Your program currently operates with a Notice of Compliance. Today’s visit was conducted with you, Luanna Moore, Center Administrator. Karen Lusuriello, Assistant Center Director, was also present. You accompanied me as we walked through the facility. We visited each indoor and outdoor space used by children. Staff/child ratios, supervision, capacity, group size, and staff interaction/discipline were in compliance. Several groups of children played on the outdoor play area. Children transitioned indoors. Other children played in activity areas. Staff assisted children by encouraging them to use the potty independently. They talked with children about helping each other complete a task. Staff also reminded children of classroom rules. In the rooms for younger children, staff fed children, helped children access materials, and assisted children with movement. In another room, staff assisted children with finishing eating lunch and preparing for rest time. Staff brought children’s lunch that was sent from home, into the classrooms. You explained parents are required to provide meals that meet nutrition requirements. If a meal sent from home does not, you would provide a supplement that will provide the items needed to meet the requirements. You do not have parents complete a nutrition opt out form. The last annual compliance visit was conducted on 5/14/2025. All inspections, drills, and program records complied. The facility was monitored for health and safety requirements, equipment, and furnishings. A sampling of children’s records and staff files was also monitored. Information was documented on the staff and training worksheet and children’s records form. One violation regarding children and one regarding staff records was documented. A checklist was also used to monitor compliance. This facility does not provide transportation. The facility’s owner is current/active with the NCSOS. Violation Number Comment Rule 849 Leftover medicines were not returned to the parent after the course of treatment was completed, after authorization was withdrawn or after authorization had expired and/or medication was not discarded within 72 hours of completion of treatment or withdrawal of authorization. Diaper Cream and ointment that was no longer being used was not returned to the parent or discarded. .0803(12) 1311 Emergency medical care information was not on file in the center on the child's first day of attendance and/or was not updated as changes occurred or at least annually for each child. Emergency medical care information was not updated at least annually for one child. .0802(c) 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. Eight staff members have not been linked to your facility through the ABCMS. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before May 7,2026, I must receive a letter of compliance explaining how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. Be sure to include your facility’s name and identification number. If sufficient information is not received by the due date, a follow-up visit may be conducted. Today you explained that staff have been experiencing issues when trying to access their accounts on the ABCMS. Staff may reach out for assistance with their NCID. Support for NCID is provided by NC Information Technology Services or by telephone at 919.754.6000. For assistance with ABCMS, staff may contact (919) 814-6401 or Fax (984) 236-8223 or email at DHHS.CBC.Unit@dhhs.nc.gov. There are existing and new staff that have not been connected to the system. I sent an email with instructions attached to assist with completing the ABCMS process. I also encourage you to call support for the ABCMS to get additional assistance with completing the requirements of connecting staff to the system. Medication Authorization – Outdated authorization can lead to errors, such as incorrect dosages, wrong timing, or administering a medication that is no longer needed. Today you discarded leftover diaper cream and ointments that were no longer being used. ADDITIONAL INFORMATION: Be sure to visit the “What’s New” section of DCDEE website for new information. You may download the most recent version of the Child Care Requirements on DCDEE website. Click the provider tab and scroll down to the child care rules tab. The newest version is dated July 1, 2025.
