The facilities last annual compliance visit was March 29th, 2024. A checklist was used to note the requirements monitored today. Staff and children’s records were reviewed today, your signature on the bottom of these forms serves as verification that the information provided is accurate and complete. The center currently operates with a 4- star license, operating at 30sq. ft. inside, & all enhanced standards (ratios and space). A conversation was had concerning the rated license process and DCDEE’s cohort process. This facility is in cohort #2, in talking about the planning and assessment you informed me that you have one of the alternate accreditations that DCDEE will be accepting through the QRIS rule making and review period 4/1/24-8/31/25 with intended implementation in 2025 (NAFCC, NECPA, AMS, IMC, NAEYC, NAC, COGNIA, Head Start) The visit was conducted with you, Sonia Stauffeneker Director, Janae Nobles, Assistant Director and center staff. The children were observed participating in teacher directed & free play activities today both inside and outside, infant feeding, napping, tummy time and personal care. During the walkthrough to obtain enrollment and conduct observations. I monitored for required posted documents (EMC, license/restrictions, no smoking sign, first aid sign, sanitation inspection), interactions between staff and children, discipline, supervision, group sizes, space capacity, program requirements, equipment, furnishings, medications requirements were monitored. VERIFICATION OF RECORDS: *Last fire inspection= 11/3/2023 and approved for daytime care *Sanitation inspection= 6/29/2023- 5 demerits and a superior rating On October 12th, 2023, the clean water for Carolina kids water testing was completed. On March 2nd, 2024, your facility was exempt from lead paint testing and asbestos testing. *On March 5th,2024, I reviewed the NC Secretary of State’s website and observed A Bright Future Inc. owner of the facility (Primrose School of Hilburn) listed as current-active. Compliance History prior to visit: 100% EPR plan last updated: 3/6/2024. This facility does not provide transportation. All transportation is provided by the parents of the enrolled children. • Fire drill- 3/4/2024. • Lockdown- 2/21/2024 and Shelter in place 2/9/2024 • Playground inspection- 3/4/2024 *One item of non-compliance was observed today and corrected during the visit. Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. The resource room door was unlocked and I observed a box of aerosol spray paint cans and two bags of potting soil with "keep out of reach" on the bag were accessible to the enrolled children. 10A NCAC 09 .0601(a) *****TECHNICAL ASSISTANCE/REMINDERS: ******* • A violation of childcare requirements was cited today for the resource room door being unlocked and accessible. In the room on the top shelf there was a tote of aerosol spray paint bottles and on the floor under the desk there were bags of potting soil with “keep out of reach of children” on the bag. • Staff files were reviewed but staff and training worksheets were not collected during today’s visit and asked that they be provided once they are updated. • A reminder was given during today’s visit concerning staff files and separating personal information. • A conversation was had concerning the gates to each playground and although there has been drainage work the gate areas still puddle and get very muddy. A suggestion was made to place a rubber mat with holes to avoid slipping and falling. • During today’s visit the company amazing athletes was providing outdoor activities to the enrolled children whose parents signed permission slips to participate. Amazing Athletes, Soccer Shots and Kinder Dance are the three organizations that have parental permission to come to the facility and provide their services to their children.
