This facility currently operates as a Center in Residence with a Four Star License issued on December 9, 2023. The last sanitation inspection was completed on June 3, 2025, with a “Superior” classification. The last fire inspection was completed on February 12, 2026. The last annual compliance visit was completed on June 4, 2026. C. Gore, Owner/Operator was present and available to assist. Twelve (12) children were present during the visit. Children were observed during teacher directed activities, free choice activities, toileting and handwashing routines, and outdoor play. Caregivers interacted with the children in a positive manner. You stated that you have children enrolled that leave in the morning and afternoon for school, allowing other children to utilize that enrolled spot during those school hours. You stated you do not provide transportation. I used the Annual Compliance Monitoring Checklist for Child Care Centers and the Child Care Center Item Number Listing as a basic monitoring tool to assess compliance with all applicable childcare requirements pertinent to this facility. Ten percent of staff records and ten percent of children’s records, and all program records were monitored. All children’s records and program records were found to be in compliance. One (1) violations were documented for staff record keeping. The following violations of child care requirements were documented today. Therefore, it is important for you to be knowledgeable of all licensing requirements that apply to your facility. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy five percent. It is your responsibility to maintain compliance with the applicable laws and rules; always whether they have been monitored or specifically discussed with you in the past. The best way for you to ensure that you are meeting all requirements is to periodically review the childcare laws and rules on the Division of Child Development and Early Education (DCDEE) website. LEAD IN WATER/PAINT AND ASBESTOS Public schools and licensed child care facilities in North Carolina are eligible to participate in the funding mechanisms to cover the costs of testing for lead in water and inspecting for asbestos and lead-based paint hazards beyond the May 1, 2024 deadline listed in 10A NCAC 41C .1002(a). Due to the recent impacts of Hurricane Helene and other natural disasters, this deadline has been revised statewide, and facilities that have not yet enrolled should complete the online process by May 31, 2025. The Clean Classrooms for Carolina Kids Program is providing free facility-wide testing and inspections without any out-of-pocket costs. Due to the volume of testing and inspections, completion of the online enrollment process in the program is considered temporary compliance with the testing and inspection requirement and will allow facilities to participate in the funding mechanisms. Required water testing for child care centers under rule 15A NCAC 18A .2816 is not affected by the new May 31, 2025 deadline. Enroll today at https://www.cleanwaterforcarolinakids.org/enroll. STAR RATED LICENSE Hold harmless has been extended until the new QRIS is implemented (SB 425). Providers in Cohort 1 are not required to go any further with a rated license assessment unless they want to, and providers in Cohort 2 do not need to start their preparation year unless they want to. This should be the providers’ choice only. As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. PATHWAYS TO THE PROFESSION The Division of Child Development and Early Education (DCDEE) prioritizes increasing career pathways for future ECE teachers. However, after lengthy careful consideration DCDEE has reluctantly decided it will not bring back the Early Childhood Equivalency Exam due to concerns about academic integrity. We make this decision to ensure fair and equitable opportunity for all aspiring early childhood teachers, uphold minimum educational standards, and keep staff and children in licensed child care environments safe. Note, other Pathways to the Profession of Early Childhood Teacher still include: • EDU 119 – Introduction to Early Childhood Education: This 12-week course introduces the foundations of culturally responsive, equitable and inclusive early childhood education. Available at many N.C. Community Colleges with online, evening, or in-person options. Upon successful completion of EDU-119, the student earns the North Carolina Early Childhood Credential and qualifies to be a lead teacher in a child care center. • Test-Out Option for EDU 119: An early childhood professional who has gained knowledge through work and lived experience and/or professional development may be able to receive Credit for Prior Learning by taking a challenge exam for EDU119. Contact a local N.C. Community College for testing information. • EDU 3119 – Intro to Early Childhood Education: This new short-term (8-week) continuing education offering is designed to prepare students to work in a childcare facility. Students learn how to design developmentally appropriate and inclusive lesson plans and activities for young children in alignment with NC Foundations for Early Learning and Development and state regulations. At the end of the course, students will have obtained a qualifying letter which provides eligibility for employment in a N.C. child care facility. Contact a local N.C. Community College to see if this course is available near you. • Child Development Associate® Credential (CDA): DCDEE is still offering free memberships for a limited time to the ECE workforce to enroll in Teaching Strategies Quorum® online teacher education platform. Get support as a new teacher, or complete CDA Coursework and get guidance for portfolio development. Coursework is also available in Spanish on Quorum. Scholarships for CDA course materials are available through TEACH Early Childhood® North Carolina Scholarship Program. STAFF RECORD KEEPING New staff member, B. DeBrow, cook, did not have a medical report on file for review. Each staff should have a medical report on file prior to hire. This facility currently operates as a Center in Residence with a Four Star License issued on December 9, 2023. A checklist was used to note the requirements monitored during the visit. C. Gore, Owner/Operator was present and available to assist. Eleven (11) children were present during the visit. Children were observed during teacher directed activities, free choice activities, outdoor play, toileting and handwashing. Caregivers interacted with the children in a positive manner. You stated you do not provide transportation. There is one household member and the required criminal background qualification letter was observed current. The following violations of child care requirements were documented. Violation Number Comment Rule 862 The EMC plan was not reviewed with all staff annually and whenever the plan was revised. To ensure compliance, you should create a to do list or document on a calendar as a reminder to complete trainings, and review plans within the correct time frame. CLEAN WATER FOR US KIDS: The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Currently operating child care facilities are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health. All existing licensed programs must complete the application summary for their program regarding lead paint and asbestos by November 1, 2024. This program currently operates with a Temporary License issued June 8, 2023. You transitioned from operating as a family child care home to a center located in a residence. Children began attending your program June 12, 2023, as a center in a residence. The temporary license is valid through December 8, 2023; however, we will be transitioning you to a Rated License when violations documented are verified as corrected and education has been evaluated for one of the staff working as a lead teacher. Programs have been held harmless and the rated license process has not been completed for specific programs operating prior to the pandemic. We reviewed the rated license information for a center located in a residence, including the rated license worksheets and quality point form. This facility has been divided into two rooms that are approved for use and are separated by a half gate and shelving. Both rooms are being used at this time. The children were playing with materials and preparing to go outdoors to play today. After returning indoors the children completed handwashing/bathroom routines prior to eating lunch and resting. All current staff records were monitored and reviewed. You have set up individual files for the staff and have organized the records. Two children’s records were also monitored. The two children’s records that were monitored enrolled after your transitioned to a center located in a residence. Overall enrollment was collected today. The attached space, capacity and enrollment worksheet reflects the enrollment and attendance as of today. The following violations were documented during today’s visit. Technical Assistance/Consultation/Reminders Specific to Today’s Visit: STAFF RECORDS: Staff records for the three current staff were monitored today. I completed the staff and training worksheet electronically for you today. After today, begin completing/revising the worksheet as staff are hired or cease employment. I emailed you the worksheet today, so you have a copy to begin using. This worksheet will be completed and emailed to your assigned Consultant a few months before your unannounced annual compliance visit. You may receive an email reminder about your upcoming annual compliance visit a few months in advance. In the future, as staff are hired complete the staff and training worksheet to include those employees. Ensure staff complete the health and safety trainings within the first year of employment and every five years thereafter. Maintain copies of certificates on file. Staff are required to complete the Recognizing and Responding to Suspicions of Child Maltreatment within 90 days of employment and then every five years thereafter. Ensure all staff renew CPR and First Aid training prior to their renewal dates and within 90 days of employment for staff that do not have current CPR and First Aid training. Ms. Bailey is required to complete CPR and First Aid training on or before September 12, 2023. You stated she is registered to complete CPR and First Aid training in August 2023. Ensure you obtains a copy of your certificate and CPR/F.Aid card and keeps the information on file for review. Reference the attached staff and training worksheet regarding information when staff are due to complete training. Continue to have staff complete training to count towards their on-going training and attach the certificates to the Record Of On-Going Training log. ORIENTATION: Ensure staff complete the required number of hours based on the topics specified on the orientation form. The orientation form on file for one (1) staff member was blank and not completed. When completing the form, ensure to specify and document the hours for each training topic, the date completed, and the applicable signatures specified on the form. CPR AND FIRST AID TRAINING: Ensure staff renew CPR and First Aid training prior to the expiration/renewal dates specified on the CPR and First Aid card. Ensure staff complete CPR and First Aid training through an approved agency recognized by the Division of Child Development and Early Education. Maintain a copy of a staff member’s CPR and First Aid training on file for review. I will email you a list of the approved agencies for CPR and First Aid. CHILDREN’S RECORDS: Two children’s records were reviewed today. A medical exam can be accepted if completed within the last 12 months prior to enrollment. Based on the information on file today, one child did not have documentation of medical exam. This particular child was enrolled June 12, 2023. Ensure all children’s information is up to date and the required information is completed and on file as required. If a child has an asthma or an allergy, a medical action plan should be completed by the child’s physician and attached to the child’s application. Also, post the action plan in an area where it can be viewed in the room where the child attends. We also reviewed how to complete the medication permission forms. ACTIVITY PLANS: A current and dated activity plan is required for each group of children. Continue to post the activity plan for each week either the Friday before or that Monday morning before the children arrive. Reference NC Child Care rules found in Section .0508 for more information pertaining to activity plans. Ensure the activities provided stimulate the five domains of development that can be found using the NC Foundations for Early Learning and Development. HEALTH AND SAFETY TRAININGS: Health and Safety training topics must be completed within the first year and every five years thereafter. If a person is employed and has completed any of the health and safety trainings but the trainings were completed more than a year prior to their hire date, the trainings must be completed again. The health and safety trainings are offered for free via DCDEE Moodle. Staff have to use their individual NCID and password to log into Moodle. 1. Go to the DCDEE website: https://ncchildcare.ncdhhs.gov and click on Provider, Training and Professional Development, DCDEE Moodle. OR go directly to the Moodle site - https://www.dcdee.moodle.nc.gov 2. In the upper right corner click login and type in your individual NCID and password 3. Scroll down to the bottom of the page until you see a search bar 4. Type in ”2023 CCDF health and safety in child care” 5. The training module will come up, click “self-enroll.” 6. Eight different trainings will show that you can take 7. A 9th training has been added regarding medication. Go back to the search bar and type 2023 Part 1: Medications in child care to access. 8. Reminder: print your training certificate upon completion and record onto your ongoing training log Child care staff are expected to be well informed about child abuse and neglect issues and adequately trained to prevent and recognize potential maltreatment. The “Recognizing and Responding to Child Abuse and Maltreatment” training must be completed within 90 days of hire and every five years. This training must be completed via the Prevent Child Abuse NC website: www.preventchildabusenc.org. Documentation of training must be kept on file for review. Complete the health and safety training record as found on the DCDEE website. This training can be completed within a staff member’s first two weeks of employment since training regarding child abuse and neglect is a topic listed. EPR PLAN: You stated you completed the EPR training and EPR Plan. You were unable to find your EPR notebook today that has your plan in it for review/verification. If needed, you can access your completed EPR plan form the Risk Management Portal and print another copy to maintain on file. Ensure you continue to review the EPR plan with staff as they are hired and annually thereafter. RATED LICENSE ASSESSMENT: Discussions occurred today regarding the two-component star rated license for a center located in a residence. You are familiar with the Rated License and the components of the Rated License since you have operated a family child care home. We reviewed that you will be due to complete the reassessment process based on the cohort you are in, which is cohort 1. You are currently in your preparation year for reassessment and your reassessment will be completed between July 1, 2024, and June 30, 2025. The Family Child Care Environment Rating Scale, (FCCERS-R), will be completed, if you choose to have the FCCERS-R completed as part of the reassessment. Until then I will process your rated license using the previous FCCERS-R score when you completed the assessment last several years ago. You earned a score of 4.91 on the FCCERS-R. Ensure you and staff are accessing NCRLAP’s website for resources, videos, training, and information pertaining to the FCCERS-R for your future reassessment, if you choose to have the FCCERS-R completed. Staff can use the “Thinking More” worksheets as a resource to help them in preparation for the Scales as well. We reviewed information pertaining to WORKS. You are also familiar with WORKS. WORKS is a self-service applicant portal that will be used by an individual applicant to register and maintain their workforce information to support education requirements. The WORKS portal is available online and requires the user maintain an individual North Carolina Identity Management (NCID) username and password. Electronical official transcripts can be submitted to the Workforce Education Unit from a person’s college or university provided the school participates with the National Clearing House. If not, then official transcripts must be mailed to the Workforce Education Unit at DCDEE for evaluation. D.Bailey needs to develop a WORKS account and submit her electronic official transcript to the Workforce Education Unit for education evaluation. I cannot process your rated license until her education has been evaluated and I can review the information. At this time, points for Education Standards cannot be determined.
