Currently this facility operates with a 5-Star License, issued May 28, 2018, earning 7 points in staff education, 5 points in program standards, and 1 quality point. License restrictions include: first and second shift; children in care on ground level only; per building requirement max capacity is 30; meets enhanced ratios. Kesha Ridges, owner/administrator, assisted me with the visit. The last annual compliance visit was conducted on 3/6/2025. The last sanitation inspection was conducted on December 17, 2025, earning a superior rating. The last fire inspection was conducted on November 6, 2025. The NC Secretary of State’s website and Luxury Learning Resort and Spa, LLC. I visited each indoor and outdoor space. Children enrolled were observed in free play in the centers, outdoor play, participating in teacher directed activities and personal care routines. Infants enrolled were observed during tummy time, personal care routines, free play and teacher directed activities. Teachers were interacting with the children and attending to their needs. Lunch consisted of chicken and rice, green beans, applesauce and milk. The following violations were observed during the visit: Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. Two employees who are no longer with the facility are still listed in the ABCMS portal. G.S. 110-90.2 & .2703(r) 1899 Health and safety training topics were not included as part of on-going training within five years of completing the previous health and safety training topics. Five employees did not renew Recognizing and Responding to Suspicions of Child Maltreatment within five years. .1103(b) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before February 25, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. This pathway includes the following: • Enhanced Ratio(required) and/or Enhanced Space (optional) • 50% of all Lead Teachers and 50% other educators meet 5 Star Education Standards • Family and Community Engagement Foundational Practices AND 3 additional choices • CQI Plan for Facility and Individuals • Approved curriculum for all ages served • Child Observations and assessments • Coaching/training options for administrators and lead teachers. • NCRLAP Self Study I also left copies of the Continuous Quality Improvement and Professional Development Plan, work experience form, Pathway #2 -Classroom and Instructional Quality for Child Care Centers and Centers Located in a Residence (keep those copies and continue working on completing them prior to your next visit.) You stated that you will review the approved curricula and assessment tools at a later date and decide if you are going to continue using your current curriculum or go with another option. Ms. Ridges stated that they have already begun reviewing the Facility CQI plan for both the center and the staff. Children enrolled were observed during teacher directed activities, free play, routines such as diapering, toileting and handwashing and eating lunch. Lunch consisted of chicken alfredo, peas, applesauce, rolls and milk. The following violations were cited during the visit: Violation Number Comment Rule 1052 Staff required to receive on-going training had not completed the required number of hours according to their education and experience. T McLean and E. The license was posted and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. Children throughout the facility were observed participating in group time, in free play activity areas, transitions and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Supervision and staff/child ratios were in compliance. No new staff have been employed since my last visit. Lunch was observed and consisted of sliced ham, mashed potatoes, mixed vegetables, apple sauce and milk. The following violations were observed during today’s visit: Violation Number Comment Rule 491 Caregiver did not respond at the earliest opportunity to an infant or toddler’s physical and emotional needs. An infant was seated in a bouncey seat crying for two minutes before the caregiver addressed the child and removed them from the seat. .0511(b)(1) 9995 A violation was found for which there is no item number. Violation given in reference to 15A NCAC .18A 3831 (d) due to mole tunnels located on the playground. Free play offers a great opportunity for staff to get on the children's level and interact with them. It can also allow them to teach the children through play by hands on experience or in real time. Also speak to the children during interactions and not at them. Make the conversations and interactions personal. It can become easy for negative or impersonal conversations with the children to outweigh positive and meaningful ones. Technical assistance was also offered on adding more softness such as more pillows or a small rug in the space used by the infants. The added softness can provide more comfort and could possible act as a barrier and provide some sort of cushioning if a child were to fall. Technical assistance was also offered on ensuring that management is notified as soon as issues arise in both the indoor and outdoor space such as varmint on the playground, anthills or other building and playground issues. Technical assistance was also offered on responding to upset children at the earliest time possible. For infants, crying is their way of communicating without words. As a caregiver, it is our job to address the child and acknowledge them and try to figure out what has them upset. We can start by saying things like “ I know you are upset and if you give me a minute I will get to you”, “what is the matter, are you sleepy”, “I’m sorry that you are upset but I will try to make it better”. This is why it is so important to have those conversations with the families during arrivals and ask things like "how was their night, how did they sleep, did they eat yet". Those types of questions may explain behaviors later in the day. For the older children, we have to watch and ensure that we are not spending the whole day giving out directives and not actually interacting with them by regular conversations. The last sanitation inspection was conducted on September 6, 2023 earning a superior rating. The last fire inspection was conducted on November 7, 2023. The program compliance history was ninety-nine (99) percent as of 4/3/2024. The NC Secretary of State website was reviewed on April 4, 2024 and Luxury Learning Resort and Spa, LLC, was listed as current-active. I visited each indoor and outdoor space. Children enrolled were observed in free play in the centers, outdoor play, participating in teacher directed activities and routines such as diapering, toileting and handwashing and eating lunch. Lunch was observed and consisted of chicken noodles with alfredo, green beans, sliced peaches and milk. The following violations were observed during the visit: Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The facility received a fire inspection on 10/6/2022 and again on 11/7/2023 10A NCAC 09 .0304(a) 1320 Children's records that include an application for enrollment, medical and immunization records, and permission to seek emergency medical care was not on file for each child. A child born 5/8/2023 did not have medical or immunization record on file. GS 110-91(1);.0302(d)(2); .0304(g) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Kesha Ridges, administrator/director, assisted me with the visit. Currently this facility operates with a 5-Star License, issued May 28, 2018, earning 7 points in staff education, 5 points in program standards, and 1 quality point. License restrictions include: first and second shift; children in care on ground level only; per building requirement max capacity is 30; meets enhanced ratios. The center's compliance history was reviewed with Ms. Ridges. The program’s compliance history ninety-eight percent as of 1/15/2024. The NC Secretary of State website was reviewed on January 15, 2024 and Luxury Learning Resort and Spa, LLC, was listed as current-active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions and personal care routines. Infants were engaged in tummy time, napping, and diapering routines. Sleep checks were completed, recorded, and maintained as required. The caregivers were interacting and meeting the developmental needs for each of the children. There have been no new employees since my last visit. The last sanitation inspection was 9/6/2023 and earned a superior rating. The last fire inspection was conducted on 11/7/2023. The facility currently has no children enrolled on second shift. Morning snack consisted of raisin bran, pineapples and milk. The following violation was observed today: Violation Number Comment Rule 9995 A violation was found for which there is no item number. The thermostat located in the hallway had a reading of 64 degrees and the outside temperature was 48 degrees. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. If there are issues with the building’s everyday maintenance or other issues such as heating/air or water, all staff should know the protocols to follow in order to ensure that not only is compliance maintained but also so that the children are comfortable in the learning environment. We discussed requesting Environment Rating Scale (ERS) assessments in an effort to maintain the program's star rating. Resources such as Child Care Resource and Referral and Smart Start can be valuable when preparing for the ERS. “All about ECERS-R”and the NCRLAP website (www.ncrlap.org) can also be helpful as staff prepare for the ERS. On the NCRLAP website, there are training videos, sample questions and clarifying information regarding the assessments you may find helpful.
