Currently, this facility operates with a Four-Star license issued on February 27, 2018. The center's last annual compliance visit was completed on October 29, 2025. The last sanitation inspection was completed on April 27, 2026, earning a “Superior” classification and “15” demerits. The last fire inspection was completed on December 3, 2025, and was approved for day time and night care. Rachel Dickens, Owner/Operator were present and available to assist. Ten (10) children were present. Children were observed in free choice play, teacher directed activities, and during daily routine activities. All staff interacted with children in a positive manner. The center is owned and operated by Precious Ones Day Care, LLC. This corporation was researched in the North Carolina Secretary of State Corporation Database and found to have a current active status. The following violations of child care requirements were documented during the visit. Violation Number Comment Rule 104 Center has not passed required sanitation inspection and received an approved or superior rating. The center received two provisional inspections dated April 1, 2026 and April 13, 2026. 10A NCAC 09 .0304(b) 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The operator did not obtain a fire inspection within 12 months of the previous inspection dated November 26, 2024. The current inspection was completed on December 3, 2025. 10A NCAC 09 .0304(a) 808 The child care center premises, including the outdoor learning environment, was not clean, drained to minimize standing water, free of litter and hazards, and/or maintained in a manner which does not create conditions that attract or harbor pests. The outdoor environment grass was not maintained in a manner which does not create conditions that attract or harbor pest. 15A NCAC 18A .2832(a) 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). Prior to expiration date February 8, 2026, Jocelyn Gordon did not complete and submit required forms to complete and receive an updated criminal background qualification letter. G.S. 110-90.2(b) & .2703(n)&(o) 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. CONSULTATION/TECHNICAL ASSISTANCE SANITATION INSPECTIONS: The facility received two provisional inspections dated April 1, 2026 and April 13, 2026. However, a passing inspection was observed completed on April 27, 2026 earning a superior classification and fifteen demerits. CRIMINAL BACKGROUND APPLICATIONS: A New feature links criminal background applications to facilities. The training has been completed. All staff should be linked to the facility if not already. Please remember, this information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Should you need assistance please contact the Criminal Background Check Unit at 1-800-859-0829 and someone will assist you. One (1) staff member did not complete the process to update and obtain their criminal background check prior to the expiration date of February 8, 2026. A current criminal background check was not available for review; however, I observed a current status in the ABCMS portal dated for April 22, 2026. The criminal background check is valid for a maximum of five (5) years. CLEAN WATER FOR US KIDS: In the Clean Water for Carolina Kids facility data, status for lead in water status is “analysis complete”. The lead-based paint and asbestos status is “survey review by RTI”. To ensure compliance, you should log onto or contact Clean Water for US Kids for assistance to complete all steps to have a “section complete” status. STAR RATED LICENSE (SRL)/QRIS: An overview of section .3200 of the child care rules was provided on October 29, 2025. During today’s visit, we reviewed and discussed the QRIS Pathway to the Stars and your plan for transitioning to the new rated license. You are considering pathway two (2). Please be reminded your application should be submitted by September 16, 2026. You should contact me and submit the application when you are ready for your rated license assessment. PROVIDER DOCUMENTS/FORMS: You should visit the website often to ensure you’re using all updated forms. North Carolina child care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. This feature should be implemented to avoid violations. The training has been completed. However, all staff should be linked to the facility. A copy of the instructions was given to the provider during the visit. Ms. Jackie Williams, Teacher, criminal background qualification letter expired March 24, 2025. Ms. Williams may remain at the center as long as the violation is corrected within two weeks. A copy of the CBC letter should be submitted with the compliance letter. To ensure compliance with criminal background checks, printing the roster and posting it will help as a reminder to administration and staff when CBC are coming due. CPR/FA: CPR and FA should be completed prior to the expiration of the current certificate. One staff member, CPR and FA, expired September 3, 2024. To ensure compliance with trainings, a list of expiration dates should be posted as a reminder when trainings are coming due, CLEAN WATER FOR US KIDS: The Clean Water for Carolina Kids status for lead in water is “analysis complete”. For the lead base paint and asbestos, the status is “waiting for on-site visit results”. You should log into the clean water account to ensure that all steps have been completed to receive results. This information was verified in the clean water for US kids facility data. STAR RATED LICENSE (SRL)/QRIS: Hold harmless has been extended until the new QRIS is implemented (SB 425). This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. You stated you have started the process. The date has been extended to November 1, 2024. STAR RATED LICENSE (SRL): The hold harmless legislation was extended and signed into law on Monday June 12th, 2023. This legislation allows facilities to remain at their current star level without a reassessment until June 30, 2024, and when reassessed it reduces the education evaluation requirements for lead teachers from 75% to 50% until June of 2026. To prepare for the reassessment process, DCDEE has developed a cohort system. There are three cohorts, and each includes a preparation year and a reassessment year. Your cohort will open July 1, 2024. DCDEE WORKS: All staff should ensure an education qualification letter is on file to avoid a delay in processing the rated license when your cohort approaches.
