This facility currently operates with a Five (5) Star License that was issued on 4-23-25. The last sanitation inspection was completed on 3-16-26 with an “Superior” classification. The last approved fire inspection was conducted on 9-12-25. The NC Secretary of State website was reviewed today and this facility’s corporation’s name, Wisconsin Evangelical Lutheran Synod was listed as “Current-Active.” Today’s visit was conducted with you, Julianna Kiecker, center director. I monitored the five (5) classrooms in use for compliance with staff/child ratios, supervision, and staff interaction/discipline. The program was also monitored for health and safety requirements both indoors and outdoors using the annual compliance monitoring checklist. Children completed daily activities with adequate supervision and engagement from the caregivers. The children were observed outside on the playgrounds where they were riding trikes, pushing push toys, playing in the sand box, throwing balls, interacting on the play structures, blowing bubbles and catching bubbles, interacting in activity centers, cleaning up centers to go outside, and completing toileting and handwashing routines. The program requirements, along with equipment and furnishings were observed. Compliance with staff records will be documented by you. New staff records, along with children’s records were reviewed today. Medication observed on the premises was monitored. This facility does not provide transportation. The following violation of child care requirements was cited during today’s visit and must be corrected immediately. Technical assistance on how to maintain compliance was provided. Violation Number Comment Rule 844 Prescribed medicine was not in original labeled container or accompanied by signed and dated written instructions from prescribing physician or health care professional. In Space #1, an EpiPen for one child was observed without the required prescription label. .0803(2)(a) The above violation must be corrected immediately and a letter must be sent to me no later than 4-23-26 stating how the item was corrected and a plan to maintain compliance with the requirements. The following were discussed with you during today’s visit: • Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. • Technical Assistance was provided with the following suggestion that may be beneficial: Prescription Label: Medications should always accompany the prescription label to ensure children’s safety and verifying correct dosage. Referring to the prescription label verifies the medication is given to the right child, in the correct amount, by the right method, and avoids errors like an allergic reaction or accidental overdose. It was strongly suggested to have parents bring prescription medications in their original container with the pharmacy label, along with a completed medical action plan and a signed permission slip. If any of these items are missing at the time of drop off, the medication should be sent back with the parent until all required documentation is provided and the medication can be properly stored at the facility. • Please submit completed staff and training worksheets asap. • It was recommended to post the updated November 2025 version of the Summary of the NC Law & Rules for Child Care Centers that was emailed to you today. • It is strongly recommended that staff complete the NC Foundations for Early Learning and Development training. The purpose of the North Carolina Foundations for Early Learning and Development is to establish a framework that supports the healthy development and school readiness of children from birth to age 5. This framework is designed to guide early childhood caregivers in creating an environment that fosters learning and development. This 5-hour course provides a clear set of expectations and goals that caregivers can use to plan and implement their teaching practices for supporting children in their learning and development. The NC Foundations for Early Learning and Development training is offered online and is self-paced/on demand by Southwestern Child Development Commission for $30. Please keep emergency medications unlocked and placed five (5) feet of the floor for ease of access. • Hold harmless has been extended until the new Quality Rating Improvement System (QRIS) (Star Rated License System) rules are implemented. The Governor signed Senate Bill 425 (now Session Law 2024-34), which includes the Quality Rating Improvement System (QRIS) modifications recommended to the Legislature by the NC Child Care Commission to update QRIS and create additional pathways for licensed child care facilities to earn star rated licenses. The proposed child care rules are proposed to go into effect August 2025. There will be three pathways for the QRIS: Modernization: program assessment, classroom and instructional quality, and national accreditation. The QRIS Modernization gives licensed centers and family child care homes more flexibility to demonstrate quality. The new framework aims to provide providers with the opportunity to shine for what they are confident and good at. Today’s visit was conducted with you, Julianna Kiecker, center director. Upon arrival to the facility, I was greeted by you. A walk-through of the facility monitoring the five (5) classrooms where children were in care was completed. Compliance with staff/child ratios, supervision, discipline, program requirements, storage of hazardous substances, CPR & First Aid, permit restrictions and various staff records documentation was monitored as a partial assessment of applicable child care requirements. A sampling of medications and permission to administer medications was observed. The children were observed on the playground, in activity centers, completing handwashing and toileting routines, in circle time listening and singing to music, and in circle time with a Spanish lesson on emotions. The infants were observed outdoors, crawling about and interacting with the caregivers on the decking and turf. A caring and nurturing environment was observed as the caregivers met the children’s needs and interacted with the children. We discussed making sure that you develop a record keeping system for staff and children’s records that promotes organization and efficiency.
