Currently this facility operates with a Notice of Compliance with an effective date of February 17, 2023. The last annual compliance visit was conducted on April 15, 2025. A checklist was used to note the requirements I monitored during the visit. The last sanitation inspection was completed on March 31, 2026, earning a Superior classification and “10” demerits. The last satisfactory fire inspection was completed January 21, 2026, and was approved for day time care only. L. Roberts, Child Care Director, arrived shortly after my arrival and was present and available to assist. Eight (8) children were present during the visit. Children were observed sitting at the table singing the alphabets, teacher directed activities and during outdoor play. The following violations of child care requirements were documented. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. There was no documentation of the ABCMS provider portal training being completed and a roster could not be generated. G.S. 110-90.2 & .2703(r) The following violations must be corrected immediately. The letter must describe, in detail, specifically how each violation has been corrected and any supporting documents. You can mail or email me with verification of compliance regarding the violations that were documented. If you choose to mail, two signed and dated copies must be sent and received by April 16, 2026. Please be aware that any written information submitted by you regarding correction of the violations documented during today's visit is legal documentation. Please be aware that if it is determined that information submitted was inaccurate or willfully falsified, Administrative Action, including Revocation of the facility's license, could be issued. Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules always if they have been monitored or specifically discussed with you in the past. The best way for you to make sure that you meet all requirements is to periodically review the child care law and rules. Compliance History: Prior to today's visit, this facility maintained an 18-month compliance score of 95% CONSULTATION/TECHNICAL ASSISTANCE CHILDREN AND STAFF RECORDS: Ten percent (10%) of children’s records were monitored. Children records reviewed, in compliance. Ten percent or more of existing staff records were monitored. Records reviewed were in compliance. CRIMINAL BACKGROUND APPLICATIONS: A New feature links criminal background applications to facilities. There was no documentation of the training being completed. The training should be completed immediately. Once completed, you should notify me. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. CLEAN WATER FOR US KIDS: The Clean Water for Carolina Kids status for lead in water is “not started”. The status for lead base paint and asbestos is “enrollment started”. However, Ms. Roberts stated the water kit was received and sent off to clean water for kids. You should log into your account to ensure all steps are completed to have a completed status. This information was verified in the clean water for US kids facility data. PROVIDER DOCUMENTS/FORMS: You should visit the website often to ensure you’re using all updated forms. Currently this facility operates with a Notice of Compliance with an effective date of February 17, 2023. The last annual compliance visit was conducted on May 23, 2024. The last sanitation inspection was completed on May 22, 2024, earning a superior classification and fourteen (14) demerits. The last satisfactory fire inspection was completed on January 12, 2024, and was approved for daytime care only. L. Roberts, Administrator, was present and available to assist. Eight (8) children were present during the visit. Children were observed during free choice activities, teacher directed activities and preparing for lunch. Staff interacted with children in a positive manner. You stated you do not provide transportation. This program is owned by Joy Community Development Corporation. This corporation was found current-active under the NC Secretary of State website. The following violations of child care requirements were documented. Violation Number Comment Rule 824 Outdoor play area was not enclosed by fence with a minimum height of 4 feet. The top of the fence, less than six feet, was not free from protrusions. The outdoor play area fence did not meet the minimum height 4ft requirement. The fence was damaged causing it to not meet requirements. GS 110-91(6); .0605((i) 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). Barbara Johnson did not complete and submit required forms to complete a criminal background check prior to the expiration date of June 3, 2024. To get started, complete the ABCMS Child Care Provider Portal Training in Moodle—a video tutorial followed by a few questions. Currently operating child care facilities are required to test lead in paint and asbestos once only unless the consultant notes a concern during a visit and refers to the program to environmental health. All existing licensed programs should have completed the application summary for their program regarding lead paint and asbestos by November 1, 2024.
