The last annual compliance visit was conducted on 10/17/2024. You, Wanda Lyons-Boone, Center Director, assisted me today. Your program currently operates with a Four-Star license. Upon arrival, children were outside playing. As you accompanied me through the child care spaces, children were observed sleeping or having quiet time. Displayed activities were related to the current lesson including the Mother’s Day upcoming holiday. The children made crafts, and a tea party was set up for mothers. Supervision, group size, permit capacity, staff/child ratios and space capacity complied. There were no new staff. Staff’s qualifying letter and special training complied. Staff’s CPR and first aid certifications were current. Children’s records were not monitored. Program records complied. Fire and sanitation inspections were current. The emergency medical care plan was accessible. ADDITIONAL REQUIREMENTS: General health requirements complied. Medications were monitored and one violation was cited. The facility continues to meet requirements for adequate and approved space. The facility’s owner is active/current with the NCSOS. Violation Number Comment Rule 1882 Medication authorization, giving the caregiver standing authorization did not meet the specifications in rule. Authorization for medication for a medical condition expired 3/30/25 and was not updated every six months. .0803(6)(a-i); .0803(7)(a-g); .0803(8)(a-d) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before 5/23/25, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 TECHNICAL ASSISTANCE Having authorization to administer emergency medication is key to ensure the correct instructions are followed for the correct medication. Authorization to administer emergency medications must be updated every 6 months by the parent. Today you stated you would have the parent update the form. You explained it was an oversight. HOW TO LINK QUALIFYING LETTERS IN THE ABCMS SYSTEM: Today we discussed you need to link you and your staff member(s) immediately to your facility in the ABCMS. This is a child care requirement that was effective in 2024. Center directors can now access the Automated Background Check Management System (ABCMS), the DCDEE’s criminal background check system. This access will allow providers to: • See the real-time background check status of staff members. • Run a printable report of the staff roster to assist with compliance visits. • See new background check applicants and add to staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. The course is titled ABCMS Child Care Provider Portal Training - under the Early Childhood Professional Development Tab, then under the Criminal Background (CBC) tab.
