The facility operated with a Three-Star License, issued October 2, 2024 earning five points in the education component, two points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift and overnight care and meets enhanced ratios. Upon my arrival, Mrs. Tippett was not at the facility. As I was conducting the walkthrough of the indoor areas, staff member R. Voyce stated that Mrs. Tippit requested that I wait in the office until Mrs. Tippett arrived to assist with today’s visit. Mrs. Tippett arrived at 10:10am. The last sanitation inspection was conducted on May 27, 2025, and a superior rating was received. The last fire inspection was conducted on March 13, 2025. The program’s compliance history was eighty-two (82) percent as of 3/2/2026. The NC Secretary of State website was reviewed on March 3, 2026, and Tippitoes Early Education Development Center, LLC. was listed as current- active. I visited each indoor and outdoor space. Children enrolled were observed during teacher directed activities, free play, routines such as diapering, toileting and handwashing and outdoor play. Infants present, were observed during free play with teachers. Transportation was also monitored during this visit. The following violations were observed during the visit: Violation Number Comment Rule 862 The EMC plan was not reviewed with all staff annually and whenever the plan was revised. The EMC plan was last documented as reviewed for three staff members in 2/2025 and 10/2024. 10A NCAC 09 .0802(a) 1034 All staff, including the director, did not have an annual health questionnaire on file following the initial medical statement. The last annual health questionnaires on file for four staff members including the director were dated for 2024. .0701(a) 1035 Child care providers, including the director, uncompensated providers, substitute providers, and volunteers did not have the required Emergency Information Form on file on or before the first day of work, which included all the required information and/or the information on the form was not updated as changes occur and at least annually. The last emergency information form on file for four providers including the director were last dated for 2024. .0701(a) 1824 The trained staff did not review the EPR Plan annually or when information in the plan changed to ensure all information was current. The EPR Plan was lsst documented as reviewed for three staff members on 2/2025 and 10/2024. .0607(e) 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. Two staff members who began employment in September 2025 did not receive the training until January 2026. .1102(g) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Tamara Tippit, administrator, assisted me with today’s visit. The facility operated with a Three-Star License, issued October 2, 2024 earning five points in the education component, two points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift and overnight care and meets enhanced ratios. The program’s compliance history was ninety-three (93) percent as of 9/17/2025 and was reviewed with the administrator. The NC Secretary of State website was reviewed during the visit and Tippitoes Early Education Development Center, LLC. was listed as current-active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today and all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in meals and snacks, group time, free play in activity areas, outdoor play, transitions and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Infants enrolled were observed during naptime, tummy time and free play. Children brought lunch from home, and each met the nutritional guidelines and requirements. Five new staff has been employed since my last visit. Those files were reviewed, and violations were found. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. The following violations were cited during today's visit: Violation Number Comment Rule 315 When combining age groups, the staff/child ratios for the youngest child in the group was not maintained for the entire group. Upon my arrival to the center, there were eight 2 year olds and one 1 year old present in space #1 with one staff member. .0713(a)(1) 544 Screen time was offered to children under three years of age. One 1 year old and eight 2 year olds in space #1 were watching Ms. Rachel on the television upon my arrival. .0510(f) 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. R. Voyce did not have a current medical report on file and A. Children have different attention spans and learn differently. By allowing children the opportunity to continue free play or other free choice activities you lessen the likelihood of possible disruptive behaviors during planned group activities. When you have to continually stop to redirect a child’s attention to the activity, you should take that opportunity to allow them to leave the group if they choose to. You can sometimes try creating different groups such as group A and group B, when completing routines like restroom breaks and handwashing for meals and snacks. This helps with reducing wait times and again preventing possible behavior issues that may arise. During these times, when one group is finished, they could read books quietly or have a small group time and talk about “today’s highlights” in which they tell their friends about the highlight of their day so far. These are just a couple of ideas to get the staff started on brainstorming ways to incorporate other activities that will be useful during transition times. Technical assistance was also offered on maintaining staff files. To ensure that required documentation is completed by the required deadlines, consider creating a system where the files are checked periodically or when new staff are hired, they are checked weekly for the first six (6) weeks and afterwards monthly until they have completed their first ninety (90) days of employment. Technical Assistance was also offered on creating a system for staff that allows them to periodically check required documentation to ensure that the dates are valid and that all necessary information is included as well as ensuring that compliance is maintained throughout the facility. Checking current classroom enrollment prior to enrolling new families can help ensure that staff/child ratio will be maintained. It also lessons the burden on staff and families as the facility maintains compliance and families are not left with the task of finding alternative child care during times when staff/child ratio cannot be met. Technical assistance was also offered on entering current staff into the ABCMS portal routinely checking the portal to ensure that the staff roster is updated. Remember to remove any former employees once they are terminated. Add new employees as soon as they begin employment. Both of these tasks should be done within five (5) business days. Make sure that any aliases or other names are listed on the application as well. This makes it easier to find employees who may have gotten married and have not had a chance to change their last name within the system. At this time, the facility does not have any staff listed. Remember to complete the ABCMS training in moodle. You will not be able to use the system if this training has not been completed. Tamara Tippit, administrator, assisted me with today’s visit. The facility operated with a Three-Star License, issued October 2, 2024 earning five points in the education component, two points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift and overnight care and meets enhanced ratios. The program’s compliance history was ninety-three (93) percent as of 9/17/2025 and was reviewed with the administrator. The NC Secretary of State website was reviewed during the visit and Tippitoes Early Education Development Center, LLC. was listed as current-active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today and all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in meals and snacks, group time, free play in activity areas, outdoor play, transitions and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Infants enrolled were observed during naptime, tummy time and free play. Children brought lunch from home, and each met the nutritional guidelines and requirements. Five new staff has been employed since my last visit. Those files were reviewed, and violations were found. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. The following violations were cited during today's visit: Violation Number Comment Rule 315 When combining age groups, the staff/child ratios for the youngest child in the group was not maintained for the entire group. Upon my arrival to the center, there were eight 2 year olds and one 1 year old present in space #1 with one staff member. .0713(a)(1) 544 Screen time was offered to children under three years of age. One 1 year old and eight 2 year olds in space #1 were watching Ms. Rachel on the television upon my arrival. .0510(f) 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. R. Voyce did not have a current medical report on file and A. Buie who began employment on 4/15/2025, had a medical report on file dated 4/29/2025. 10A NCAC 09 .0701(a) 1033 On or before the first day of work, all staff, including the director and individuals who volunteer more than once per week did not provide results indicating that they were free of active TB and/or TB test or screening was older than 12 months. Two staff members who began employment in June 2025 and August 2025, had TB tests that were received March 2024 and May 2024. A staff member who began employment on 4/15/2025 had a TB test dated 4/29/2025. .0701(a) 1041 Prior to employment a Criminal Background Check was not completed. C. Rincon began employment on the morning of 9/17/2025 but had a criminal background check that came in prior to end of my visit. G.S. 110-90.2(b) 1757 A valid qualification letter was not on file and available to review at the facility. C. Rincon-Ruiz did not have a valid qualification letter on file prior to their start date. Children have different attention spans and learn differently. By allowing children the opportunity to continue free play or other free choice activities you lessen the likelihood of possible disruptive behaviors during planned group activities. When you have to continually stop to redirect a child’s attention to the activity, you should take that opportunity to allow them to leave the group if they choose to. You can sometimes try creating different groups such as group A and group B, when completing routines like restroom breaks and handwashing for meals and snacks. This helps with reducing wait times and again preventing possible behavior issues that may arise. During these times, when one group is finished, they could read books quietly or have a small group time and talk about “today’s highlights” in which they tell their friends about the highlight of their day so far. These are just a couple of ideas to get the staff started on brainstorming ways to incorporate other activities that will be useful during transition times. Technical assistance was also offered on maintaining staff files. To ensure that required documentation is completed by the required deadlines, consider creating a system where the files are checked periodically or when new staff are hired, they are checked weekly for the first six (6) weeks and afterwards monthly until they have completed their first ninety (90) days of employment. Technical Assistance was also offered on creating a system for staff that allows them to periodically check required documentation to ensure that the dates are valid and that all necessary information is included as well as ensuring that compliance is maintained throughout the facility. Checking current classroom enrollment prior to enrolling new families can help ensure that staff/child ratio will be maintained. It also lessons the burden on staff and families as the facility maintains compliance and families are not left with the task of finding alternative child care during times when staff/child ratio cannot be met. Technical assistance was also offered on entering current staff into the ABCMS portal routinely checking the portal to ensure that the staff roster is updated. Remember to remove any former employees once they are terminated. Add new employees as soon as they begin employment. Both of these tasks should be done within five (5) business days. Make sure that any aliases or other names are listed on the application as well. This makes it easier to find employees who may have gotten married and have not had a chance to change their last name within the system. At this time, the facility does not have any staff listed. Remember to complete the ABCMS training in moodle. You will not be able to use the system if this training has not been completed. The facility operated with a Three-Star License, issued October 2, 2024 earning five points in the education component, two points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift and overnight care and meets enhanced ratios. Janet Edwards, Licensing Supervisor, accompanied me during today's visit. The last sanitation inspection was conducted on June 19, 2024, and a superior rating was received. The last fire inspection was conducted on March 13, 2025 and was submitted during the visit. The program’s compliance history was ninety-one (91) percent as of 3/17/2025. The NC Secretary of State website was reviewed on March 18, 2025, and TippiToes Early Education Development Center, LLC. was listed as current- active. I visited each indoor and outdoor space. Children enrolled were observed during teacher directed activities, free play, routines such as diapering, toileting and handwashing and outdoor play. Transportation was previously approved and it was monitored during this visit. Morning snack consisted of cheerios, apples and milk. The following violation was cited during the visit: Violation Number Comment Rule 1045 New staff, who had contact with children, did not receive at least 16 hrs. orientation within first 6 weeks. T. Please be sure to monitor the temperature of the building throughout the day. The temperature needs to be between 65-85 degrees throughout the building. For any infant spaces the temperature would need to be between 65-75 degrees. We also discussed the possible addition on a space for infants. Once you have received the necessary inspections (typically approval from Environmental Health), contact me to conduct a visit to approve the space. Keep in mind that the Administrator as well as any staff that work in the classroom for infants must have current ITS-SIDS training. She accompanied me while I monitored the indoor and outdoor spaces used for child care. During this visit the children were observed during naptime and playing outside. Appropriate interactions were observed between the children and teachers. Teachers adequately supervised children. For afternoon snack the children will be served apple slices, cucumber slices, water, and milk. During the visit three (3) children’s files were randomly selected and reviewed. All staff files were monitored during the First Temporary Time Period Visit conducted on May 14, 2024. No new staff have been hired since then so, staff files were not monitored during this visit; however, I did review the Staff and Training Worksheet that was completed on May 14, 2024, to verify that all information was current. According to you all required documentation is on file for all staff and current. All center program records were also monitored. It is the center’s responsibility to review all files for completeness. Overall attendance and enrollment were collected today. The attached space, capacity and enrollment worksheet reflects the enrollment and attendance information along with the staff that were present and caring for children today. At the completion of the visit, the Visit Summary was reviewed with Mrs. Tippit and a computerized copy was given to her. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Trainings: Health and Safety training topics must be completed within the first year of employment and then within every five (5) years after. Documentation of training must be kept on file for review. Complete the health and safety training record as found on the DCDEE website. Health and Safety trainings may be found on the DCDEE website using the Moodle platform. Centers and family child care homes have (1) one year from the date of their initial license to complete the Emergency Preparedness Response (EPR) Training. When staff trained in EPR leaves employment, the center or family child care home must ensure another staff person completes the required training within four months of the vacancy. To find an Emergency Preparedness and Response (EPR) Child Care training, you can visit: https://healthychildcare.unc.edu/for-early-educators/epr-trainers/ or you can contact your local CCR&R agency or Partnership for Children nearest you. Playground Safety Training addresses playground safety hazards, playground supervision, maintenance and general upkeep of the outdoor learning environment, and age and developmentally appropriate playground materials and equipment. To meet requirements for Playground Safety training, at least one staff member shall complete the training. If you are employed with a North Carolina licensed child care center, this training may be required as part of your professional development. Completion of playground safety training shall be included in the number of hours needed to meet annual on-going training requirements. If required to comply with Rule .1102(e), you shall have six months from the date of employment, or from the date a vacancy occurs, to complete the required safety training. A certificate of completion of this course shall be maintained and available for review upon request. Playground Safety training may be received in-person, or through real-time virtual training. Distance learning shall not be permitted for playground safety training.
