuals have to speak over the music in order to be heard. Try limiting times when music is played to music/movement time, as a transitional prompt or during rest periods. Technical Assistance was offered on creating a system for staff that allows them to periodically check required documentation to ensure that the dates are valid and that all necessary information is included. We discussed requesting Environment Rating Scale (ERS) assessments in an effort to maintain the program's star rating. Resources such as Child Care Resource and Referral and Smart Start can be valuable when preparing for the ERS. “All about ECERS-R”and the NCRLAP website (www.ncrlap.org) can also be helpful as staff prepare for the ERS. On the NCRLAP website, there are training videos, sample questions and clarifying information regarding the assessments you may find helpful.
