Elizabeth Long, assistant director, and Jeannie Garrell, administrator, assisted me with the visit. This is a religious sponsored that operated under a G.S. 110-106. The Notice of Compliance was issued August 5, 2019. The current restrictions are daytime care, children under 2 years old in rooms with direct exits only. The program’s compliance history ninety-seven (97) percent as of 3/19/2026 and was reviewed with the administrator. The NC Secretary of State website was reviewed on March 20, 2026 and Grace Chapel Christian Church was listed as current-active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in free play in activity areas, transitions, personal care routines and outdoor play. Infants were engaged in tummy time, napping, and diapering routines. Sleep checks were completed, recorded, and maintained as required. The caregivers were interacting and meeting the developmental needs for each of the children. I reviewed staff files for two (2) new employees who have been hired since my last visit. Those files were reviewed, and no violations were found. The facility’s fire and sanitation inspections are up tp date. Breakfast consisted of pancakes, strawberries and milk. The following violation was observed today: Violation Number Comment Rule 705 Equipment and furnishings were not sturdy, stable and free of hazards. The bottom of the doorway leading to outdoor space in the space used by the two year olds had a ragged and rusted edge on the bottom left side of the door that was accessible to the children. .0601(c) The violation documented was corrected during the visit therefore a letter is not required at this time. Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Technical assistance was offered on including doorways and window frames on the weekly/monthly classroom checklists. Jeannie Garrell, administrator, assisted me with today’s visit. This is a religious sponsored that operated under a G.S. 110-106. The Notice of Compliance was issued August 5, 2019. The current restrictions are daytime care, children under 2 years old in rooms with direct exits only. The last annual compliance visit was conducted November 2, 2022. The last sanitation inspection was conducted on September 18, 2023 earning a superior rating. The last fire inspection was conducted on October 4, 2022. The program compliance history was ninety-nine (99) percent as of 10/5/2023. The NC Secretary of State website was reviewed on October 5, 2023 and Grace Chapel Christian Church was listed as current- active. I visited each indoor and outdoor space. Children enrolled were observed in free play in the centers, outdoor play, participating in teacher directed activities and routines such as diapering, toileting and handwashing and eating lunch. Transportation was also monitored during the visit. Lunch was observed and consisted of ham and cheese sandwiches, peas, mixed fruit and milk. The following violations were observed during the visit: Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The facility's last fire inspection was conducted on 10/4/2022. 10A NCAC 09 .0304(a) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent.
