Your program currently operates with a Five-Star license. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. Today’s visit was conducted with both of you, Ms. Toebas and Ms. Watson. There were two substitutes present today and one new permanent staff member. I monitored two classrooms in use for compliance with supervision, and staff interaction/discipline. The NC Pre-K requirements in section .3000 of the childcare rules were monitored for compliance. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. Children played in activity areas independently and with a staff member who facilitated a small group activity. Children moved between different activities. After free play, children transitioned to a large group activity. One activity included gross motor music and movement activity. Staff assisted walked around and assisted children with different activity areas, facilitated small group activity, led large group activity, and helped children with interactions when needed. Staff talked with children about reasons for actions, reminded children of classroom rules, and talked through situations with children. The facility was monitored for health and safety requirements. Program requirements, equipment, and furnishings were observed in compliance. A sampling of children and staff’s records were monitored, and information was documented on the children’s records form and the staff and training worksheet. Two staff only had qualifying letters available for review and no other files were not available. A violation was documented. A checklist was also used to monitor compliance today. The last annual compliance visit was conducted 1/30/2025. The sanitation and fire inspections were current. Violation Number Comment Rule 1043 All staff records, except financial records, were not made available for review. Two staff members only had their qualifying letters available for review. No other file was available. G.S. 110-91( 9) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. TECHNICAL ASSISTANCE: CPR/FIRST AID – Today I explained all staff must maintain current CPR and first aid certifications. Scheduling to complete the training at least three months prior to the expiration, will aid in ensuring staff maintain compliance. You may also use reminders both electronic or physical to alert you of upcoming due dates. CONSULTATION: Children’s Environmental Health: Virtual trainings for child care center operators on the newly readopted child care sanitation rules will be held on September 20, 2023, and September 26, 2023; both scheduled from 9:00 am – 11:30 am. These trainings are identical. Additional information is forthcoming so be sure to check your email. New Child Care Rules: The Child Care Commission revised rules the related to staff/child ratios for multi-age groups; cooperative arrangements; and enhanced space requirements. I gave you a copy of the Summary of Rule Changes Effective July 1, 2023, for Child Care Centers. You may access training on these new requirements on MOODLE at ncchildcare.ncdhhs.gov. Ensure you are using the updated July 1, 2023, Child Care Rules book. You may access the new requirements at ncchildcare.ncdhhs.gov in the child care rule section in the provider tab.
