The entire home is licensed for child care and must meet the applicable child care requirements. Although you designated space to be used for child care in a specified section of your home, the license is issued for the entire location. Any monitoring visit conducted may include spaces other than those you designated for child care. You, F. Pulley, Operator, was present and available to assist with today’s visit. Your program currently operates with a three-star license issued October 29, 2020, earning 6 points in the education component, 2 points in the program standards component and 1 quality point for infant capacity restricted to no more than two (2) children under one year of age. The last annual compliance visit was conducted on August 20, 2024. The center’s compliance history was reviewed with the operator. The program’s compliance history was 96% percent prior to today’s visit. There were two (2) children from two years old to six years old present during the visit. One child was sleeping on a cot, and one child was observed playing with toys and the caregiver was interacting in a caring and nurturing manner. HOUSEHOLD MEMBER(S) You stated M. Pulley (spouse) also lives in the home and he has a current and approved Criminal Background Check Qualification letter on file dated September 20, 2021, and will need to be updated prior to September 20, 2026. HOME COCCUPANCY PERMIT: Your current home occupancy permit is dated January 13, 2025, and will need to be renewed annually. ANNUAL FIRE INSPECTION: Your annual fire inspection was completed on January 14, 2025. Please remember your fire inspection needs to be completed annually and the original needs to be submitted to your child care consultant with a week of the inspection being completed. You stated you do not provide transportation. The following violation was documented during today’s visit: Violation Number Comment Rule 1718 The written plan of care was not given and explained to parents of children in care on or before the first day the child attended the home. Parents did not sign a statement acknowledging the receipt and explanation of the plan. Parents did not give written permission for their child to be transported by the operator for specific routine tasks that are included on the written schedule. The children’s files were missing a signed copy of the Written Plan of Care. .1712(e )(6) 1735 The daily schedule, activity plan, infant feeding plan, allergy posting, SIDS Sleep Chart/visual check were not maintained on file for a minimum of 30 days from the revision or replacement date. There was no activity plan available for review. .1721((f)(4)(A) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. TECHNICAL ASSISTANCE/CONSULTATION: STAFF AND CHILDREN RECORD REQUIREMENTS: I reviewed your files and completed the Verification of Required Information for Operator and Additional Caregivers form and FCCH and Center Located in a Residence form. All children’s files were monitored during today’s visit. The children’s files were missing a copy of your Written Plan of Care. You immediately printed copies of your Written Plan of Care and stated you will have the parents sign and date. ACTIVITY PLANS: There was no activity plan posted. I showed you on the Division of Child Development and Early Education Website where to print off the activity plan and you printed a copy. We discussed how to complete the form. We also reviewed the NC Foundations Early Learning Standards and how to use this tool with the activity plan. As a reminder, you must have a current activity plan posted for the ages of care enrolled in your facility. ABCMS PORTAL/MOODLE TRAINING: You have completed the ABCMS Moodle training and have completed the ABCMS roster. You and your husband both have qualifying criminal background check letters connected to your ABCMS portal. Please continue to keep the ABCMS portal updated. CLEAN WATER FOR CAROLINA KIDS: According to The Clean Water for Us Kids website, you completed your lead water testing on May 31, 2024. There were no hazards identified for the lead paint and asbestos testing. QRIS-PATHWAYS TO STARS UPDATE: In August, we’ll provide a rule roll out module in the DCDEE e-learning Moodle platform and host webinars on the following dates and times: • August 18th at 1:00pm (child care centers and centers located in a residence) and 6:30pm (family child care homes) • August 20th at 1:00pm (family child care homes) and 6:30pm (child care centers and centers located in a residence) In September, child care consultants will host in-person facility operator/administrator meetings within the counties they serve to provide additional guidance on the changes, the transition plan and timeline. Beginning In October, child care consultants will begin discussing the new rules in Section .3200; Standards for Two through Five Star Rated Licenses during licensing visits. Consultants will review the pathway options, identify facility needs, answer questions, and work with the facility operator to establish an individualized timeline for transition to a new rated license within 12 months based on the pathway chosen. STOREAGE OF HAZARDOUS ITEMS (OUTDOOR) In the outdoor environment where children play, there was a piece of riding farming equipment in the play area and accessible to children. The is dangerous and could potentially cause harm to children. You stated you do not allow the children near the equipment. This piece of equipment needs to be moved out of the area where children play. BUILDING/HOME REQUIREMENTS: Home was not equipped with either an electrically operated smoke detector with a battery back-up; or both an electrically operated detector and a battery-operated detector located next to each other. You stated you are painting and installing new floors in the caregiving space, so the fire alarm system was taken down. During the visit you called the fire alarm company and scheduled for them to come reinstall your fire alarm system. You also stated that you would put the battery-operated fire alarms in. Please remember you must have a fire alarm system where children are being cared for at all times. START RATED LICENSE/QUALITY IMPROVEMENT RATING SYSTEM (QRIS) UPDATE: The Governor signed 12 bills on July 8, 2024. Including the Adjustments to the Appropriations Act (SB 357) which includes the $67.5 million for reduced compensation payments for first two quarters of FY 24-25 and the DHHS Agency Bill (Senate Bill 425) which includes the QRIS provisions: • QRIS modernization (3 new pathways to stars) is now approved (SB 425). • Hold harmless has been extended until the new QRIS is implemented (SB 425). Providers in Cohort 1 are not required to go any further with a rated license assessment unless they want to, and providers in Cohort 2 do not need to start their preparation year unless they want to. • SB 425 does mean that programs currently accredited through the approved accrediting bodies can move to a 3- or 5-star license if they are not already at this star level. Providers will need to submit a request to their consultant and provide a copy of their accreditation certificate for processing. • SB 425 also requires that we move to the ERS-3 versions for ECCERS. ITERS and FCCERS, effective February 1, 2025. Self-paced online training modules regarding the new assessments will be available in September 2024. • SB 357 provides $67.5 million dollars to continue a reduced level of funding for the compensation portion only of the Child Care Stabilization Grant. Funding is designated for the first two quarters of FY 2024-25 and provides only about 75% of funding needed to maintain compensation payment amounts provided through ARPA funding which ended June 30, 2024. DCDEE will continue to utilize the NC FAST Stabilization Grant portal to distribute funds. CLEAN WATER FOR CAROLINA KIDS: According to The Clean Water for Us Kids website, you completed your lead water testing on May 31, 2024. It also states the survey is being reviewed by RTI. Please check your email regularly and the Clean Water For Us Kids website for updates. The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. There are webinars that child care providers can watch to get instructions. Go to https://www.cleanwaterforuskids.org/en/carolina/ for more information. Currently operating child care facilities are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health. All existing licensed programs must complete the application summary for their program regarding lead paint and asbestos by November 1, 2024. Rule 15A NCAC 18A .2816 requires currently operating child care centers to test water initially and every three years. Your reassessment year will be July 1, 2024, through June 30, 2025. It is important to update DCDEE WORKS with any additional education you may have completed. You will also need to complete your three (3) month self-study during your preparation year. You also expressed a possibility of completing the environment rating scale, please review the North Carolina Rated License Assessment Project’s (NCRLAP) website: https://ncrlap.org/ for videos and written resources to help prepare you for the environment rating scale (ERS). THREE (3) MONTH SELF-STUDY: We discussed you completing your three (3) month self-study and we reviewed the following items and they were left with you during the visit: What is the Self-Study Process and Why is it Part of the NC Star Rated License for FCCH, The Self-Study Process for NC’s Family Child Care Homes-Key Points, and the Self-Study Process for NC’s Family Child Care Homes-Self-study Planning Form. CLEAN WATER FOR US KIDS: We discussed the Clean Water for Carolina Kids program and what that means for you as a family child care home provided. I also informed you that I sent an email to you on March 5, 2024, with the following information included. I also attached to that email three (3) flyers that discuss the process for testing, for lead in the water, lead in paint, and asbestos. I reviewed the Clean Water for US Kids website, and you have not begun enrollment in all three programs; however, you have enrolled in the Zoom meeting for April 30, 2024, to help you get started. Results of the analysis shall be on file in the home. This rule became effective January 1, 2024; therefore, water samples must be collected by the operator and tested within 12 months of the effective date of this rule. This means that lead in water testing must be completed by January 1, 2025. CHILD A CARE RULE CHANGES: The Child Care Commission adopted child care rule changes in January 2024. Consultants will assist as you begin to review and implement the changes, but please note, some of the rule changes may or may not impact your facility. An example is the rules in section .2600 for multi-unit child care center. These rules are specific to child care centers with multiple licensed centers within one building. The last annual compliance visit was conducted on September 25, 2023. The center’s compliance history was reviewed with the operator. The program’s compliance history was 97% percent as of April 29, 2024. Four (4) children aged one (1) to four (4) were present. The children were observed sleeping and engaging in personal care activities. The caregiver was interacting in a nurturing and caring manner. HOUSEHOLD MEMBER(S): You stated M. CLEAN WATER FOR US KIDS: We discussed the Clean Water for Carolina Kids program and what that means for you as a family child care home provided. I also informed you that I sent an email to you on March 5, 2024, with the following information included. I also attached to that email three (3) flyers that discuss the process for testing, for lead in the water, lead in paint, and asbestos. I reviewed the Clean Water for US Kids website, and you have not begun enrollment in all three programs; however, you have enrolled in the Zoom meeting for April 30, 2024, to help you get started. The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. Currently operating child care facilities and FCCH’s are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health. Rule 15A NCAC 18A .2816 requires currently operating child care centers to test water initially and every three years. Family child care homes are required to test water for lead once. Child care rule 10A NCAC 09 .1725(a) for FCCH’s - to assure the health of children through proper sanitation, the family child care home operator shall: (2) collect and submit samples of water from each water outlet used for drinking or food preparation for lead analysis to the local health department or a laboratory certified to analyze for lead in drinking water by the North Carolina State Laboratory of Public Health. Results of the analysis shall be on file in the home. This rule became effective January 1, 2024; therefore, water samples must be collected by the operator and tested within 12 months of the effective date of this rule. This means that lead in water testing must be completed by January 1, 2025. Directors/Administrators will be able to use their NCID business account to see the criminal background check result for each employee. EARLY CHILDHOOD EQUIVALENCY EXAM NOW ON DCDEE MOODLE: The North Carolina Early Childhood Equivalency Exam is a new pathway option comparable to a NC Early Childhood Credential. Applicants who achieve a score of 80% or higher on the NC Early Childhood Equivalency Exam earn the new North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to a North Carolina Early Childhood Credential and will qualify the individual to be a lead teacher in an early childhood classroom. To take the exam, go to DCDEE Moodle and select Early Childhood Professional Development/Child Care and Development Fund (CCDF)/North Carolina Early Childhood Equivalency Exam: https://www.dcdee.moodle.nc.gov/login/index.php The NCDHHS Division of Child Development and Early Education (DCDEE) is updating the list of degrees counted as degree in the field for both early childhood/child development and school age. DCDEE must continue to follow DPI licensure requirements for lead teachers seeking licensure. • These changes do impact NC Pre-K teacher assistants in the NC Pre-K program.
