Today’s visit was completed with S. Sheppard, Administrator. You were present when I arrived, and you were notified of the purpose of the visit. Staff/training worksheets were received during the visit. A checklist was used to note the items monitored today. Kim Barnes, Child Care Consultant assisted with today’s visit. This center currently operates with a four-star license, earning five points in education, five points in program standards and 1 quality point for the administrator having at least 10 years of documented child care administrative work experience in a licensed child care program. This program continues to meet enhanced ratios. The last annual compliance visit was completed on March 7, 2025. The last sanitation inspection was completed on January 7, 2026, earning a “Superior” classification. The last fire inspection was completed on May 2, 2025, and the center was approved for daytime care only. Twenty-two (22) children ranging from ages zero (0) to four (4) years old were observed in care today. Children were engaged in morning routine/activities, free-choice play, completing hand washing and toileting routines, eating lunch and interacting with caregivers. Infants were observed having tummy time and interacting with caregivers. Lunch consisted of chicken nuggets, sweet peas, peaches, and milk. The center’s compliance history score was reviewed with the operator. The program’s compliance history was 88% as of February 16, 2026. The computer-generated visit summary was reviewed with you at the conclusion of the visit and a copy was provided to you. All violations were reviewed with you at the conclusion of the visit. I used the Annual Compliance Monitoring Checklist for Child Care and the Child Care Center Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements. The following violations of child care requirements was documented. Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. In the outdoor environment, a toy ride-on car had a broken steering wheel, with sharp edges. 10A NCAC 09 .0601(a) 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. In space 3, four cans of shaving cream were store in an unlocked cabinet. The shaving cream cans were aerosol cans. .2820(b) CONSULTATION AND TECHNICAL ASSISTANCE: COMPLIANCE: Both violations were corrected during the visit; therefore, a letter of compliance is not required. The last sanitation inspection was completed on December 2, 2024, earning a “Superior” classification. Twenty-eight (28) children ranging from ages zero (0) to eleven (11) years old were observed in care today. Children were engaged in morning routine/activities, free-choice play, completing hand washing and toileting routines, eating lunch and interacting with caregivers. Infants were observed having tummy time. Lunch consisted of hotdogs, baked beans, pineapples and milk. The following violation was documented. Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. A jug of orange heavy duty cleaning solution was under an unlocked cabinet in the bathroom used by school-age children in Space #3 in Building 2. 10A NCAC 09 .0601(a) The violation was corrected during the visit; therefore, a letter of compliance is not required. During the visit, you removed the cleaning solution from the classroom and placed it in a locked closet. We discussed ensuring potentially hazardous items are stored appropriately. The center’s compliance history score was reviewed with the operator. The program’s compliance history was 92% as of March 6, 2025. SAFE ENVIRONMENT: We talked about ensuring environments used by children are checked daily. This will assist with identifying potentially hazardous items and removing them prior to children having access to space. The daily checks could be conducted each morning and afternoon. Be reminded you are responsible for always maintaining a safe environment for children. Although the following items do not pose a hazard for children at this time, I suggest monitoring the playhouse on playground #1 and upholstery on the black fifteen passenger van used to transport children to ensure they remain in conditions that do not create safety concerns. ABCMS SYSTEM: You stated the training to access the ABCMS portal has been taken; however, you have been experiencing difficulty entering the system to review information. You added contact was made to the Division for assistance; however, the guidance has not helped. I recommend you contact the criminal background check unit to request additional help. You should describe in detail what issues you are encountering to ensure proper assistance can be provided. EMERGENCY PREPAREDNESS PLAN (EPR): The consultant was not updated in the center's EPR plan. I requested that you go into the system and update the center's EPR plan to reflect the current consultant. Once updated a copy of the review page should be printed and added to the packet. Upon arrival staff assisted with the visit. You arrived shortly after and assisted. Twenty-five (25) children were observed in care today ranging from zero to four years old. Children were engaged observed eating lunch, interacting with the caregivers, participating in dance activities and completing toileting, and hand washing routines and napping. Currently this program operates with a four-star license. The last sanitation inspection was completed on March 25, 2024, earning a superior classification. The last fire inspection was completed on May 2, 2024, and the center was approved for daytime care. The last annual compliance visit was completed on March 20, 2024. The following violations were documented today. Violation Number Comment Rule 125 Daily records of arrival and departure times for children enrolled at the center were not maintained as children arrive and depart and/or were not made available for review. The caregiver was attempting transition the children down for nap; however, the infants were constantly crying. The older one year old children were walking around playing. Approximately eight minutes into the visit the cook monitored children in classroom #1 allowing Ms. Kelly to go in and assist in classroom #2. Children in classroom #3 were eating lunch, engaged in conversation with the caregiver about their foods, completing hand washing and then placed down for nap. Later into the visit, you and two caregivers arrived. The caregiver went into classroom #1 and interacted with the children by singing and dancing. Staff interacted with children in a positive and nurturing manner. ENHANCED STAFF/CHILD RATIO REQUIREMENTS: One caregiver was providing care to six children ages five months to one year old. You program is currently meeting enhanced staff/child ratio requirements; therefore, one caregiver can provide care to five children under the age of twelve months. Another caregiver went into the classroom to assist approximately eight minutes after my arrival placing the space back into compliance. I explained maintaining staff/child ratio creates opportunities for caregiving staff to provide individual attention to children served. A safe environment is also maintained when staff/child ratio requirements are met. Research indicates that group size and staff/child ratios are strong indicators of the quality of child care. Sufficient staff should be available to provide children with supervision, frequent personal contact, meaningful learning activities, and immediate care as needed. Smaller groups and lower staff to child ratios are related to positive outcomes for children. UNANNOUNCED FOLLOW-UP VISIT: An unannounced follow-up visit will be conducted in the future to monitor staff/child ratio requirements. SAFE ENVIRONMENT: I informed you of the jug of round-up beside the building and cracked container top on the playground. You had a caregiver to go out and remove the items form the playground. I also discussed ensuring containers used to store toys inside the classroom must be in good repair. Any potentially hazardous items identified should be removed immediately. CRIMINAL BACKGROUND CHECK REQUIREMENTS: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. S. Sheppard, Administrator was present and available to assist with today’s visit. Your program currently operates with a four-star license issued August 13, 2020, earning five (5) points in the education component, five (5) points in the program standards component (meeting minimum requirements and enhanced ratios). The last annual compliance visit was conducted on April 19, 2023. The last sanitation inspection was completed on October 2, 2023, with a “Superior” classification. The last fire inspection was completed on May 5, 2023, and the center was approved for daytime. The center’s compliance history was reviewed with the operator. The program’s compliance history was 99% percent as of March 19, 2023. The NC Secretary of State website was reviewed on March 19, 2023, and Kids of Joy Child Care Center, LLC was listed as current and active. Twenty-nine (29) children were present during the visit. Children were observed during free play, playing with developmentally appropriate materials, singing during group time, and engaging in outdoor activities. The children were observed eating lunch, which consisted of chicken nuggets, corn, whole wheat bread, peaches, and milk. Staff interacted with children in a positive and nurturing manner. All transportation requirements were observed. Any violations of the child care requirements observed today were discussed with you and documented in the visit summary report and reviewed with you at the conclusion of the visit.
