    Name of Operation: PIEDMONT COMMUNITY COLLEGE CHILD DEVELOPMENT CTR Facility ID: 7355022 Consultant: ANITA GRAHAM Operation Type: Center Case Number: Visit Date: 5/15/2025 Number Present: 26 Completed Date: 5/15/2025 Age: From 2 To 5 Total Minutes: 187 Time In: 10:38 AM Time Out: 01:45 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to conduct monitoring for annual compliance with child care requirements. The last annual compliance visit was conducted on May 21, 2024. This facility operates with a Five (5) Star License, issued on May 10, 2018. Upon arrival to the facility, I was greeted by Kimberly Carter, Director. I introduced myself and stated the purpose of my visit. Ms. Carter assisted me on a walkthrough of the facility. Attendance was taken and observations made. The children were observed participating in outdoor and indoor free play, and teachers directed activities, as well as routines. The last fire inspection was conducted on April 2, 2025, and the facility was approved for day time care only. The last sanitation inspection was conducted on December 16, 2024. The program received a ‘Superior’ classification with zero (0) demerits. Today, a full assessment of child care requirements was conducted. Including permit restrictions, license posted, supervision, staff/child ratio, and general safety. I monitored program records, a sample of children’s records, I monitored all staff files. The following violation was observed, cited, and technical assistance was provided. Violation Number Comment Rule 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. Products which are dispensed under pressure, i.e. disinfectants, Clorox wipes, Comet etc. were observed stored on cabinets and shelves and not locked storage. this was corrected during the visit and a plan immediately implemented for attain compliance. .2820(b) The above violation was corrected immediately, and a plan was immediately implemented to maintain compliance. A corrective action letter is not required at this time. You were provided with an opportunity to ask questions regarding the interpretation and implementation of all child care requirements. Child care licensing rules are established to ensure a safe and healthy environment for children in care. TECHNICAL ASSISTANCE: Items with two or more warnings for safety must be kept in locked storage or a locked room. (See rule below): 10A NCAC 09 .1719 REQUIREMENTS FOR A SAFE INDOOR/OUTDOOR ENVIRONMENT -(7) keep all corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product that is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled shall be kept in its original container or in another labeled container, used according to the manufacturer's instructions, and stored in a locked area when not in use. Locked areas shall include those that are unlocked with a combination, electronic, or magnetic device, key, or equivalent locking device... RESOURCES -It is the providers’ responsibility to always maintain compliance with all of the applicable laws and rules. This program is operating with five star rated license, meeting reduced ratios and enhanced space. Upon arrival, I informed the Director, Kimberly Carter, of the purpose of my visit. The last annual compliance visit was conducted on 5/21/2024. The operator completed the last fire inspection on 3/22/2024 and the last sanitation inspection on 6/18/2024. I conducted a partial assessment of the childcare requirements today. I observed the children plying with the toys and materials easily accessible to them, participating a shelter-in drill. There were no new staff members file to review. I reviewed the program records. I observed the following violations during today’s visit. Violation Number Comment Rule 847 Parent's medication authorization did not include required information. "The parental permission form for Albuterol did not have the permission valid from and to dates." 10A NCAC 09 .0803(4)(6-9) 858 Plastic bags, materials that could be torn apart and toy parts small enough to be swallowed were accessible to children under three years of age. "In space 1 where two year old children were present, there were small and larger size Pom-Poms on the shelf in the Art Area.This was corrected during the visit by the director." .0604(q) 866 A caregiver administered medication to a child without parental permission or authorization from a bona fide medical care provider during the event of an emergency medical condition when the child's parent was not available. "The parental permission for EpiPen had expired in April 2024." 10A NCAC 09 .0803(10) The above violations not corrected during the visit must be corrected immediately. I must receive a compliance statement/ letter by 10/16/2024 via email or mail. Include the following in the letter/statement: 1. Your facility ID# and Name 2. Consultant visit date 3. Violation item number(s) 4. How and when the violation was corrected (Be specific) 5. Your signature/name and position Reminder >K. Winstead’s CBC Qualification letter expires on 10/24/2024. This is a 5 year re-check. Technical Assistance >Alerts and television: The operator does not have an intercom system available for the child care space as they do for the rest of the campus. I discussed with Ms. Carter regarding the safety alerts received via television near the ceiling, which remains silenced but turned to the college campus news flashes. Although children are not engaged in what is showing on the television, it’s still a screen time when the television is on with images on the screen changing every few minutes. These images can be distracting to children. We discussed other options for receiving emergency alerts from the college in case of an emergency. We discussed the option of relying on the phone alert system as well as installing an intercom system. One thing to note is that telephone may not be as effective as intercom due to the noise level of the children when they are playing and the staff not necessarily having the phone with them at all times for different reasons while caring for children. Safety of the children is utmost importance. >Permission to administer medication from parents: Keeping a copy of the permission form (along with the medical action plan, if applicable) with the medication would help with tracking the valid dates and ensure the caregivers are following the directions. This could also be a matter of liability for the operator. Other Information >Lead in water and asbestos testing is part of Rule changes, effective 1/1/2024: They include.1707(1) and.1725(a)(2); .2204(3).
