Jennifer Garner, Lead Child Care Consultant, assisted with today’s visit. Your program currently operates with a 1-star license, issued January 4, 2012. Restrictions on your permit include a capacity of 8 children, ages 0-12 for 1st, 2nd, and 3rd shift care, maximum of 5 preschool children at any time, outdoor play limited to fenced area, and enrolled children must be located in licensed facility. Your last annual compliance visit was conducted on February 12,2025. The center’s compliance history was reviewed with the operator. The program’s compliance history is 99% as of January 22, 2026. You, Julia Ferrell, owner, were present and available for consultation during today’s visit. Today 4 children were enrolled and 4 children were present, ranging in age from 2-3 years of age. Children were observed in the main child care space, which is adjacent to the front door. The main child care space is arranged in activity areas to include but not limited to dramatic play, blocks, language, and manipulatives. Ms. Ferrell interacted with the children asking them open-ended questions and was actively engaged in play. Children were engaged in coloring with crayons, playing hide and seek, playing with cars, and building with blocks. For lunch, corndogs, corn, bananas, cheese stick, and milk were served. All staff files and all the four children’s files were reviewed today and found in compliance. The following violation was observed and documented during today’s visit. The violation was corrected during the visit. Violation Number Comment Rule 702 Potentially hazardous items, including but not limited to, power tools, nails, chemicals, propane stoves, lawn mowers, and gasoline or kerosene, whether or not intended for use by children were not stored in locked areas, removed from the premises, or otherwise inaccessible to children. Today, antibacterial wipes was located on the kitchen counter, assessable to children. As well as Comet, bleach cleaner, and Drano was located under the kitchen sink with an unapproved lock. .1719 (a) (1) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. As the violation was corrected during the visit, no compliance letter is needed. Technical Assistance: Lead, paint, and asbestos testing- You completed the testing and received your results on January 24, 2025. Today we discussed the types of approved locks. Approved locks are magnetic locks, key locks, and combination locks. These are the only approved types of locks. Tot locks are not considered locks. Ensure chemicals and hazardous products are stored appropriately in locked storage or out of reach of children. We shared information about the different types of magnetic locks that could be used instead of the tot locks that are installed currently. Today I reviewed your education in WORKS. Please go into your WORKS account and request evaluation as a family child care home provider. At this time, you stated that you are not interested in applying for a 2-5 star rated license. During the visit an overview of section .3200 of the child care rules was provided using the QRIS Conversation Template and resources available on the QRIS Modernization Page, https://ncchildcare.ncdhhs.gov/Provider/Licensing/Star-Rated-License/QRIS-Modernization. All the newest information on the QRIS rated license assessments and documents are currently posted here. Each of the following pathway options were discussed: Pathway 1 - Program Assessment, Pathway 2 - Classroom and Instructional Quality, and touched on Pathway 3 - Accreditation and Head Start. We reviewed the components common to Pathways 1 and 2: Any staff person who will be evaluated as part of the Lead Teachers or Other Educators needs to register for a Works account and submit original, official transcripts or update their current Works account and submit new education. We walked through the Individual and Facility Continuous Quality Improvement (CQI) forms (individual and center). You will complete the complete the center form for your facility and an Individual CQI annually. (This will also count as your Professional Development Plan) Maintain these in your staff files. We reviewed the Family and Community Engagement Plan. We reviewed the Foundational Practices. Ensure that they are included in the parent handbook Consider creating a notebook to collect documentation of the practices including pictures, flyers, newsletters, emails, etc. Pathway 1 – Program Assessment: You will complete a 3-month ERS Self-Study using the Thinking More About FCCERS-3. We discussed information available on the NC Rated License Assessment website, www.ncrlap.org,including training and forms for the three-month self-study and other resources (videos, documents, live and recorded training) and opportunities for an Outreach Assessment. To request Outreach Assessment - Email ncrlap@uncg.edu or call 1-866-362-7527. When the 3-month self-study is completed, you will complete and submit the Self-Study Verification Form. Pathway 2: Classroom and Instructional Quality We reviewed the list of approved curriculums and formative assessments as an approved curriculum and formative assessments will be required for pathway 2. You will need to provide verification that you have received training on the selected curriculum and formative assessment tool. We discussed options for five hours of additional training (on-going training or CEUs) or coaching/mentoring option. Provider Portal for ABCMS (the criminal records check database): As stated in G.S. 110-90.2 & .2703(r), child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility (household members in a Family Child Care Home) within five business days. Previously, written notification such as the “Change of Information” form was used, however the process of notifying the Division has changed and is now captured in ABCMS. Reminder, water should be made available during the day. Remember that children are only allowed 6 oz of fruit juice a day, water and milk only. Restrictions on the permit include: a capacity of 8 children, daytime and overnight shift with an age range of 0-12, maximum of 5 preschoolers at any time, outdoor play must be limited to fenced area, and enrolled children must be located in licensed facility. Prior to today’s visit you eighteen-month compliance history was 100%. You, Julie Ferrell, was present and caring for the children. There were five children present today, ranging in age from eleven months to four years old. You greeted me at the door and welcomed me into the home. You were holding the infant and explained you had been rocking him to sleep. You were observed patting the infant’s back and giving a lot of reassuring hugs. The four other children were napping in an extra bedroom used as a nap room. You have not enrolled any children since the last visit. Violation Number Comment Rule 1301 Operator did not complete the required number of on-going training hours as specified in rule. The provider received 5 of the 8 required training hours. GS 110-91(11); 10A NCAC 09 .1705(b)(5) A violation was documented during the visit and must be corrected immediately.
