Cynthia Bennett-Walker, administrator/owner, assisted me with the visit. The facility operated with a Three-Star License, issued September 5, 2017, earning four points in the education component, two points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift and meets enhanced ratios. The last annual compliance visit was conducted on December 5, 2024. The last sanitation inspection was conducted on June 27, 2025, and a superior rating was received. The last fire inspection was conducted on May 28, 2025. The program’s compliance history was ninety-three (93) percent as of 11/09/2025. I visited each indoor and outdoor space. Children enrolled were observed during free play, teacher directed activities, outdoor play, personal care routines and transitions to lunch. The program does not currently offer transportation. Lunch today consisted of turkey and cheese sandwiches, corn, mixed fruit and milk. The following violations were observed during the visit: Violation Number Comment Rule 887 Caregivers did not document compliance with visually checking on sleeping infants aged 12 months or younger and/or the documents were not maintained for a minimum of one month. Sleep charts for two infants in the space used by the infants was not available for review. .0606(g) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before November 25, 2025 (an extra given due to the upcoming Holiday), I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. This pathway includes the following: • Enhanced Ratio(required) and/or Enhanced Space (optional) • 50% of all Lead Teachers and 50% other educators meet 5 Star Education Standards • Family and Community Engagement Foundational Practices AND 3 additional choices • CQI Plan for Facility and Individuals • Approved curriculum for all ages served • Child Observations and assessments • Coaching/training options for administrators and lead teachers. • NCRLAP Self Study I also left copies of the Continuous Quality Improvement and Professional Development Plan, work experience form, Pathway #2 -Classroom and Instructional Quality for Child Care Centers and Centers Located in a Residence (keep those copies and continue working on completing them prior to your next visit. You stated that you will review the approved curricula and assessment tools at a later date and decide if you are going to continue using your current curriculum or go with another option. Cynthia Bennett-Walker, administrator/owner, assisted me with the visit. The facility operated with a Three-Star License, issued September 5, 2017, earning four points in the education component, two points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift and meets enhanced ratios. The center's compliance history was reviewed with the assistant director. The program’s compliance history ninety-five (95) percent as of 7/14/2025. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today and all indoor areas were monitored. Due to active precipitation, I was unable to monitor the outdoor areas. I observed children in the indoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in free play in activity areas, transitions, personal care routines and eating. No infants were enrolled at the time of the visit. The caregivers were interacting and meeting the developmental needs for each of the children. No new staff have been employed since my last visit. The last sanitation inspection was conducted on June 27, 2025, and earned a superior rating. The last fire inspection was conducted on May 28, 2025. These inspections were entered into Regulatory during the visit. Breakfast consisted of toast, applesauce and milk. The following violations were observed today. Violation Number Comment Rule 524 When children 3 years and older were in care, screen time was not used to stimulate a developmental domain; was not limited to 30 minutes a day and no more than a total of two and a half hours per week, per child; and/or was not documented on a cumulative log or the activity plan that is available for review. A log was not available for three school aged children playing games on an I-pad. .0510(d)(2)(A-C) 608 Children did not wash their hands upon arrival at the center, after each visit to the toilet, before eating, before and after water activity play, after outside play, and after handling animals or animal cages. A school aged child did not wash their hands before sitting down to finish eating food from earlier. 15A NCAC 18A .2803(c) Because the violations were corrected during the visit, a compliance letter is not required at this time. Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. As a reminder, your facility meets enhanced ratios. Although no violations of the rule were observed today, there were a couple of instances present that could have been an issue if other situations were to arise. Be sure to review the enhanced ratio requirements with all staff and what steps need to be taken should situations occur that require the classrooms to need to readjust their current roster for the day. Make sure procedures are in place for unexpected delays when the teachers arrive for the day or need to depart early. Again nothing was observed today, but you want to make sure that you review the procedures with staff for if and when these things occur and what steps they need to take to ensure compliance is maintained at all times. Technical assistance was offered on screen time. Please use the following recommendation in regard to screen time for your facility: *Choose educational, age-appropriate and interactive programs and apps. Educational apps have a clear learning goal and encourage participation. *Try out apps before your child uses them. *Make sure your child watches programs you’re familiar with. *Avoid commercial and adult or ‘entertainment’ programming. *Use a media rating system to guide your viewing choices. *Per the Division childcare requirements, screen time for children under age three is allowed. *Document and log screen time as it occurs. *Screen should be limited to no more than 30 minutes per day and 2 1/2 hours per week per child. Technical assistance was also offered on reviewing the handwashing procedures with the children. Remind the children that handwashing is required when entering the classroom for the day, after bathroom breaks, before and after eating, before and after sand and water play and at any other times when hands become soiled. Remind them to wet their hands using warm water and apply liquid soap to lather their hands, rub hands together for at least 15 seconds, rinse hands, dry hands using a clean paper towel, turn the water off using the paper towel and then throw it away. As a reminder, please encourage the children to use given names and proper titles inside the classroom. In case of emergencies, using anything other than a given name or proper titles for staff may cause a delay or other issues. Cynthia Bennett-Walker, administrator/owner, assisted me with the visit. The facility operated with a Three-Star License, issued September 5, 2017, earning four points in the education component, two points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift and meets enhanced ratios. The program’s compliance history ninety-six (96%) percent as of 7/23/2024 and was reviewed with the administrator. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today and all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, outdoor play, transitions and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Morning snack consisted of whole grain cheerios, bananas and milk. Two new staff have been employed since my last visit. Those files were reviewed and two violations were documented. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. The following violations were observed during today’s visit: Violation Number Comment Rule 1033 On or before the first day of work, all staff, including the director and individuals who volunteer more than once per week did not provide results indicating that they were free of active TB and/or TB test or screening was older than 12 months. An employee who began on 7/8/2024 had a TB test on file signed by the physician on 7/9/2024. .0701(a) 1067 Each new employee did not complete, within the first two weeks of employment, six clock hours of training in required topic areas. Two employees who began on 7/2/2024 and 7/8/2024 had not received orientation during the first two weeks of employment. .1101(a)(b) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Technical assistance was also provided on working with children on conflict resolution and providing reasoning and thinking skills to work through interactions with other children. Have conversations with children on why certain behaviors may result in taking time away from certain activities. By giving them other options and opportunities with other activities you may reduce the chance of certain activities taking place. Once children begin to exhibit a disinterest in an activity that may be the time to redirect and offer them other activities to participate in. Teacher directed activities are allowed but be sure to allow the children more opportunities to express individuality in their own activities. The Governor signed Senate Bill 425 (now Session Law 2024-34), Health and Human Services Omnibus Bill, which includes the Quality Rating Improvement System (QRIS) Modifications recommended to the Legislature by the NC Child Care Commission to update QRIS and create additional pathways for licensed child care facilities to earn star rated licenses. The Child Care Commission is currently in the process of drafting proposed child care rule language to begin the rulemaking process for implementing the new requirements. The rulemaking process will include publishing of proposed revised rules as well as a public hearing and public comment period. Hold Harmless provisions have been extended and star rated license assessments for licensed child care providers will be conducted by provider request only, until the QRIS rulemaking process has been completed. Star rated license assessments are still required for new child care programs. Cynthia Bennett-Walker, administrator/owner, assisted me with the visit. The facility operated with a Three-Star License, issued September 5, 2017, earning four points in the education component, two points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift and meets enhanced ratios. The last annual compliance visit was conducted 1/18/2024. The last sanitation inspection was conducted on August 21, 2023 earning a superior rating. The last fire inspection was conducted on 6/29/2023. The program’s compliance history was ninety-six (96) percent as of 1/24/2023. The NC Secretary of State website was reviewed on January 25, 2024 and Children of Tomorrow Inc. was listed as current- active. I visited each indoor space and due to active precipitation I was not able to monitor the outdoor space. Children enrolled were observed in free play in the centers, gross motor, participating in teacher directed activities and routines such as diapering, toileting and handwashing and eating lunch. The following violations documented during the January 18, 2024 visit were monitored and verified for compliance during this visit: Item #1739 - All records required were not available for review by a representative of the Division. The administrator reported during the visit that the required records were not available to be reviewed. I was able to view all staff, children and program files during today’s visit. Mrs. Bennett stated that the program is not currently offering transportation. Lunch was observed and consisted of turkey sandwiches, carrots, raisins and milk. The following violation was observed during the visit: Violation Number Comment Rule 1899 Health and safety training topics were not included as part of on-going training within five years of completing the previous health and safety training topics. An employee who began employment on 2/18/2017 previously completed health and safety training on 4/18/2017. .1103(b) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Technical Assistance was once again offered on creating a system for the administrator and staff that allows them to periodically check required documentation to ensure that the dates are valid and that all necessary information is included as well as ensuring that compliance is maintained throughout the facility. Utilize the staff file checklist and staff training worksheets that are available on the DCDEE website to assist with keeping track of the required documentation and the timelines. Also make sure that programmatic files are available at all times and that staff are aware of where they are. Technical assistance was also offered on trying to ensure that on days when the weather will not allow outdoor play that they children are offered at least two opportunity's for indoor gross motor play through out the day. By offering more than one chance for gross motor play, you can lower the chance of behavior issues and give the children an additional opportunity "shake their wiggles and extra energy out". We discussed requesting Environment Rating Scale (ERS) assessments in an effort to maintain the program's star rating. Resources such as Child Care Resource and Referral and Smart Start can be valuable when preparing for the ERS. “All about ECERS-R” and the NCRLAP website (www.ncrlap.org) can also be helpful as staff prepare for the ERS. On the NCRLAP website, there are training videos, sample questions and clarifying information regarding the assessments you may find helpful. Your facility is in Cohort 1 of the rated license process. Your prep year began on 7/1/2023 and will continue until 6/30/2024. Please consider contacting the Partners for Families and Children of Lee County for help with technical assistance, room arrangements, mock observations, self observations and in any other areas that will help prepare you for the assessments as well as increase/maintain the quality level of care that your staff provide. Children enrolled were observed in free play in the centers, outdoor play, participating in teacher directed activities and routines such as diapering, toileting and handwashing and eating lunch. During the visit, the following programmatic files were not available for me to review staff files, children files, playground inspections, fire drills, fire inspection, EPR manual, and incident reports/logs. A follow-up visit will be conducted to review these files. Lunch was observed and consisted of sausage dogs with rolls, macaroni and cheese, applesauce and milk.
