During today’s visit I completed a walk-through of the facility. The group size, supervision, ratio, capacity and approved space were in compliance. The restrictions, license and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law were posted. I monitored the program requirements, furnishings and equipment, outdoor area, and medications. The lunch menu met the meal pattern requirements. Today the owner Ms. K. Farrior signed the paperwork for the visit. The program currently operates with a four-star license issued 8/1/2018. During the visit I reminded you to make sure all staff have sent their education to WORKS to be evaluated. Your last fire drill and monthly outdoor playground inspection were dated 4/1/26. Your last EPR drill was a lockdown completed 3/4/26. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review. The following violations documented were corrected during the visit. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. One electrical outlet in space #1 was not covered with a safety plug. 10A NCAC 09 .0604(c) 1792 Staff did not model appropriate eating behaviors by consuming food or beverages that meet the nutritional requirements specified in the Meal Patterns for Children in Child Care Programs in the presence of children in care. In space #1 a staff member had an open bottle on green tea on a shelf. .0901(i) Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. Technical assistance regarding the following items were reviewed with you today. I reminded you the health and safety training courses have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded the health and safety training courses are required to be completed every five years. A checklist was used to note the requirements I monitored today. Today Ms. Farrior/owner accompanied on the walk through and assisted with today’s visit. You stated your administrator was not on site today. Prior to the visit I reviewed your corporation status as current-active on the Secretary of State website. You stated you had some staff call in sick today and you were out of ratio upon my arrival because you knew you did enhanced ratios with your current license you had posted. You stated you have called in substitute to work, and she was on her way. You had three infants in one classroom with one staff member and you were in a classroom with 11 children ranging from 2 to 5 years of age. You stated you were sorry, but you had called in another person to help and to maintain staff child ratios. Within 20 minutes after my arrival the substitute arrived and you were in compliance with your staff/child ratios. This program currently operates with a four-star license issued August 1, 2018. Please be reminded to have all staff’s education sent to WORKS to be evaluated. The hold harmless has been extended until further notice at this time. Please be reminded you may apply for your rated license at any time. I monitored the indoor and outdoor environments for compliance with child care requirements. Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation, evacuation, safe arrival, and departure procedures, first aid chart, menus, activity plans, daily schedules, emergency care plan, emergency telephone numbers, staff records, and the summary of NC Child Care Law. The storage of medication and hazardous products was also monitored for compliance. The staff and children records were also reviewed today. Files for the staff were monitored. Prior to the visit I received your staff and training worksheets. Your signature on these forms will serve as verification that the information provided is accurate. A random selection of children’s files was reviewed, and the children’s record worksheet was completed. The preschool children were observed playing in activity areas in their classroom, while the three infants were on the soft cushion area with toys with one staff member. The theme in the lesson plan were on fall activities. The lunch menu for today consisted of baked French fries, chicken nuggets, applesauce, wheat bread, and milk. Your last fire drill was completed 10/1/24 and your monthly playground inspection was dated 10/1/24. Your last EPR drill was a lockdown dated 9/3/24. I reminded you an EPR drill must be completed every three months and to keep all documentation on file for review. Your last fire inspection was dated 2/13/24. Your last sanitation inspection was completed 7/25/24 with a superior rating. Please contact Environmental Health and your local fire inspector within 30 days of the due date to request an inspection to be completed. Once your inspections have been completed mail or email them to me. I recommend that you place your due dates on a calendar or spreadsheet to help you maintain compliance. Two violations were documented and corrected during the visit. Violation Number Comment Rule 301 Minimum staff/child ratios and group sizes for the number and ages of children in care were not met. Upon arrival one staff member was present with eleven children ranging from two years through five years of age. Another staff member arrived within 20 minutes after my arrival and you were in compliance with your staff/child ratios for this classroom. GS 110-91(7);.0713(a-d) 428 A current activity plan was not posted for each group of children for reference. The activity plans posted in the infant and preschool classroom were dated September 2-6,2024. New activity plans were posted within each classroom for the week of October 7-11, 2024 during the visit. GS 110-91(12); .0508(a) Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Today we reviewed the forms that need to be updated yearly, and you stated you would usually have the staff update the yearly forms at the beginning of the new year. I suggest checking on qualifying letters for the expiration date and you stated you and another staff member need to complete your criminal background check by December 2024. During the visit a violation was documented for staff/child ratios today in the preschool classroom. I reviewed the staff/child ratios if you have a two-year-old child present your ratio is 1 to 9 or 2 to 18 children because you go by the age of the youngest child in care. You stated you understood and did not have any questions at this time. The activity plans posted in each classroom were dated September 2-6, 2024.A violation was documented and new activity plans for this week October 7-11, 2024, were posted during the visit. I suggested having activity plans posted in each classroom for the following week prior to closing each Friday and then you already have your activity plans ready for the next week and posted. DHHS Memo on Funding and Enrollment Public schools and licensed child care facilities in North Carolina are eligible to participate in the funding mechanisms to cover the costs of testing for lead in water and inspecting for asbestos and lead-based paint hazards beyond the May1, 2024 deadline. Facilities that have not enrolled should complete the online process by November 1, 2024. The Clean Classrooms for Carolina Kids Program is providing free facility-wide testing and inspections without any out-of-pocket costs. Due to the volume of testing and inspections, completion of the online enrollment process in the program is considered temporary compliance with the testing and inspection requirement and will allow facilities to participate in the funding mechanisms. Required water testing for child care centers under Rule 15A NCAC 18A .2816 is not affected by the November 1 deadline. Enroll today at www.cleanwaterforuskids.org/carolina! If you have enrolled for only one of two of the program sections, log back in to complete surveys for the remaining section(s) to comply with the rule requirements. Listed in 10A NCAC 41C .1002(a). Please be reminded a follow up visit will be completed to make sure staff/child ratios are being maintained with child care requirements.
