I monitored the indoor environment for compliance with child care requirements . Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation placard, evacuation plan, safe arrival and departure procedures, first aid chart, menus, daily schedule, staff/child ratios, emergency medical care plan, emergency telephone numbers and a summary of NC Child Care Law were all posted at the time of the visit. The storage of medication and hazardous products was also monitored during the visit. Three new staff members were hired since the annual compliance visit. Files for these staff members were reviewed during the visit. The last fire drill was documented at conducted on 11-19-24 at 1:57 pm with an evacuation time of two minutes. A lockdown drill was documented as conducted on 10-23-24 at 10:30 am. The last outdoor inspection was documented as conducted on 11-18-24. An approved fire inspection was last completed on 11-8-23. You stated that the Fire Inspector was at the facility on 11-8-24; however, there were corrections needed before an approved inspection could be obtained. A sanitation inspection was last completed on 10-4-24 with two demerits and a superior classification. The children were observed during naptime. A meal or snack was not observed. A four star license with seven points in education, two points in program standards and one quality point was issued on 10-29-23. Based on observations made during the visit, you continue to meet the requirements previously met to obtain such a license. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. An approved fire inspection was last completed on 11-8-23. 10A NCAC 09 .0304(a) 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. Disinfecting Wipes were stored on a shelf that was not out of the reach of the children, in an unlocked cabinet in the classroom. .2820(b) Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. I explained that you have access to the on-line version of the Child Care Rule Book, as well as a hard copy of the rules. I recommended that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. Please send me a written statement describing how and when the above violation was corrected. Please include information on any steps taken to prevent a reoccurrence of this in the future. The written statement must be received no later than 12-9-24. Please note that if your letter is mailed, a hand written signature is required. A four star child care center license with seven points in education, two points in program standards and one quality point was issued on 10-29-23. Based on observations made and information provided during the visit, you continue to meet the requirements previously met to obtain such a license. I observed a label on the door that states "Do Not Lock." You stated that the closet is used by the church and that you all do not store any items in the closet. I observed two aerosol cans of spray paint, one box of Borax, two containers of petroleum jelly and a bottle of baby oil. You stated that all of these items belong to the church. We discussed that regardless of who the items belong to, they must be in locked storage at all times while children enrolled in the Head Start program are present. You stated that this would be discussed with the pastor of the church and a solution that meets storage requirements for hazardous products and medication will be reached. Because these items do not belong to you and there was a note clearly stating to not lock the door, I did not request that you move the items or lock the door during the visit; therefore, these violations could not be marked as corrected during the visit. All items were stored out of the reach of the children. Please make the staff members in the classroom aware of the items that are present in the closet and emphasize the importance of ensuring the children do not have access to this closet until the items can be removed or the closet can be locked.
