The last annual compliance visit was conducted 1/6/26. Currently this program operates with a GS 110 Notice of Compliance issued 10/11/19. The status of the corporation is current/active. The center director, Megan Coats, assisted me today. I conducted an assisted walk-through of the center. The last sanitation inspection was completed 4/1/26 with a ‘Superior’ classification and 4 demerits. The last fire inspection was conducted on 3/26/26. Children were out for summer break. The facility does not provide transportation. A partial assessment of applicable childcare rules was conducted today. The following violation(s) were documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The fire inspection was completed 3/26/26. The previous one was completed 3/18/26. 10A NCAC 09 .0304(a) 805 Fire drills were not practiced monthly and/or the drill record was incomplete. A fire drill was not completed for April or May 2026. .0604(t); .0302(d)(5) 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. Each violation cited was discussed with Ms. Coats. The violation(s) documented above must be corrected immediately. A signed and dated letter of compliance must be received on or before 6/3/26. The letter must include the following: *Facility Name and ID number *List of each violation number *How each violation was corrected All items must be included, or the corrective action letter will be returned for corrections. CONSULTATION: It is best practice to reach out to your fire inspector at least thirty days prior to the expiration date of the fire inspection to ensure it is completed on time. The inspection must be completed by the 364th day each year. A fire drill must be completed monthly. A shelter-in-place or lockdown drill must be completed every three months. We discussed the rules for record retention for program, staff, and children’s records. The childcare rule is 10A NCAC 09 .2318. A checklist was used today to note the childcare requirements monitored today, and a copy was left with you. The last annual compliance visit was conducted 1/17/25. Currently this program operates with a GS 110 Notice of Compliance issued 10/11/19. The status of the corporation is current/active. The center director, Megan Coats, assisted me today. I conducted an assisted walk-through of the center. The last sanitation inspection was completed 9/16/25 with a ‘Superior’ classification and 0 demerits. The last fire inspection was conducted on 3/18/25. Children were observed playing in activity areas, large group activities, playing outside, and routine care activities. The facility does not provide transportation. A full assessment of applicable childcare rules was conducted today. The following violation(s) were documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). The letter for D. Smith expired 9/15/25. The new letter was dated 9/19/25. CONSULTATION: Ms. Coats stated she was having difficulty locating a trainer for the emergency preparedness plan. During today’s visit I located some trainers in Randolph County that offer the training online. This information was shared with Ms. Coats. The next training is offered January 20th from 6:30-9:00 pm. We discussed having staff plan to begin the process of renewing their criminal background letters at least two months prior to the expiration date. The facility currently operates with a Notice of Compliance that was issued on July 29, 1997. The last annual compliance visit was conducted on January 30, 2024. The teachers were present and assisted me during the visit. Children were observed participating in table work, the teacher was observed reviewing the alphabet with the children. In the classroom for younger preschool age children, the children were observed coloring. The children were also observed playing outside. The last sanitation inspection was completed November 15, 2023 with a “Superior” classification. The last fire inspection was conducted May 14, 2023. There are no new staff since the last annual compliance visit. During today’s visit, a partial assessment of applicable child care requirements was conducted. I observed the following violations. Violation Number Comment Rule 805 Fire drills were not practiced monthly and/or the drill record was incomplete.There was no fire drill documented for February 2024 and April 2024. .0604(t); .0302(d)(5) 807 A safe indoor and outdoor environment was not provided for the children. The swings on the playground had open S hooks. 10A NCAC 09 .0601(a) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. The were open outlets on power strips in both classrooms. 10A NCAC 09 .0604(c) The violation(s) must be corrected immediately, and a letter must be sent to me no later than May 15, 2024 stating how each item was corrected and how you plan to maintain compliance with the requirement.
