Your program currently operates with a four-star license, issued August 30, 2018, earning 7 points in program standards for having written operational policies, enrolling no more than three children less than one year of age, earning 5.28 on the FCCERS, 2 points in education, and one quality point for restricting infant capacity to no more than two children under one year of age. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-nine percent as of May 29. 2025. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and interactions to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions, and personal care routines. The operator was interacting and meeting the developmental needs of each of the children. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. The following violation was observed during today’s inspection. Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The operator has not updated their roster in the ABCMS Provider Portal. G.S. 110-90.2 & .2703(r) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before June 12, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Ms. Williams assisted me with the visit. Your program currently operates with a four-star license, issued August 30, 2018, earning 7 points in program standards for having written operational policies, enrolling no more than three children less than one year of age, earning 5.28 on the FCCERS, 2 points in education, and one quality point for restricting infant capacity to no more than two children under one year of age. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted on October 28, 2022. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-six percent (96%) as of October 10, 2023. Children were participating in free choice activities. The operator was sitting at the table engaging with the children. All program records were observed and were in compliance. Transportation requirements were inspected and found to be in compliance. The providers inspections and insurance were current. Lunch consisted of spaghetti, green beans, apricots, and milk. One violation was cited during today’s visit. Violation Number Comment Rule 1920 Indoor and outdoor area was not checked daily for debris, vandalism, broken equipment, and animal waste. Multiple toys were broken in the play area. This was corrected during the visit by the operator throwing away broken toys. .1719(a)(17) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Technical Assistance: We discussed speaking to your lawn care service about trying not to break toys while mowing the outdoor play area. It may help by having children put toys away before going back inside so the play area is clear for the mowing company to mow the area.
