A checklist was used to note the requirements I monitored today, including staff and children’s files. A Five Star license was issued to this facility on November 23, 2023, earning 7 points in Staff Education, 7 points in Program Standards, and a quality point. Restrictions on the permit include: an age range of 0 – 5 with a first shift capacity of 108; meets all enhanced requirements and enhanced ratios minus 1 child per group. The last annual compliance visit was conducted at this facility on May 13, 2025. As of May 12, 2025, this facility has an 18-month compliance history of 95%. Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Fire Inspection – 04/28/2026 - Approved for daytime care only – Satisfactory Reminder – A fire inspection must be conducted annually; it should be renewed on or before the date the previous year was completed. According to the Secretary of State website, the corporation's status is listed as "current-active" as of today. This facility reopened on April 13, 2026. Mia Fuller, Administrator, was present and available for consultation. Merlyn Escobar assisted with review of required paperwork. I completed a walkthrough and observations, unaccompanied of the indoor and outdoor spaces. There are two classrooms currently operating at this facility. There are twenty-two children enrolled and eighteen children, aged 1-5, were present today. Daily schedules and activity plans were observed posted in the classrooms. A variety of age-appropriate learning materials were observed in each classroom. Toddlers, aged 1-2, in Space #2A received care based on their individual needs. All were observed napping. Children were resting on appropriately spaced covered cots with blankets, lights were off, and soft music played in the background making the space conducive to rest. Preschool children in Space #1B were observed eating lunch. Lunch consisted of turkey breast with roll, mashed potatoes, broccoli, and milk. After lunch, they completed bathroom and handwashing routines and prepared for lunch. All children were adequately supervised, and staff/child ratios were in compliance. Caregivers were observed interacting with children in a positive and appropriate manner. Staff and Training Worksheets- There were eighteen staff members employed at this facility. There were two new staff members hired since the last annual compliance visit. All new staff and a percentage of veteran staff’s files were reviewed today. Required information and trainings for all existing staff were also monitored. There were two violations observed and documented today. Violations must be corrected immediately. Continued compliance with all applicable child care requirements is always required. Shade covers can significantly lower temperatures, preventing skin burns from hot surfaces and extending playtime. Ms. Escobar stated the shade structures that were located on the playground were blown away by the wind; she also stated that new shaded structures have been ordered and should be arriving soon. Health & Safety Training – All staff members who have been employed for at least one year, have completed Health and Safety training as outlined in Child Care Rule 10A NCAC 09 .1102. New staff are in the process of completing these training courses. Health and safety trainings are required to be completed during the first year of employment and renewed every 5 years; three veteran staff members have not renewed these required training and this will be documented as a violation. Child Care Consultant, Natalie Pond, accompanied and assisted me with today’s visit. Your program currently operates with a Five Star License issued November 23, 2023. Restrictions include 1st shift care serving ages 0-5 years with a capacity of 108. The last annual compliance visit was completed on May 13, 2025. The center's compliance history was reviewed with the operator. The program’s compliance history was 100% as of October 14, 2025. Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen (18)-month compliance history score of at least seventy-five (75) percent. The sanitation inspection was completed on June 2, 2025, with a “Superior” classification. The fire inspection was completed on April 9, 2025, and your facility was approved for daytime care only. The Secretary of State website was reviewed on October 14th, 2025, and East Coast Migrant Head Start Project was listed as current-active. There were three classrooms in operation today. There were twenty-one (21) children enrolled and fourteen (14) present, age one (1) to three (3). Age-appropriate materials were accessible to all children and spaces were arranged into activity areas. Infants were not present today. Individual feeding schedules and safe sleep checks are being maintained. The preschool-aged children were observed in indoor free play using a variety of materials including counting bears and small building toys. The toddler-aged children were observed outdoors engaged in peek-a-boo using the Plexiglas easel, ball play, and singing. Supervision and staff-child ratios were observed and found to be in compliance. The teachers interacted with each group of children, using positive language and learning through play. Lunch consisted of turkey burritos, sweet potato fries, cantaloupe, and milk. During today's visit child care requirements monitored for compliance included supervision, staff/child ratio, CPR and First Aid, Criminal Record Checks, storage of hazardous substances and medications, approved space, posting of the license, and other applicable requirements. Health & Safety Training - Staff members who have been employed for at least one year and some new staff have completed Health and Safety training as outlined in Child Care Rule 10A NCAC 09 .1102. Ensure this information is maintained on file. Health and Safety training must be renewed every five years. Completing, refreshing, and updating the required Health and Safety Training increases your awareness and knowledge regarding child development and safety. Children’s files were not monitored today. There were three classrooms in operation today. There were twenty-one (21) children enrolled and fourteen (14) present, age one (1) to three (3). Age-appropriate materials were accessible to all children and spaces were arranged into activity areas. Infants were not present today. Individual feeding schedules and safe sleep checks are being maintained. The preschool-aged children were observed in indoor free play using a variety of materials including counting bears and small building toys. The toddler-aged children were observed outdoors engaged in peek-a-boo using the Plexiglas easel, ball play, and singing. Supervision and staff-child ratios were observed and found to be in compliance. The teachers interacted with each group of children, using positive language and learning through play. Lunch consisted of turkey burritos, sweet potato fries, cantaloupe, and milk. During today's visit child care requirements monitored for compliance included supervision, staff/child ratio, CPR and First Aid, Criminal Record Checks, storage of hazardous substances and medications, approved space, posting of the license, and other applicable requirements. Health & Safety Training - Staff members who have been employed for at least one year and some new staff have completed Health and Safety training as outlined in Child Care Rule 10A NCAC 09 .1102. I reminded you today that unless it is the first and last operating hour of the day, infants may not be grouped with children two years of age and older and children one year of age may not be grouped with older children unless those children are under three years of age. This exam is a pathway option comparable to a NC Early Childhood Credential or EDU 119. This equivalency exam introduces the foundations of culturally responsive, equitable and inclusive early childhood education, planning intentional developmentally appropriate experiences, learning activities, and teaching strategies for indoor and outdoor environments for all young children, guidance techniques, and professionalism. Once the certificate is generated in Moodle, the early childhood educator will upload the certificate in their WORKS account to be verified. If an early childhood educator has any questions or concerns about the exam, please have them contact dcdee.equivalency.exam@dhhs.nc.gov. If the operator fails to correct any documented violations within the established time period, the Division of Child Development and Early Education may deny, suspend, terminate, or revoke any permit to operate (10A NCAC 09 .2000).
