This visit was conducted with Tara Talluto, Lead Teacher. Currently this center operates with a Four Star license. Restrictions include daytime care only and meets all enhanced requirements and reduced ratio. This facility is owned and operated by Rockingham County Schools. The sanitation inspection was completed January 22, 2026. The facility received a superior rating with no demerits. The fire inspection was completed on September 22, 2025. Upon arrival staff/child ratio was observed and in compliance as indicated on the attached enrollment worksheet. Children were adequately supervised during today’s visit. All indoor and outdoor areas were observed during today's visit. Twelve (12) children were present during today’s visit. The children were observed playing indoors, and completing routine tasks. Fire drill reports and playground inspections were monitored during today's visit. The last fire drill was completed February 25, 2026. It took the children forty-two (42) seconds to evacuate. The last emergency drill, a lockdown drill, was completed on February 25, 2026. Emergency drills must be conducted every three (3) months. Children’s and staff files were reviewed according to the policy set by the Division of Child Development and Early Education. Ms. Talluto stated that no child enrolled has emergency medication. Ms. Talluto stated that they do not provide routine transportation. The NC Pre-K requirements were monitored today. The facility currently has twelve (12) NC Pre-K children. The following violation was observed during today's visit. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The principal is not listed in the staff roster in the ABCMS system. Also, the teacher is listed as qualified but not employed. G.S. 110-90.2 & .2703(r) Rated License Information: Today we discussed the QRIS modernization plan. I completed a template documenting the pathway you plan to pursue, identifying needs, documenting a timeline for completion, resources, next steps, etc. Over the next few months, I’ll be checking in with you, ahead of your next visit to check on progress and determine if additional assistance is needed with WORKS, NCRLAP/ERS, accreditation, etc. Compliance: You must correct the violation found during today's visit immediately. Please send me two (2) letters verifying compliance. The letters must be received by March 19, 2026. Please include in your letter each violation number and how you corrected each violation and what plan will be implemented to prevent these violations from occurring again. Please include the name of your center and ID number, date, and the title of the person who signs the letter. Please send the letter to: Sally Allen, PO Box 1305, Eden, NC 27289. If you state in your letter that corrections have been made when they have not, it will be considered falsification of information. This visit was conducted by Sally Allen, Child Care Consultant with Tara Talluto, Lead teacher. Currently this child care center operates with a Five (5) star license, issued February 19, 2020. Restrictions include daytime care only and meets all enhanced requirements and reduced ratios. The sanitation inspection was completed on May 1, 2023. The facility received a superior rating with no demerits. The fire inspection was completed on September 15, 2023. A copy was received during today’s visit. This facility is owned and operated by Rockingham County Schools. All indoor and outdoor areas were observed during today’s visit. Seven (7) children were present during today’s visit. The children were observed arriving to the school, going to classroom, washing hands and playing with toys. The first child arrived at 7:20 and they met at the front door until 7:42 and then one (1) teacher walked six (6) children to the classroom. The parents are supposed to walk the children to the front door, however, I observed a child walking to the front door of the school by herself. The only adults outside were the teachers performing the drop off routine, none of which has a qualifying letter. A school aged child was opening the front door for people. The two (2) teachers were inside with five (5) children. The emergency drill log was monitored during today's visit. The last fire drill recorded was completed on August 31, 2023, with forty-five (45) seconds to evacuate. The last emergency drill, a lockdown, was completed on August 31, 2023. The staff files were not reviewed today. There is one (1) new staff. Lori Davis is the new principal. She does not have a current qualifying letter. In the system it is listed as in process. Employees must have a qualifying letter prior to employment. She must not be left alone or counted in staff/child ratio until she receives her qualifying letter. Ms. Talluto stated that no child enrolled has emergency medication. They do not provide transportation. The following violations were cited today. Violation Number Comment Rule 1041 Prior to employment a Criminal Background Check was not completed. The new administrator does not have a qualifying letter. G.S. 110-90.2(b) Technical Assistance: 1-Health and Safety training topics, except for Recognizing and Responding to Suspicions of Child Maltreatment and CPR and First Aid trainings, must be completed within the first year of employment. The Recognizing and Responding, CPR, and First Aid trainings must be completed within ninety (90) days of employment. Then these trainings must be completed every five (5) years after the initial completion, except CPR and First Aid, which must be completed every two (2) years. 2-The schedule posted must reflect what is happening on a daily basis. 3-NC Pre-K assistant teachers must hold a CDA or be working toward an Associate’s Degree in one of the required courses. We reviewed the NC Pre-K Additional Guidance for NC Pre-K programs. 4-Any person left alone or counted in staff/child ratio must have a current qualifying letter. 5-The preservice for administrator form must be signed by the owner/operator. For the schools that would be the superintendent. Compliance: You must correct the violations found during today's visit immediately. Please send me a two (2) letters verifying compliance. The letters must be received by October 12, 2023. Please include in your letter each violation number and how you corrected each violation and what plan will be implemented to prevent these violations from occurring again. Please include in your letter the name of your center and ID number, date, and the title of the person who signs the letter. Please send the letter to: Sally Allen, PO Box 1305, Eden, NC 27289. If you state in your letter that corrections have been made when they have not, it will be considered falsification of information.
