Natalie White, preschool administrator, and Jennifer Allen, principal, assisted me with the visit. The facility operated with a Five-Star License, issued February 11, 2019, earning seven points in the education component, seven points in the program component and one quality point for complying with the programmatic option. License restrictions include daytime care only, enhanced ratios minus one, certified developmental day, meets enhanced space and meets enhanced ratios. The last annual compliance visit was conducted March 4, 2025. The last sanitation inspection was conducted on December 17, 2025, earning a superior rating. The last fire inspection was conducted on September 16, 2025. The program compliance history was ninety-seven (97) percent as of February 16, 2026. I observed each indoor and outdoor spaces. Children enrolled were observed during morning snack, free play, teacher directed activities and routines such as handwashing, toileting and transitioning to outdoor play. Teachers were observed positively interacting and engaging with the children. Lunch consisted of corn dog nuggets, french fries, diced pears and milk. The following violation was observed during today’s visit: Violation Number Comment Rule 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. The last documented shelter-in-place drill was dated for 9/11/2025. .0604(u);.0302(d)(8) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before March 3, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. During this visit we discussed the QRIS Modernization Pathways to the Stars. The facility has decided to follow the option # 3 Accreditation and Headstart. These accreditations have earned a Five Star Rated License pathway, based on educational and programmatic requirements that are comparable to or exceed NC QRIS requirements: • National Association for the Education of Young Children (NAEYC) • National Accreditation Commission for Early Care and Education Programs (NAC) • COGNIA, (for programs serving infants, toddlers, & preschoolers the accreditation with early learning standards) Licensed child care facilities with these accreditations may transition to this pathway by completing the Request for Accreditation and Head Start Licensure Pathway form. For child care facilities that are Head Start grantee sites, the pathway to a Five Star Rated License is based on the Head Start educational and programmatic requirements that are comparable to or exceed NC QRIS requirements. Licensed child care facilities that are Head Start grantee sites may transition to this pathway by completing the Request for Accreditation and Head Start Licensure Pathway form. Mrs. Allen and Mrs. White both stated that they will continue to work on the COGNIA accreditation and will contact me once the process is complete to continue with Pathway #3. I observed children in both the indoor and outdoor learning environments Supervision and staff/child ratios were found to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions and personal care routines and eating morning snack brought from home that met the nutritional requirements. Two new staff have been hired since my last visit. Those files were reviewed, and no violations were found. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. The last fire inspection was conducted on 11/4/2024 and the last sanitation inspection was conducted on 3/24/2025 and received an approved rating and was entered into Regulatory during the visit. The following violation was cited during today’s visit: Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. Current activity plans were not posted in two classrooms. GS 110-91(12); .0508(a) Because the violation was corrected during the visit, a compliance letter is not required at this time. If staff are not able to do so during those times, then they should store them where other classroom or center staff can easily find and post them if needed. Natalie White, preschool administrator and Jennifer Allen, principal, assisted me with the visit. The last fire inspection was conducted on May 11, 2023. The program compliance history was one hundred (100) percent as of 4/8/2024. I visited each indoor space but was unable to monitor the outdoor space due to active precipitation. Children enrolled were observed in free play in the centers, participating in teacher directed activities, routines such as handwashing and diapering and toileting and eating lunch. Lunch was observed and consisted of lasagna, toss salad, carrots, garlic knots and milk. The following violation was observed during the visit: Violation Number Comment Rule 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. A shelter in place drill took place on 9/21/2023 and again on 3/6/2024. .0604(u);.0302(d)(8) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Technical Assistance was offered on creating a system for the administrator and staff that allows them to periodically check required documentation to ensure that the dates are valid and that all necessary information is included as well as ensuring that compliance is maintained throughout the facility. Utilize the staff file checklist and staff training worksheets that are available on the DCDEE website to assist with keeping track of the required documentation and the timelines. Technical assistance was also offered on keeping epi pens and all required documentation need for medical action plans in the class of the child who requires the medication when needed. In case of emergencies the class environment may be hectic and calling the office or school nurse for the medication or even a teacher leaving the classroom to go and get the medication, may cause an delay in treatment for the child. To prevent any unnecessary delays and further complications, keep medications that require medical action plans and the documentation in the classroom with the child and ensure that it is stored properly. We discussed requesting Environment Rating Scale (ERS) assessments in an effort to maintain the program's star rating. Resources such as Child Care Resource and Referral and Smart Start can be valuable when preparing for the ERS. “All about ECERS-R” and the NCRLAP website (www.ncrlap.org) can also be helpful as staff prepare for the ERS. On the NCRLAP website, there are training videos, sample questions and clarifying information regarding the assessments you may find helpful. Your facility is in Cohort 1 of the rated license process. Your prep year will begin 7/1/2023-6/30/2024 Please consider contacting the Partners for Families and Children of Lee County for help with technical assistance, room arrangements, mock observations, self observations and in any other areas that will help prepare you for the assessments as well as increase/maintain the quality level of care that your staff provide.
