Name of Operation: THE LEARNING RAINBOW CHILD DEVELOPMENT CENTER Facility ID: 92003603 Consultant: ELIZABETH LESTER Operation Type: Center Case Number: Visit Date: 12/17/2024 Number Present: 14 Completed Date: 12/17/2024 Age: From 1 To 4 Total Minutes: 120 Time In: 09:15 AM Time Out: 11:15 AM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s visit was to monitor compliance during an annual compliance visit. I completed a walk-through with the owner and director, Towanna Pace. At the time of visit, there were a total of 14 children present. The children were observed playing with materials, participating in circle time, going over colors and shapes, engaging in group play. Two (2) of the classroom were closed and no children are enrolled. LICENSE STATUS Currently this center operates with a three star license issued January 6, 2021. I reviewed the NC Secretary of State's website and observed that the owner is listed as current/active. INSPECTIONS I reviewed all required inspections including fire drills, emergency drills, sanitation, fire and outdoor inspections. Inspections were found to be in compliance. MONITORING During today’s visit, a full assessment was conducted, monitoring all space occupied by the children, including the outdoor play environment. All staff files were verified and a selection of children files were reviewed. All spaces were monitored for supervision, staff/child ratios, materials, equipment and required postings. A checklist was used to note the requirements I monitored today. I left a copy of the checklist at the end of the visit. ANNUAL IN-SERVICE TRAININGS This provider’s annual in-service calendar dates are January 1 through December 31st. The following violation was documented. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. the last fire inspection was conducted on 2/7/2023. 10A NCAC 09 .0304(a) Please mail or email your letter of compliance by December 31, 2024. The letter must address the violations and describe how the violations were corrected. Any violations documented during visits to your program may have an impact on the total compliance history score and cause your score to drop below the mandated level. **Prior to today’s visit, the compliance history score for the center was 95%. Any violations cited during today's visit may affect this percentage. TECHNICAL ASSISTANCE >>We discovered that your fire inspection was conducted 2/7/23. You spoke to the fire marshal while I was present and he advise you on how to request an inspection and they are going to get your inspection completed by the end of the year. >>Please check your recognizing and responding to child maltreatment training dates. This training is required every five (5) years. >>Also we discussed you evaluation plans. Please make a copy and posted in each classroom with evacuation instructions. While I was present you made copies of your plan. RATED LICENSE Hold harmless has been extended until the new QRIS (STAR rating) rules are implemented (SB 425). Providers in Cohort 1 are not required to continue their with a rated license assessment unless you want to, and providers in Cohort 2 do not need to start their preparation year assessment unless you want to. Prep year scales and assessment year scales are optional and up to your discretion at this time. Please continue to work on preparing and ensuring staff education is current in WORKS. Message from NCRLAP https://ncrlap.org/ 2024: “NC continues to use the Revised editions of each scale for official assessments. The Revised editions have spiral bindings on the side and not the top, so make sure to have the correct version when thinking about your next assessment. Beginning on February 1, 2025 the Third editions of the ECERS, ITERS, and FCCERS will be used for official assessments; these scales all have a spiral binding on the top. More information about these versions will be posted in the fall of 2024 to help programs get to know the new measures and think about future assessments”. I completed a walk-through with the owner and director, Towanna Pace. At the time of visit, there were a total of 20 children present. The children were observed playing with materials, playing musical chairs, preparing for lunch and the infants were enjoying floor play. LICENSE STATUS Currently this center operates with a three star license issued January 6, 2021. This center is in cohort 2 (two). The preparation year started July 1, 2024 and the assessment year will start July 1, 2025. I reviewed the NC Secretary of State's website and observed that the owner is listed as current/active.
