The entire home is licensed for child care and must meet the applicable child care requirements. Although you designated space to be used for child care in a specified section of your home, the license is issued for the entire location. Any monitoring visit conducted may include spaces other than those you designated for child care. C. Rackley, Operator was present and available to assist with today’s visit. Your program currently operates with a four-star license issued January 15, 2019, earning 7 points in the education component, 2 points in the program standards component and 1 quality point having a BS/BA or higher in Early Childhood/Child Development. The last annual compliance visit was conducted on July 23, 2025. The last fire inspection was completed on November 20, 2025, and you were approved for day time and night care. The center’s compliance history was reviewed with the operator. The program’s compliance history was 98% percent as of June 2, 2026. Eight (8) children from two-years-old to eleven-years-old were present during the visit. Children were observed during free play, while playing with developmentally appropriate materials. The children participated in music and movement and gross motor activities. The caregiver interacted with children in a positive and nurturing manner. The following was served for lunch, baked beans, hot dogs, apple sauce, ritz crakers, and milk. TRANSPORTATION: You informed me that you do not provide transportation. Please remember, if you begin to provide transportation again you must comply with all transportation requirements, such as having a current license, appropriate child safety restraints and seat belts, the vehicle must have a current safety inspection and current liability insurance, a first aid kid, and fire extinguisher must be in the vehicle. Each child being transported must have emergency information which includes a picture of the child. HOME OCCUPANCY PERMIT: Your home occupancy permit is dated July 31, 2025, and will expire on August 1, 2026. PET VACINATION: You dog, Nova, had a current vaccination record on file, which was dated for July 7, 2023. The rabies vaccination will expire on July 6, 2026. HOUESHOLD MEMBERS: You stated Brandy Rackley lives in the home with you. Ms. Rackley has a qualifying Criminal Background Check dated December 20, 2024, and will need to be renewed prior to December 20, 2029. Any violations of the child care requirements observed today were discussed with you and documented in the visit summary report and reviewed with you at the conclusion of the visit. The entire home is licensed for child care and must meet the applicable child care requirements. Although you designated space to be used for child care in a specified section of your home, the license is issued for the entire location. Any monitoring visit conducted may include spaces other than those you designated for child care. C. Rackley, Operator was present and available to assist with today’s visit. Your program currently operates with a four-star license issued January 15, 2019, earning 7 points in the education component, 2 points in the program standards component and 1 quality point having a BS/BA or higher in Early Childhood/Child Development. The last annual compliance visit was conducted on September 5, 2023. The last fire inspection was completed on October 26, 2023, and you were approved for day time and night care. The center’s compliance history was reviewed with the operator. The program’s compliance history was 96% percent as of August 13, 2024. Six (6) children from one year old (1) to eleven (11) years-old were present during the visit. Children were observed during free play, while playing with developmentally appropriate materials. The caregiver interacted with children in a positive and nurturing manner. Any violations of the child care requirements observed today were discussed with you and documented on the visit summary report and reviewed with you at the conclusion of the visit. STORAGE OF HAZARDOUS ITEMS: A can of aerosol Lysol Disinfectant Spray was on the sink counter in the bathroom that the children use. You locked up the spray immediately in a cabinet. This was corrected during the visit. I reminded you children can not have access type of item that is under pressure. I printed you a Hazardous Items Storage handout for you to review. TRANSPORTATION: You informed me that you are not providing transportation. Please remember, if you begin to provide transportation again you must comply with all transportation requirements, such as having a current license, appropriate child safety restraints and seat belts, the vehicle must have a current safety inspection and current liability insurance, a first aid kid, and fire extinguisher must be in the vehicle. Each child being transported must have emergency information which includes a picture of the child. HOME OCCUPANCY PERMIT: Your home occupancy permit is dated August 7, 2024, and will expire on August 7, 2025. FIRE INSPECTION: Your current fire inspection is dated for October 26, 2023. A fire inspection will need to be completed on or before October 26, 2025. Once the fire inspection is completed, please send to the original inspection to me within seven (7) days of the inspection. RESOURCES: START RATED LICENSE/QUALITY IMPROVEMENT RATING SYSTEM (QRIS) UPDATE: The Governor signed 12 bills on July 8, 2024. Including the Adjustments to the Appropriations Act (SB 357) which includes the $67.5 million for reduced compensation payments for first two quarters of FY 24-25 and the DHHS Agency Bill (Senate Bill 425) which includes the QRIS provisions: • QRIS modernization (3 new pathways to stars) is now approved (SB 425). • Hold harmless has been extended until the new QRIS is implemented (SB 425). Providers in Cohort 1 are not required to go any further with a rated license assessment unless they want to, and providers in Cohort 2 do not need to start their preparation year unless they want to. • SB 425 does mean that programs currently accredited through the approved accrediting bodies can move to a 3- or 5-star license if they are not already at this star level. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. The following were monitored: Supervision, Capacity, First Aid, CPR, ITS SIDS, CBC Qualification, General Health, Storage of Hazardous Substances, Administration of Medication, General Safety, General License Requirements, License Posted, Fire Safety, Program Records, and Sanitation. Any violations of the child care requirements observed today were discussed with you and documented in the visit summary report and reviewed with you at the conclusion of the visit.
