During the visit the Administrator Ms. V. Bryant accompanied me on the walk- through of the facility and assisted with the visit. LICENSE STATUS: This program currently operates with a five-star license issued May 30, 2019, earning seven (7) points in education component, seven (7) points in program standards, and one (1) quality point based on staff benefits and parent involvement. I monitored the indoor and outdoor environments for compliance with child care requirements. Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation, evacuation, safe arrival, and departure procedures, first aid chart, menus, activity plans, daily schedules, emergency care plan, emergency telephone numbers, staff records, summary of NC Child Care Law, were all posted at the time of the visit. The storage of medication and hazardous products was also monitored for compliance. The staff and training worksheet was completed for the new staff members. Lesson plans observed were on trees, clothing, and family. The groups of children were observed playing outside on their playgrounds. The lunch menu posted met meal pattern requirements. Your last fire drill and monthly outdoor playground inspections were dated 10/30/25. Your last EPR drill was a lockdown completed 9/16/25. I reminded you that an EPR drill must be completed every three months and keep all paperwork on file for review. The fire inspection was dated 1/7/25. Your last sanitation inspection was completed 1/7/2025 with a superior rating. Please contact Environmental Health and your local fire inspector within 30 days of the due date to request an inspection to be completed. Once your inspections have been completed, mail or email them to me. I recommend that you place your due dates on a calendar or spreadsheet to help you maintain compliance. The most recent copy of the summary of the NC Child Care law was not posted in the facility. The invoices for the fees are assessed based on your licensed capacity and emailed November 3, 2025, every year. You will only receive one invoice, and payment is due in FULL by December 3, 2025. Please closely monitor your email and be on the lookout for your invoice. Please don’t delay making your payment and be aware that Payment Plans are NOT available. I monitored the indoor and outdoor environments for compliance with child care requirements. Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation, evacuation, safe arrival and departure procedures, first aid chart, menus, activity plans, daily schedules, staff/child ratios, emergency medical care plan, emergency telephone numbers, and a summary of NC Child Care Law were all were all monitored during the visit. The storage of medication and hazardous products was also monitored for compliance. Staff and Children records were also reviewed today. Files for staff were monitored and the staff/training worksheets were completed. Your signature on these forms will serve as verification the information provided is accurate and complete. I observed the children engaged in free play, completing routine care tasks, coming in from outdoor play, eating lunch, transitioning into nap and napping. The meal served today consisted of tacos with lettuce and tomato, mangos, and milk. Your last sanitation inspection was completed on December 6, 2022 with 4 demerits and a superior classification. The last fire drill was documented as conducted on July 31, 2023 at 10:26am. The log reflected that it took two minutes to evacuate 10 children and 7 adults. The most recent lockdown drill was conducted on June 26, 2023 at 11:53am. The last outdoor inspection was documented as completed on August 28, 2023. Orientation documentation was not on file for two staff members who had been employed more than six weeks. .1101(a) 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. One staff member who has been employed more than 90n days had not completed this training. .1102(g) 1899 Health and safety training topics were not included as part of on-going training within five years of completing the previous health and safety training topics. One staff member did not complete all topics every five years. .1103(b) Child care licensing requirements were established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. I explained that you have access to the on-line version of the Child Care Rule Book, as well as a hard copy of the rules. I recommended that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Site Monitoring Tool was observed today. The current NC Pre-K staff are the same staff as indicated in the NC Pre-K Plan System. I verified during today's visit that you continue to use the 5th Ed of the Creative Curriculum. In addition, I also verified that you continue to use the Brigance for developmental screenings and Teaching Strategies Gold for formative assessments. I monitored a selection of files today. The classroom operates from 7:30 am to 2:30 pm. During the visit, I observed the log used to record contact with parents of children who have been absent more than three days. Family involvement activities were described and met the requirements. The ERS score received in May 2019 was 5.00. All other NC Pre-K requirements were determined to be in compliance at the time of the visit. The health and safety trainings must be completed every five years. The health and safety trainings have now been relocated from Pro-Solutions to Moodle on the DCDEE website and remain free of charge. I encouraged you to use the Health and Safety tracking log to ensure all topics are covered. I noted that both Medication Administration and Recognizing and Responding to Suspicions of Child Maltreatment are part of this series. The hold harmless state of Rated License Assessments has been extended, however you may request to have your rated license reassessed at any time. Therefore, it is imperative that you and your staff ensure all education information is updated in the WORKS database. I also encouraged you to begin conducting mock ERS assessments if you plan to request them for the Rated License Assessment. I asked that you notify me if you are interested in completing the reassessment. We discussed that your facility is in Cohort 2, therefore your planning year will be from July 1, 2024 to June 30, 2025, and your reassessment year will be from July 1, 2025 to June 30, 2026. We also discussed that the Governor lifted the State of Emergency related to COVID on August 15, 2022. With the lifting of the State of Emergency COVID signage is no longer required. You may take down the Health and Safety certificate issued at the beginning of the pandemic, as well as any other door signage related to COVID. Pursuant to GS 110-90(1a) the Division establishes an annual fee for licensed child care facilities. The invoices for the fees are assessed based on your licensed capacity and mailed after the 1st of November every year. You will only receive one invoice and payment is due in FULL within 30 days. Please closely monitor your mail and be on the lookout for your invoice. If you have not received your invoice by November 15th you should contact the Division at 1-800-850-0829. Please don’t delay making your payment and be aware that Payment Plans are NOT available. In addition, please be aware that failure to pay a license fee within 30 days of receipt will result in late charges. If payments are made late and late charges are applied, the fee as well as the late charge must be resolved. Please be reminded that, failure to pay a license fee could also result in the facility's child care license being revoked. All violations must be corrected immediately. Please send me a compliance letter (written statement) describing how and when the above violations were corrected. The compliance letter must be received no later than September 12, 2023. The compliance letter may be sent to me via email, if you do not have access to email, please ensure that your compliance letter is mailed in a timely manner and that you allow for delays with the mail service. If your compliance letter is mailed, a handwritten signature must be included. Contact me if you have questions regarding correction of the violations documented during today’s visit. If you are unable to correct all violations within the specified timeframe please submit a request for an extension as soon as you determine you will not meet the imposed timeframe. This request should include a specific plan to correct the remaining violations and any time frames needed. This request will need to be approved by DCDEE management. A follow up visit may be conducted in the near future to verify compliance with violations documented during the visit.
