P. Robinson, childcare consultant, accompanied me on the visit today. Upon our arrival, we were greeted by K. Holder Owner Operator of the Family Child Care Home. A checklist for Family Child Care Homes was used to note the requirements we monitored today. The Operator’s Statement of Responsibility, and Verification of Required information forms were completed during the visit. Ms. Holder was present and provided care for three (3) children aged three (3) to seven years old. The children were observed participating in free choice center activities and completing routine care tasks. The interactions observed were nurturing and supportive. Today’s meal was observed and in compliance with the Meal Patterns. ** License Status: Currently this center operates with a four -star rated licensed issued July 16, 2024. ** Annual Inspections: The last documented fire drill was conducted on June 15, 2026, the last documented lockdown drill was completed on April 16, 2026, and the last documented playground inspection was completed on June 15, 2026. During today’s visit, a full assessment of Child Care Requirements was conducted. I observed all required postings, transportation, and attendance logs. I reviewed a sample of children’s records, staff files and all applicable program records. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. A can of off spray was stored in an unlock cabinet. .1719 (a)(7) The violations cited during today’s visit were corrected therefore, a compliance letter is not needed. Prior to today’s visit, the 18-month compliance history for this facility was 96%. Technical Assistance/Consultation: During today's visit, we discussed the storage of hazardous materials. As a reminder, all items that are in aerosol cans and chemicals should be locked up. Everything that says keep out of reach children should be up five feet. During today’s visit, we discussed other options for finding on-going training. On-going training requirements are based on an individual’s position, education level and years of verifiable experience. Training may occur through various learning platforms. Training hours received through face-to-face classroom instruction, pre-recorded distance learning, college coursework, Continuing Education Unit (CEU) credits, and/or real-time virtual training, can be used towards meeting on-going training as long as the training received is recognized by the DCDEE and the training(s) received address one or more of the training topic areas identified in G.S. 110-91(11) staff development. On-going training received must be appropriate to the job responsibilities of the individual. Professional development training and education provides early childhood staff with the knowledge and skills needed to perform their duties and provide quality child care. Training is an on-going process which prepares educators to develop and expand upon their skills. There are training courses available through the Southwestern Child Development Commission which can also be found at www.swcdcinc.org. Pro-solution is also an approved training platform through DCDEE. Each of these options does have a cost. Please continue to visit the DCDEE website for the latest information and updates. I monitored the indoor and outdoor environments for compliance with child care requirements. Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation, evacuation, safe arrival and departure procedures, first aid chart, menus, daily schedules, activity plans, summary of NC Child Care Law and staff/child ratios were posted at the time of the visit. The storage of medication and hazardous products was also monitored for compliance. A sample of children's records were reviewed and the worksheets were completed. During the visit, files for new staff and a percentage of existing staff were reviewed and the Staff and Training Worksheet was completed. The last outdoor inspection was documented as conducted on 4-17-25. A fire drill was documented as conducted on 4-17-25 at 11:30 am with an evacuation time of two minutes and thirty-three seconds. A shelter in place drill was documented as conducted on 2-11-25 at 10:45 am. An approved fire inspection was completed on 8-16-24. A sanitation inspection was last completed on 4-8-25 with two demerits and a superior classification. The children were observed in circle time activities, while eating lunch and during naptime. Lunch during the visit consisted of macaroni and cheese, mixed vegetables, pears and milk. A four star child care center with seven points in education, two points in program and one quality point was issued to you on 3-2-24. Based on the information provided and on observations made during the visit, you continue to meet the requirements previously met to obtain a license. An aerosol can of Lysol and an aerosol can of Micro Ban was sitting on top of the refrigerator and not in locked storage. .1719 (a)(7) 714 Monthly check for hazards on the outdoor play area was not completed using a form supplied by the Division. The last recorded play ground inspection was conducted on 5-17-25. 10A NCAC .1721(e)(5)(A-F) 716 Electrical outlets not in use were not covered. An electrical outlet in the kitchen was not being used and was not covered. 10A NCAC .1719(a)(27) 905 Record of monthly fire drills, giving the date, time of day and length of time to evacuate, and operator's signature, were not available. The last recorded fire drill was conducted on 5-17-25 at 11:20 am. .1721 (e )(2) 919 Accurate records were not maintained for all staff and children. Records were not available for two children. G.S. 110-91(9) Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. I explained that you have access to the on-line version of the Child Care Rule Book, as well as a hard copy of the rules. I recommended that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. Please send me a written statement describing how and when the above violations were corrected. The written statement must be received no later than 7-29-25. Please note that if your letter is mailed, a hand written signature is required. As an alternative, compliance letters can now be submitted via email. I recommend emailing your letter to reduce the time needed to ensure my receipt of your information; however, if you do not have access to email, please ensure that your letter is mailed in a timely fashion and that you allow for any possible delays in the mail service.
