The program currently operates with a Four-Star rated license, issued November 29, 2018 earning seven points in education standards, two points in program standards and one quality point by complying with the programmatic option. License restrictions include daytime care and overnight care, a maximum of five preschool children at any time, serves no more than two children under one year of age and children are not allowed outside the fenced area due to pond in the area. Ellitta Franklin, owner/operator, assisted me with the visit. The last annual compliance visit was conducted on April 24, 2025. The program’s compliance history was one hundred (100) percent as of 3/17/2026 and was reviewed with the operator during the visit. A walk-through of the family childcare home was completed today, and all indoor and outdoor areas were monitored. I observed one nine month old in the indoor learning environment and found supervision and staff/child ratios to be in compliance. The child was observed during nap and personal care routines such as handwashing and diapering. The following violations were observed during today’s visit: Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). E. Franklin had a qualification letter that expired on 2/17/2026 and had submitted requirements for a new letter as of the date of the visit. G.S. 110-90.2 & .2703(n) & (o) 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The facility is not listed in the ABCMS portal. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before April 2, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. Mail or email the information to: Turkeshia McCormick, Child Care Consultant, PO Box 411, Lillington NC 27546. If you email the compliance letter, it must be sent from the email address registered with the DCDEE (this serves as your signature) and the following information must be included: name, position, facility name, and facility ID number. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 Technical assistance was offered on completing the moodle training on the ABCMS portal. Once you have completed that training, you must follow the steps to ensure that your facility and yourself are listed in the ABCMS portal. You can access the moodle page at https://ncchildcare.ncdhhs.gov/UserLogin. Technical assistance was also offered on renewing your criminal background checks. It is recommended that you review your files at least twice yearly to ensure that you have enough time to meet required deadlines for required documentation. If you have any issues with accessing the ABCMS portal or completing your criminal background check, please contact the Criminal Background Unit at (919) 814-6401. As a reminder, you have must receive a new qualification letter within 15 days. I will return for a follow up visit to verify. If a new qualification has not been received by the end of the 15 days then you will not be able to care for children until a new qualification letter is received. During this visit we discussed again the QRIS Modernization Pathways to the Stars. Ms. Franklin has decided to follow the option #2 Program Assessment for Family Child Care Homes. This pathway includes the following: • Meets minimum licensed capacity options. No additional enrollment restrictions in addition to licensed capacity. • Operator meets 4 Star Education Standards • Family and Community Engagement Foundational Practices AND 2-4 additional choices (depending on the star rating level) • CQI Plan for Operator and Additional Caregivers (if applicable) • Approved curriculum and assessments (if applicable to the star rating level), and coaching/training options for operators (if applicable to the star rating level). • Ms. Reid staff will also begin working on the self-assessment study. Ms. Franklin will also continue to work on the CQI plan and begin documenting family and community engagement standard practices that the facility already practice.
