Taquita Reid, owner/administrator, assisted me with the visit. The facility operated with a Five-Star License, issued October 2, 2022, earning seven points in the education component, six points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift, meets enhanced ratio and meets enhanced space and children under 2 ½ years of age in classrooms with direct exits only. The program’s compliance history was ninety-eight (98) percent as of 1/5/2026. The programs last sanitation inspection was conducted on August 6, 2025 with a superior rating and the last fire inspection was conducted on 11/10/2025. The NC Secretary of State website was reviewed on January 6, 2026, was listed as dissolved. You must contact the NC Secretary of State at (919) 814-5400 or www. https://www.sosnc.gov/ to speak with someone regarding filing your annual report. I visited each indoor and outdoor space. Children enrolled were observed in free play in the centers, outdoor play, participating in teacher directed activities and personal care routines. Infants enrolled were observed during tummy time, personal care routines, free play and teacher directed activities. Teachers were interacting with the children and attending to their needs. No infants were enrolled at the time of the visit. You stated that the Dial 4 screenings have been completed. The center uses the Teaching Strategies Gold instrument to document evidence of children's ongoing progress. The checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year and have been completed for this school year. The first day of school was 8/30/2025. The classroom operates from 7:30am to 2:30 pm. Parent conferences are held three times per year. You stated that you use the Class DoJo app to communicate with parents. In addition to face to face reports when possible, a daily report is sent home to the parents which includes any information about the child’s day and any reminders. Lunch was observed and consisted of turkey sandwiches on wheat bread, baked beans, sliced peaches and milk. The following violations were observed during the visit: Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. An employee hired on 8/25/2025 had not received First Aid training as of today's visit. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. An employee hired on 8/25/2025 had not received CPR training as of today's visit. .1102(d) 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. The last lockdown drill was conducted on 9/2/2025. .0604(u);.0302(d)(8) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. On or before January 21, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. During this visit we discussed the QRIS Modernization Pathways to the Stars. Ms. Reid has decided to follow the option #2 Program Assessment for Child Care Centers and Centers Located in a Residence (CLIAR). This pathway includes the following: • Enhanced Ratio(required) and/or Enhanced Space (optional) • 50% of all Lead Teachers and 50% other educators meet 5 Star Education Standards • Family and Community Engagement Foundational Practices AND 3 additional choices • CQI Plan for Facility and Individuals • Approved curriculum for all ages served • Child Observations and assessments • Coaching/training options for administrators and lead teachers. • NCRLAP Self Study I also left copies of the Continuous Quality Improvement and Professional Development Plan, work experience form, Pathway #2 -Classroom and Instructional Quality for Child Care Centers and Centers Located in a Residence (keep those copies and continue working on completing them prior to your next visit.) You stated that you will review the approved curricula and assessment tools at a later date and decide if you are going to continue using your current curriculum or go with another option. Please remember that you are still required to complete an ECERS assessment for your NC Pre-K class. You stated that you would like to complete an outreach assessment first. Once that is completed and you have reviewed that report with your staff, contact me to schedule your regular assessment. Ms. Reid stated that they have already begun working on the Facility CQI plan for both the center and the staff. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, and all indoor and outdoor areas were monitored. I observed children in the indoor environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, teacher directed activities, transitions and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Breakfast consisted of cheerios, mixed fruit and milk. Two new staff have been employed since my last visit. Those files were reviewed, and no violations were found. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. The following violation was cited during today’s visit: Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. S. Sellers who was hired on 6/9/2025 had not been entered into the ABCMS portal within five days of the hire date. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. By allowing children the opportunity to continue free play or other free choice activities you lessen the likelihood of possible disruptive behaviors during planned group activities. When you have to continually stop to redirect a child’s attention to the activity, you should take that opportunity to allow them to leave the group if they choose to. Taquita Reid, owner/director, assisted me with the visit. The facility operated with a Five-Star License, issued October 2, 2022, earning seven points in the education component, six points in the program component and one quality point for complying with the programmatic option. License restrictions include first and second shift, meets enhanced ratio and meets enhanced space and children under 2 ½ years of age in classrooms with direct exits only The center's compliance history was reviewed with the operator. The program’s compliance history ninety-six (96%) percent as of 10/2/2023. The NC Secretary of State website was reviewed during the visit and Alexandria’s Angels Childcare LLC was listed as current-active. The license was posted, and the restrictions were in compliance. The facility’s latest sanitation report was submitted during the visit and entered into Regulatory. A superior rating was received on 8/10/2023. A walk-through of the facility was completed today and all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, outdoor play, transitions and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Two new staff have been employed since my last visit. Those files were reviewed and no violations were found. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. The following violation was observed during today’s visit: Violation Number Comment Rule 104 Center has not passed required sanitation inspection and received an approved or superior rating. The center received a superior inspection on 4/12/2022 and then again on 8/10/2023. 10A NCAC 09 .0304(b) Because the violation was corrected during the visit, a compliance letter is not required at this time. Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. A. Feimster and P. Lee will both need to complete CPR/First Aid training. Technical assistance was provided on incorporating themes for activity plans through-out the centers in the space. For instance, if the weekly/monthly theme is winter, you could add materials in dramatic play to turn it into a coffee shop. You could also add camping items into the other centers. By incorporating the themes and adding materials throughout the space and into the centers, the children can experience what you want them to learn and are teaching on a deeper and more personal level. Pinterest is a great source for ideas on how to add themes. Just search topics such as winter themes in dramatic play, winter themes in the science or block areas. You can also get input from the children on what they would like to see in the space that is related to the themes. Technical assistance was also offered on providing alternate activities for children during planned group activities. Children have different attention spans and learn differently. By allowing children the opportunity to continue free play or other free choice activities you lessen the likelihood of possible disruptive behaviors during planned group activities. When you have to continually stop to redirect a child’s attention to the activity, you should take that opportunity to allow them to leave the group if they choose to.
