    Name of Operation: LITTLE ANGELS HOME CHILD CARE Facility ID: 80000139 Consultant: CAROLYN CONLEY Operation Type: Family CC Home Case Number: Visit Date: 11/15/2023 Number Present: 5 Completed Date: 11/15/2023 Age: From 1 To 4 Total Minutes: 90 Time In: 09:30 AM Time Out: 11:00 AM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of today’s visit was to conduct a routine unannounced visit to monitor applicable child care requirements. The last annual compliance visit was conducted on May 31, 2023. The current Four-Star license, effective September 12, 2018, was posted on the wall. This program is part of cohort one and will be completing the rated license process between July 1, 2024 and June 30, 2025. This Family Child Care Home is licensed for eight children on first shift. The following restrictions are listed: daytime care only; maximum of five preschool children at any time; no more than two infants under the age of one; fireplace/woodstove not used during operation hours. Upon arrival, I was greeted by you, Angela Cofer, provider. I observed the children during free choice activities indoors. I observed positive interactions between you and the children throughout the visit. I monitored the following items: supervision, staff/child ratios, CPR and First Aid, special training, criminal background checks completed, ITS-SIDS training, general safety, discipline, Emergency Medical Care Plan, storage of hazardous products, adequate/approved space, program records, posted license and restrictions met. You stated that you do not administer any medications and that there are no children enrolled with any medical conditions or allergies. There was one new child enrolled since my last visit and his file was monitored. You were unable to locate the document that the parent signed acknowledging that they have received and read the discipline policy, animal form and operational policies. The following violation was observed during today’s visit. Violation Number Comment Rule 925 Signed and dated statement which attests that a copy of the discipline policy was given to and discussed with a parent/guardian of each child prior to enrollment was not on file in the home. A child enrolled on 8/1/23 did not have the signed and dated statement in his file. G.S.110-91(10); .1727(a)&(b) 1741 Prior to enrollment of children in a Family Child Care Home, and before animals come into the Family Child Care Home, the operator did not obtain each parent's signature on a form acknowledging the type of animal located on the premises and where the animal will be kept during child care operating hours and /or the signed form was not maintained in the child's file. A child enrolled on 8/1/23 did not have the signed and dated statement in his file. 10 NCAC 09 .1719(b)(3) 1828 The Family Child Care Home operator did not discuss the operational policies with parents on or before the child's first day of attendance. There was no documentation that the policies were reviewed with the family of a child enrolled on 8/1/23. 10A NCAC 09. 1715(b) 1889 Products that are labeled "keep out of reach of children" without any other warnings, were not stored on a shelf or in an unlocked cabinet that is five feet above the finished floor. There was hand sanitizer located on the table that was less than five feet from the floor close to the rocking chair. .1719(a)(7) TECHNICAL ASSISTANCE/RESOURCES: -We discussed that products that are labeled "keep out of reach of children" without any other warnings, need to be stored on a shelf or in an unlocked cabinet that is five feet above the finished floor. -Have a “pending” folder where you can place signed documents when you are unable to file right away. While the children are napping you can place the documents in the correct file. - CC RULE .2828(b) address the Enhanced Program Standards for a Rated License and documentation of a self-study and self-assessment using the Family Child Care Rating Scale over a 3-month time period. Documentation such as an ERS book with score sheets, self-assessments and program adjustments will be reviewed by the Division as part of the rated license assessment. You will need to complete this to be eligible for two points in program standards and to be eligible to keep your four-star license. The ncrlap.org website is a great resource. -The summary of the law has been updated and can be found on the DCDEE website under “Provider Documents”. You will want to print it and post it and make sure to give to any newly enrolled families. -You are required to monitor the EPR Plan annually. Add to your calendar as a reminder. Monitor it when you complete your Health Questionnaire or Professional Development Plan. Here is the link to access your EPR Plan: https://rmp.nc.gov/portal/portal.aspx# -The North Carolina Child Care Resource and Referral Council (CCR&R) now has a challenging behavior helpline that staff can call and peak to a Behavior Support Advisor for advice and resources specific to the challenging behaviors in their classrooms: 1-888-600-1685 option 1. -As part of the budget bill, NC General Statute 110-86(2) defining family child care homes (FCCH) and NC General Statute 110-91(7)(b) regarding FCCH capacity was revised. The new capacity options in statute are as follows: "A family childcare home is allowed to provide care for one of the following groups of children, including the operator's own preschool-age children and excluding the operator's own school-age children up to 13 years of age: 1. A maximum of eight children, with no more than five children who are from birth to 5 years of age, plus three school-age children. 2. A maximum of three children from birth to 24 months of age, plus three children from 2 to 5 years of age and three school-age children up to 13 years of age, for a total of nine children. 3. A maximum of 10 children if all children are older than 24 months of age. Caution: A change in capacity requires a new permit to be issued. FCCH Operators interested in an increase in their capacity will need to provide a written request to their consultant with verification there are no local zoning ordinances or homeowner association bylaws/covenants that prohibit the increase. In addition to local ordinances, the Division is working with the Department of Insurance to determine if an increase in capacity will affect the residential occupancy group for a FCCH which may require additional code requirements to be met. Additional information is forthcoming. RESPONSE: Violations must be corrected immediately. You shall submit a written/typed, signed and dated statement to me at the address noted below or email me detailing how the violations were corrected with exact dates and details including how you plan to prevent reoccurrence of such violations which must be received by November 29, 2023.
