Currently this facility operated with a four-star license issued January 7, 2026. A temporary time period visit was conducted on September 22, 2025. Hope Garnett, Owner/Operator, was present and available to assist. No children were present during the visit. You stated your children typically arrive between 330pm and 4pm. The children will be observed during another visit. The program fire drills, lockdown/shelter in place and playground inspections were current. This program is owned by Bleu’s Adventures FCCH, LLC. This corporation was found current- active under the NC Secretary of State website. The following violations of child care requirements were documented during the visit. Violation Number Comment Rule 1306 Operator has not completed ITS-SIDS training every three years from the completion date of the previous ITS-SIDS training. The operator did not complete the ITS-SIDS training every three years prior to the date January 23, 2023. .1703(a)(4) 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The provider did not complete the ABCMS provider portal training and did not notify the Division of all household members within five business days. G.S. 110-90.2 & .2703(r) The following violations must be corrected immediately. The letter must describe, in detail, specifically how each violation has been corrected and any supporting documents. You can mail or email me with verification of compliance regarding the violations that were documented. If you choose to mail, two signed and dated copies must be sent and received by June 30, 2026. Please be aware that any written information submitted by you regarding correction of the violations documented during today's visit is legal documentation. It is important that all information submitted be accurate and truthful. Please be aware that if it is determined that information submitted was inaccurate or willfully falsified, Administrative Action, including Revocation of the facility's license, could be issued. Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules always if they have been monitored or specifically discussed with you in the past. The best way for you to make sure that you meet all requirements is to periodically review the child care law and rules. Compliance History: Prior to today's visit, this facility maintained an 18-month compliance score of 98%. TECHNICAL ASSISTANCE/CONSULTATION: ITS-SIDS: The ITS-SIDS training was current, dated March 23, 2026. However, the operator did not complete the ITS-SIDS training prior to the expiration date of January 23, 2023. This violation was corrected during the visit. CRIMINAL BACKGROUND APPLICATIONS: A New feature links criminal background applications to facilities. The training has not been completed. You should complete the training immediately and submit the training certificate once completed. Please remember, this information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. CLEAN WATER FOR US KIDS: The Clean Water for Carolina Kids status for lead in water is “analysis complete”. The lead base paint and asbestos status is “enrollment started”. You should log into the clean water for US kids account and complete the steps to ensure you have a “section complete” status. STAR RATED LICENSE (SRL/QRIS): During today’s visit an overview of section .3200 of the child care rules was provided to Ms. Garnett. Each of the following pathway options were discussed: Program Assessment Pathway, Classroom and Instructional Quality Pathway, and Accreditation and Head Start Pathway. The family child care home is considering completing Pathway two (2). I encourage you to use the resources discussed during the visit. PROVIDER DOCUMENTS/FORMS: You should visit the website often to ensure you’re using all updated forms. You can find the application for a Rated License and all required forms are hyperlinked. Child care rules were updated effective July 1, 2025.
