This visit was conducted with Nina Brown, Lead Teacher. Currently this center operates with a Five Star license. Restrictions include daytime care only, meets all enhanced requirements and reduced ratio and Certified Developmental Day. This facility is owned and operated by Rockingham County Schools. The sanitation inspection was completed October 6, 2025. The facility received a superior rating with four (4) demerits. The fire inspection was completed on September 10, 2025. I received a copy today. Upon arrival staff/child ratio was observed and in compliance as indicated on the attached enrollment worksheet. Children were adequately supervised during today’s visit. All indoor and outdoor areas were observed during today's visit. Ten (10) children were present during today’s visit. The children were observed playing indoors, completing routine tasks, participating in group time and preparing for lunch. Fire drill reports and playground inspections were monitored during today's visit. The last fire drill was completed January 15, 2026. It took the children twenty-eight (28) seconds to evacuate. The last emergency drill, a lockdown drill, was completed on December 15, 2025. Emergency drills must be conducted every three (3) months. Children’s and staff files were reviewed according to the policy set by the Division of Child Development and Early Education. Ms. Brown stated that no child enrolled has emergency medication. Ms. Brown stated that they do not provide routine transportation. The NC Pre-K and Developmental Day requirements were monitored today. The facility currently has eleven (11) NC Pre-K children. The following violation was observed during today's visit. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. There is not a staff roster in the ABCMS system. G.S. 110-90.2 & .2703(r) Rated License Information: Today we discussed the QRIS modernization plan. I completed a template documenting the pathway you plan to pursue, identifying needs, documenting a timeline for completion, resources, next steps, etc. Over the next few months, I’ll be checking in with you, ahead of your next visit to check on progress and determine if additional assistance is needed with WORKS, NCRLAP/ERS, accreditation, etc. Today, WORKS was checked and the new administrator is not listed. They must register for a WORKS account and then request to be evaluated. Also, the teacher assistant has an account in WORKS but it is only showing a high school diploma. She must submit education and request to be evaluated. Technical Assistance: 1-Child Care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. Provider Access to ABCMS allows administrators to: •See the real-time background check status of staff members •Run a printable report of the staff roster to assist with compliance visits •See new background check applicants and add to staff roster To get started, complete the ABCMS Child Care Provider Portal Training in Moodle. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. This visit was conducted by Sally Allen, Child Care Consultant, with Nina Brown, Lead Teacher. Currently this center operates with a Five Star license. Restrictions include daytime care only, meets all enhanced requirements and reduced ratios and Certified Developmental Day. This facility is owned and operated by Rockingham County Schools. The sanitation inspection was completed February 15, 2024, with a "Superior" classification with no demerits. The fire inspection was completed on September 12, 2023. Children’s and staff files were reviewed according to the policy set by the Division of Child Development and Early Education. Hazardous supplies were kept in locked storage. Ms. Brown stated that no children enrolled have emergency medication. Ms. Brown stated that they do not provide transportation. The NC Pre-K and Developmental Day requirements were monitored today. The facility currently has five (5) NC Pre-K children. The following violation was observed during today's visit. Violation Number Comment Rule 1041 Prior to employment a Criminal Background Check was not completed. A teacher was employed November 2023 but did not receive a check until January 2024. G.S. 110-90.2(b) Consultation: 1-1-The health and safety trainings are required to be completed within the first year of employment, with the exception of Recognizing and Responding to Suspicions of Child Maltreatment, CPR and First Aid training. These three (3) trainings must be completed within ninety (90) days of employment. Following the initial completion of the health and safety trainings they must be completed within the next five years of employment or prior to expiration (CPR and First Aid). There is a training log available on the Division’s website to document the completion of the trainings. All topics must be covered. The Recognizing and Responding to Suspicions of Child Maltreatment training can be found at https://www.preventchildabusenc.org/. 2. This is a resource provided by NC Child Care Health & Safety Resource Center to assist in finding needed trainings. Please check these benches and help prevent splintering. 4-We discussed screen time and children with devices that are part of their IEP.
