NC-Pre-K requirements were also monitored. A checklist was used to note the requirements I monitored today. This program is operated by Guilford County Schools. This NC Pre-K currently operates with a Five Star license issued on April 19, 2017. This facility has two licensed spaces (#27 & #30). Upon arrival, I was greeted by the lead teachers, Ms. Huemmer & Ms. Foster. Both teachers assisted me during my visit today. I stated the purpose of today’s visit. All licensed classrooms spaces were monitored today. A sanitation inspection was conducted on March 19, 2025 and received a superior rating. Monthly playground and fire drills have been conducted and documentation was available for review. Quarterly disaster drills have also been documented. A fire inspection was conducted on April 2, 2025. Thirty-three (33) children were present during today’s visit. All indoor and outdoor spaces used by the children were observed today. During my visit, I saw the children finishing their lunch, completing bathroom and handwashing routines, engaging in a large group activity, and resting on mats. The teachers interacted with the children in a positive and friendly manner. Staff and children’s records were reviewed today. The staff and training worksheet was reviewed today there were some items that needed to be updated. Please update the staff and training worksheet email to me. Your signature on these forms serves as verification the information provided is accurate and complete. I verified the information on the staff and training worksheets by reviewing staff files. All required posted information was observed current and posted in the classrooms. NC Pre-K requirements were also monitored during today’s visit. Two violations of child care requirements were cited today. Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). Prior to the expiration date of the qualification letter, Y. Santos did not complete and submit required forms to complete a criminal background check. G.S. 110-90.2(b) & .2703(n)&(o) 1757 A valid qualification letter was not on file and available to review at the facility. Y. Santos, (substitute) did not have a qualification letter on file for review at the facility. G.S. 110-90.2(b) & (d) & .2703(e) Childcare programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violations documented must be corrected immediately. A signed and dated letter of compliance must be emailed to me at sharon.y.williams@dhhs.nc.gov on or before September 23, 2025. The letter of compliance should contain the following information: 1. Facility Name 2. Facility ID 3. Date of the letter 4. The violation number. Date the violation was corrected. How the violation was corrected. 5. Signature of the person preparing the letter. Today in Space #26 a substitute was present. The qualification letter for Y. Santos was not available for review. I checked the criminal background check in the ABCMS system and Y. Santos was previously qualified to work in child care on 6/26/18. Qualification letters are valid for five years from the date on the qualification letter. Y. Santos qualification letter has expired. Pathways to the Stars The Pathways to the Stars transition will begin soon. A rule roll out module in the DCDEE e-learning Moodle platform is now available. On September 8, 2025,the new rules in Section .3200; Standards for Two through Five Star Rated Licenses were discussed with the school's central office, The central office will decide which pathway your facility will choose. If the operator fails to correct any documented violations within the established time period, the Division of Child Development and Early Education may deny, suspend, terminate, or revoke any permit to operate (10A NCAC 09 .2000). This DPI NC Pre-K classroom currently operates with a Five Star License effective April 19, 2017. Upon arrival at the elementary school, I was greeted by the office staff. When I entered the two classrooms, I was greeted by C. Huemmer and C. Davis, lead teachers for the program. Both of you assisted me with the information required for the visit. The most recent sanitation inspection was conducted on September 1, 2023, and received a classification of Superior with two demerits. A fire inspection was completed March 9, 2023. I walked through the indoor and outdoor areas of the facility that the children use during the visit. Thirty-four children were present today. I observed the children engaged in free choice center play, teacher directed activities, playing outside, eating lunch, and completing bathroom and hand washing routines. The teachers interacted with the children in a pleasant manner. A full assessment of applicable child care requirements was conducted during today’s visit as per the attached checklist. One violation was observed and documented. Violation Number Comment Rule 1041 Prior to employment a Criminal Background Check was not completed. The principle did not have a Criminal Background Check. G.S. 110-90.2(b) In order to maintain compliance with North Carolina child care laws and rules, the above violations must be corrected immediately. A letter stating how the violations were corrected and how you plan to maintain compliance in the future must be submitted to me by October 9, 2022. The compliance letter should contain the following information: 1. Facility Name 2. Facility ID 3. Date of the letter 4. The violation number, the date the violation was corrected, information regarding how the violation was corrected and how you plan to maintain compliance with the item number in the future. 5. Signature of the person preparing the letter. Please submit the signed letter electronically to my email address. If I do not receive your letter prior to October 9, 2023, a return visit to your program may be conducted to assess compliance with the violations. Rated License Reassessment Process This program is in Cohort One, and your reassessment year will begin July 1, 2024. Beginning July 1, 2023, and throughout the next few months I recommend you consider completing the following tasks and activities that will help prepare you for your reassessment year, which will be sometime between July 1, 2024, and June 30, 2025. If possible, we will align the reassessment with your Annual Compliance visit timeframe. ** All teachers should update WORKS accounts to reflect all currently completed coursework (DCDEE-WORKS) ** Request technical assistance with your child care consultant and local partners ** Review NCRLAP website ERS resources (www.NCRLAP.org). To help review ERS requirements and think carefully about the current characteristics and practices in your program and classrooms, check out the Thinking More worksheets. A worksheet is available for each subscale of each rating scale. ** ERS assessments can be requested during the preparation year and scores can be used as guidance to enhance program quality ** Assessment scores can be saved to use during the reassessment year ** Facilities can request another ERS assessment (free of charge) in your reassessment year for any ERS assessment scoring less than a 5.0 We appreciate all you are doing to serve the children and families of NC.
