A checklist was used to note the requirements I monitored today. During today’s review I monitored program/space requirements, equipment and furnishings, capacity and supervision, medications, outdoor area, and equipment. I reviewed children’s records and completed the verification of required information for operators and caregivers. Your signature on these forms will serve as further verification the information provided is accurate and complete. Your facility information and e-mail address were reviewed, and no changes were made. Three children were present today. The children were observed interacting with the provider. The last fire drill was documented as conducted on October 3, 2023. The most recent lock down drill was conducted on August 24, 2023. The last outdoor inspection was documented as completed on October 3, 2023. The following violations were documented during today's visit. Violation Number Comment Rule 801 Bacteriological analysis indicating the water is free of bacteria had not been performed on a sample of water from each well used for the children's water supply every two years. Results were not kept on file in the home. The last well water analysis was completed on 2-8-21. 10A NCAC 09 .1725(a)(1) 907 Written record of up-to-date pet vaccinations as required by NC law and local ordinances, including rabies vaccination for dogs and cats, was not available. A written record of pet vaccinations was not available. .1719(b)(1) 1741 Prior to enrollment of children in a Family Child Care Home, and before animals come into the Family Child Care Home, the operator did not obtain each parent's signature on a form acknowledging the type of animal located on the premises and where the animal will be kept during child care operating hours and /or the signed form was not maintained in the child's file .The animal acknowledgement form was not present in two children's files. 10 NCAC 09 .1719(b)(3) Child care licensing requirements were established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. I explained that you have access to the on-line version of the Child Care Rule Book, as well as a hard copy of the rules. I recommended that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. We discussed changes in the child care requirements regarding Criminal Background Checks. I notified you today that qualification is now valid for five years rather than three. New letters issued will have the five year timeframe, however current letters will not be reissued. I encouraged you to develop a system to track the updated due dates. We also discussed that the Governor lifted the State of Emergency related to COVID on August 15, 2022. With the lifting of the State of Emergency COVID signage is no longer required. You may take down the Health and Safety certificate issued at the beginning of the pandemic, as well as any other door signage related to COVID. All violations must be corrected immediately. Please send me a compliance letter (written statement) describing how and when the above violations were corrected. The compliance letter must be received no later than October 18, 2023. The compliance letter may be sent to me via email, if you do not have access to email, please ensure that your compliance letter is mailed in a timely manner and that you allow for delays with the mail service. If your compliance letter is mailed, a handwritten signature must be included. Contact me if you have questions regarding correction of the violations documented during today’s visit. If you are unable to correct all violations within the specified timeframe, send a compliance letter regarding violations that were corrected and a specific plan to correct the remaining violations.
