Michelle O'Kelley, Child Care Consultant accompanied me during today's visit. T. Williams, operator assisted me with the visit. Your program currently operates with a two-star license, issued 9/7/2022, earning 3 points in the education component and 2 points in the program standards component. You opted not to meet a quality point option. Your program was also monitored for compliance with implementing an approved curriculum as required for all four and five star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted 7/11/2023. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-seven percent as of 7/2/24. The NC Secretary of State website was reviewed on 7/1/24 and your facility is not owned by a corporation. You and four children were present in the child care space. Your husband and adult son were also at the home. Upon arrival the lights were dimmed, and children were on laying on linen covered cots preparing for rest time. One child underage one rested in a pack-n-play. Following nap, you had a group time with the children, then the children engaged in free play with age-appropriate materials. The outdoor space included a stationary swing, portable play houses, and a covered porch. The following was observed. Violation Number Comment Rule 714 Monthly check for hazards on the outdoor play area was not completed using a form supplied by the Division. An outdoor inspection was not on file for June 2024. 10A NCAC .1721(e)(5)(A-F) 1853 The operator did not conduct a monthly fire drill. A fire drill was not conducted in June 2024. .1719(a)(15) & .1721( e)(2) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before July 30, 2024, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 Technical Assistance with Documented Violations: Emergency Drills: Fire drills are required to be conducted at least monthly to ensure that the operator and children are aware of what actions to take in the event of a life-threatening emergency. It is important that you use the pull station that is installed in your facility as the source of notification. You stated that you completed the drill the last week of a June, but you did not write it on the log. Use a reminder to schedule and complete drills monthly. Outdoor Inspections: The outdoor learning environment offers a sense of freedom for children. Children are able to play freely with peers, expand their imagination beyond restraints of indoor activities, release energy and explore their sense of touch, smell, taste and their sense of motion. Since children are exploring it is very important to provide a safe environment. You stated that you completed the inspection the last week of June but you were unable to locate the inspection during today’s visit. The provider assisted me with the visit. The last annual compliance visit was conducted 8/18/22. Your program currently operates with a two-star license, issued 9/7/22, earning 3 points in the education component, 2 points in the program standards component. You opted not to meet a quality point. Your contact information on the Division of Child Development & Early Education (DCDEE) website was reviewed during today’s visit and an update was made to the email address listed on the owner screen. It is important to frequently check your email to remain informed about any new changes that have or may occur. The family childcare home’s compliance history was reviewed with the operator. The program’s compliance history was ninety-nine percent as of 7/19/23. A walk-through of the family child care home was completed today, all indoor and outdoor areas were monitored. Six (6) children and the provider were present. The provider’s husband and two (2) adult children were also present. Personal care routines were observed. The children participated in free play in activity areas and transitions. Learning materials and activity area supplies were kept on low-lying shelves easily accessible to the children. The outdoor play area in the back yard provided additional space and materials to promote physical development and gross motor skills. Breakfast included bagels, hash browns, and milk. Two (2) bottles of Sure Original Scent Solid Deodorant were stored in an unlocked drawer in the bathroom used by the children. Both included a 'Keep Out of Reach of Children' warning. .1719(a)(7) 1923 Jump ropes and rubber bands were accessible to children under five years of age, without adult supervision. Two (2) bottles of Sure Original Scent Solid Deodorant were stored in an unlocked drawer in the bathroom used by the children. Both included a “Keep of Out Reach of Children” warning and must be made inaccessible. Additionally, a bag of rubber bands was stored in an unlocked drawer in the kitchen accessible to children under 5 years of age. Products are considered inaccessible to children when stored on a shelf or in an unlocked cabinet that is mounted a minimum vertical distance of five feet above the finished floor. Monthly Fire Drills - Monthly fire drills provide the time to practice safely evacuating the building. Once at your meeting place you and the children at the time of the fire drill should be accounted for. A June 2023 fire drill was not documented on the Emergency Drill Log & Report for Family Child Care Homes. Practice makes it easier to evacuate quickly in the event of an actual fire. The NC Early Childhood Credential Equivalency Exam is another pathway option comparable to a NC Early Childhood Credential. This equivalency exam assesses the foundations of culturally responsive, equitable and inclusive early childhood education, planning intentional developmentally appropriate experiences, learning activities, and teaching strategies for indoor and outdoor environments for all young children, guidance techniques, and professionalism.
