This facility currently operates with a Five (5) Star License that was issued on 11-5-18. The last sanitation inspection was completed on 6-9-25 with an “Superior” classification. The last approved fire inspection was conducted on 2-13-25. The NC Secretary of State website was reviewed today and this facility’s corporation’s name, Spanish for Fun!, Inc. was listed as “Current-Active.” Today’s visit was conducted with you, Marcela Uribe, center director. I monitored the three (3) classrooms in use for compliance with staff/child ratios, supervision, and staff interaction/discipline. The program was also monitored for health and safety requirements both indoors and outdoors using the annual compliance monitoring checklist. Children completed daily activities with adequate supervision and engagement from the caregivers. The children were observed outside on the playground with the caregivers and the caregivers were observed completing diapering/handwashing routines and attending to the children’s basic needs. The program requirements, along with equipment and furnishings were observed. Compliance with staff records was documented by you. New staff records, along with children’s records were reviewed today. Medication observed on the premises was monitored. This facility does not provide transportation. The following violation of child care requirements was cited during today’s visit and must be corrected immediately. Technical assistance on how to maintain compliance was provided. Violation Number Comment Rule 1825 All staff did not review the center's EPR Plan during orientation and/or on an annual basis with the trained staff. Documentation of the review was not available on file for two (2) newly hired staff. .0607(f) The above violation must be corrected immediately and a letter must be sent to me no later than 8-27-25 stating how the item was corrected and a plan to maintain compliance with the requirements. The following were discussed with you during today’s visit: • Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. • Technical Assistance was provided with the following suggestions that may be beneficial: - Review of the Emergency Preparedness and Response Plan and Emergency Medical Care Plan: It is important to review the emergency medical care plan and emergency preparedness and response plan with staff upon hire and annually because regular reviews ensure that staff are well-prepared to respond timely and effectively in emergencies, which is crucial for protecting children during emergencies/disasters. Emergency plans help staff think through different scenarios and actions to take, enhancing their ability to respond appropriately. It was suggested to make a packet of all of the paperwork needed for a new hire to include signed acknowledgement that during orientation the Emergency Medical Care Plan and the Emergency Preparedness and Response Plan were reviewed ensuring the safety and protection of both children and staff. Then remember that annually the Emergency Medical Care Plan and the Emergency Preparedness and Response Plan shall be reviewed and signed acknowledgement shall be on file. Set a reminder on your calendar to complete these acknowledgements annually. • Your lead in water results completed on 10-11-2023 from Clean Classrooms for Carolina Kids were observed today, as well as you have completed the lead in paint testing but the asbestos testing on the Clean Classrooms for Carolina Kids indicates “Enrollment Started.” Please contact Clean Classrooms for Carolina Kids to complete your enrollment for the asbestos testing. • Today I helped you with logging into the Automated Background Check Management System (ABCMS) and getting you and your assistant director connected in the system. ASAP please get the remainder of your staff connected in the ABCMS system. • Upon arrival to the residence you were updating your Emergency Preparedness and Response Plan in the Risk Management Portal. You stated that you would print your updated plan and place it in your Ready to Go File since the plan was last updated 8-13-24. • When reviewing the staff files a training certificate from Safe Guard Classes for Safe Sleep – SIDS was observed. It was explained that this training certificate does not meet requirements for SIDS training. Child care requirement 10A NCAC 09 .1102(f) indicates that in centers licensed to care for infants, the child care administrator and any child care provider scheduled to work in the infant room shall complete ITS-SIDS training, a training specific to the North Carolina. Today, I assisted you with finding resources for ITS-SIDS training opportunities since the Safe Guard Classes for Safe Sleep – SIDS is not approved and does not meet requirements. You stated that the provider with this training is a floater and that they will not be a caregiver in the classroom for infants until the complete ITS-SIDS training. • As a resource for finding approved trainings, I shared with you Wake County’s resource and referral agency, Early Years (formerly Child Care Services Association), https://www.earlyyearsnc.org/providers/, which offers a wide range of services to the integral part of the child care system, where they help educators and directors provide high-quality services. Under the “Providers” tab there is a training calendar with trainings created by Early Years that are approved by the NC Division of Child Development and Early Education and are based on the approved in-service training topic areas. • Hot days can affect anyone. If there is a child with asthma, or have a heart condition or other chronic health conditions, heat can make your health worse. Being outside can provide many benefits to children's health. Hot weather, however, can create conditions that can harm children's health, especially because children have unique sensitivities to heat exposure. Children's developing minds and bodies may be more sensitive to higher temperatures than adults. Use the Weather Chart to determine when it is safe for children to go outside. A copy of the weather chart was emailed to you today. • The Healthy Social Behaviors (HSB) Project supports teachers to promote healthy social-emotional development and reduce the expulsion rate among young children in licensed child care centers across North Carolina. Specialists are available with early childhood education backgrounds who are passionate about empowering teachers to develop learning environments and teaching practices that promote prosocial skills in young children. A flyer with the challenging behaviors hotline information was provided today. • Today it was explained that you can review the QRIS requirements, which includes three pathways to choose for the new rated license process. This facility operates with a Five (5) Star License issued on 11-5-18. The last annual compliance visit was conducted on 9-5-24. Today’s visit was conducted with you, Carina Sevilla, Assistant Director. Upon arrival to the facility, I was greeted by you. The children were observed eating snack, outside on the playground, engaged in free play in activity centers and completing handwashing routines. The caregivers were nurturing as they met the childre’s needs. Today a walk-through was completed visiting the three (3) classrooms where children are in care. Compliance with capacity, supervision, discipline, attendance, program requirements, storage of hazardous substances, CPR & First Aid, permit restrictions, and the required postings was monitored as a partial assessment of applicable child care requirements. The following violation of child care requirements was cited during today’s visit and must be corrected immediately. Technical assistance on how to maintain compliance was provided. Set a reminder to review/update medications in each classroom. You must remember the “five rights” of medication use: the right child, the right medication, the right time, the right dose, and the right route—all of which are generally regarded as a standard for safe medication practices. You and the caregivers must know what medication the parent/guardian authorized to be administered and how the parent/guardian wants medication given. If documentation is required after the medication is administered, then documentation with the required information must be completed and kept on file for six months. Having clear, detailed procedures for obtaining administered medication protects children from mistakes that can affect their health. It was suggested to reiterate in your monthly newsletter to parents that medication must accompany a permission slip, and it was suggested all staff complete training on administering medications. Place a neon sign, labeled “Emergency Medications Here” so staff can easily identify where emergency medications are stored. • Please connect/link you and your staff in the criminal record check portal asap. Center directors can now access the Automated Background Check Management System (ABCMS), the DCDEE’s criminal background check system. A handout titled “How to Connect Staff in the Automated Background Check Management System (ABCMS)” was provided today that gives instructions for connecting/linking you and your staff. ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. The course is titled ABCMS Child Care Provider Portal Training - under the Early Childhood Professional Development Tab, then under the Criminal Background (CBC) tab. Today’s visit was conducted with you, Carina Sevilla, Assistant Director. Upon arrival to the facility, I was greeted by you. The children were observed eating snack, outside on the playground, engaged in free play in activity centers and completing handwashing routines. The caregivers were nurturing as they met the childre’s needs. Today a walk-through was completed visiting the three (3) classrooms where children are in care. Compliance with capacity, supervision, discipline, attendance, program requirements, storage of hazardous substances, CPR & First Aid, permit restrictions, and the required postings was monitored as a partial assessment of applicable child care requirements. The following violation of child care requirements was cited during today’s visit and must be corrected immediately. Technical assistance on how to maintain compliance was provided. In space #1 permission to administer an Epinephrine Auto-Injector expired on 2-20-25. 10A NCAC 09 .0803(1)(a & b) The above violation must be corrected immediately and a letter must be sent to me no later than 5-14-25 stating how the item was corrected and a plan to maintain compliance with the requirements. The following were discussed with you during today’s visit: • Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. • Technical Assistance was provided with the following suggestions that may be beneficial: Medication Authorization: Any medication on the premises must be labeled with the child’s name, be accompanied by a current permission slip, filled out completely with the parent/guardian’s signature and date. Set a reminder to review/update medications in each classroom. You must remember the “five rights” of medication use: the right child, the right medication, the right time, the right dose, and the right route—all of which are generally regarded as a standard for safe medication practices. You and the caregivers must know what medication the parent/guardian authorized to be administered and how the parent/guardian wants medication given. If documentation is required after the medication is administered, then documentation with the required information must be completed and kept on file for six months. Having clear, detailed procedures for obtaining administered medication protects children from mistakes that can affect their health. It was suggested to reiterate in your monthly newsletter to parents that medication must accompany a permission slip, and it was suggested all staff complete training on administering medications. Contact your Child Care Health Consultant, Maria Nelson (919) 291-2499 maria.nelson@wake.gov to schedule training on medications. • Your lead in water results completed on 10-11-2023 from Clean Classrooms for Carolina Kids were observed today, however you need to complete your asbestos testing through the Clean Classrooms for Carolina Kids website asap. • Add more names to your Emergency Medical Care Plan to ensure that at all times there are staff on the premises to complete the items in the plan. • Today we discussed that you could add a wire basket or clear container to hold your emergency medication, mounted at least 5 feet off the floor. Place a neon sign, labeled “Emergency Medications Here” so staff can easily identify where emergency medications are stored. • Please connect/link you and your staff in the criminal record check portal asap. Center directors can now access the Automated Background Check Management System (ABCMS), the DCDEE’s criminal background check system. A handout titled “How to Connect Staff in the Automated Background Check Management System (ABCMS)” was provided today that gives instructions for connecting/linking you and your staff. ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. The course is titled ABCMS Child Care Provider Portal Training - under the Early Childhood Professional Development Tab, then under the Criminal Background (CBC) tab. The proposed child care rules are proposed to go into effect August 2025. There will be three pathways for the QRIS Modernization: program assessment, classroom and instructional quality, and national accreditation. The QRIS Modernization gives licensed centers and family child care homes more flexibility to demonstrate quality. This facility currently operates with a Five (5) Star License that was issued on 11-5-18. The last sanitation inspection was completed on 7-9-24 with an “Superior” classification. The last approved fire inspection was conducted on 1-11-24. The NC Secretary of State website was reviewed today and this facility’s corporation’s name, Spanish for Fun!, Inc. was listed as “Current-Active.” Today’s visit was conducted with you, Marcela Uribe, center director. I monitored the three (3) classrooms in use for compliance with staff/child ratios, supervision, and staff interaction/discipline. The program was also monitored for health and safety requirements both indoors and outdoors using the annual compliance monitoring checklist. Children completed daily activities with adequate supervision and engagement from the caregivers. The children were observed in circle time where the caregiver was reading the children a book and singing songs. The younger infants were observed on the floor with age appropriate toys. The caregivers were observed completing diapering/handwashing routines and attending to the children’s basic needs. The children were also observed in the Bye Bye Buggy being pushed from their classroom, through the parking lot, into the fenced playground. The program requirements, along with equipment and furnishings were observed. Compliance with staff records was documented by you. New staff records, along with children’s records were reviewed today. Medication observed on the premises was monitored. This facility does not provide transportation. The following violations of child care requirements were cited during today’s visit and must be corrected immediately. Technical assistance on how to maintain compliance was provided. We discussed as an administrator, it is your responsibility to review all employment file documentation and verify that required documents are received and employment onboarding tasks are completed within the specified time frame, using the Staff File Checklist. Orientation: Staff qualifications and training requirements are essential for staff who interact with and teach children. These requirements protect children in childcare facilities by ensuring these facilities provide a physically safe and healthy environment where the developmental needs of children are being met and where children are cared for by qualified staff. Each staff person shall receive 16 hours of orientation within the first 6 weeks of employment. Six of the hours are required to be completed within the first two weeks of employment. When documenting orientation, please ensure that all required information is entered onto the form. You can conduct orientation training as a group with new staff instead of one on one. Ensure you and applicable staff members reflect the date, hours, and signature on the orientation training form. It was suggested to calculate the total number of hours/minutes for each topic listed on the orientation form. Document those hours/minutes on the form and make copies to ensure you do not deter and provide the adequate number of hours during the correct timeframes, as required by the childcare rules. Medication: We discussed record keeping is one of the most time-consuming tasks associated with operating a childcare program. It is an important part of licensure. As an administrator you must allow time to review all necessary documentation to ensure accuracy. Any medication on the premises must be accompanied by a permission slip, filled out completely with the parent/guardian’s signature and date. Set a reminder to review/update medications in each classroom.
