The facility’s last annual compliance visit was on January 20th, 2026. A checklist was used to note the requirements I monitored today. The center currently operates with a 3-star license, operating at 25 sq. ft. inside, & enhanced ratios. My visit was conducted with Ms. Ciara Wright, director. We discussed rated license and you informed me that your owner Ms. Roper has chosen to pursue pathway #2 – classroom and instructional quality. You provided me with your staff worksheet to evaluate staff education to begin determining the facilities star rating. The children were observed participating in tabletop activities, manipulative toys, personal care and the infants were sitting in their feeding chairs and eating cheerios. During the walkthrough to obtain enrollment and conduct my observations I observed two speech therapists working with enrolled children along with additional therapists that arrived during the visit from WCPSS. I monitored program requirements (EMC, menu, allergies, sanitation rating, first aid poster, ITS-SIDS poster/plan), one staff file was reviewed (one new staff has been hired since my annual 1/20/20/2026), staff/ratio, supervision, hazardous products, and transportation was not monitored by the director. * The facility has a bus with the Learning World Childcare & Preschool name on the side kept parked in the parking lot outside the facility. I was informed that that transportation for enrolled children is provided by the parents of the enrolled children only. The facility is not approved to provide transportation. Looking at the bus today I noticed that the buses registration sticker appeared to be dated for the year 2020, I informed Ms. Wright that prior to the reinstatement of transportation that the registration, insurance, and driver information needed to be submitted with all information being so outdated. VERIFICATION OF RECORDS: *Last fire inspection= 1/20/2026 and approved for daytime and nighttime care *Sanitation inspection=7/16/2025- 6 demerits and a superior rating * EPR last updated 5/27/2026 * Water testing via clean water for Carolina Kids- renew by 4/16/2027 * Fire drill- 6/8/2026 @11:55 am and took 48 seconds * Lockdown drill-6/8/2026 @ 11:25 am and took 35 seconds * Playground inspection- 6/8/2026 * ABCMS criminal record roster observed complete One violation of childcare requirements was cited today Violation Number Comment Rule 526 Menus for all meals and snacks were not current or posted where easily seen by parents and cook. The menu posted in the front lobby was for the month of May 2026 and today's visit was conducted on June 9th, 20206 10A NCAC 09 .0901(b) A violation of childcare requirements was cited during today’s visit and requires a letter of corrective action by June 23rd, 2026. Please indicate how you have corrected the violation and how you will keep it in compliance going forward. Technical Assistance: • A violation related to menus posted was cited today. Today’s date is June 9th, 2026, and the menu posted were for the month of May 2026. 10A NCAC 09 .0901 GENERAL NUTRITION REQUIREMENTS (b) When food is prepared by or provided by the center, menus for nutritious meals and snacks shall be planned at least one week in advance. At least one dated copy of the current week's menu shall be posted where it can be seen by parents and food preparation staff when food is prepared or provided by the center. A variety of food shall be included in meals and snacks. Any substitution shall be of comparable food value and shall be recorded on the menu prior to the meal or snack being served. * The menu posted although seen on the front parent board needs to be current and revised if modifications to menus are made. The facilities’ last annual compliance visit was on January 30th, 2025. A checklist was used to note the requirements I monitored today. The center currently operates with a 3-star license, operating at 25 sq. ft. inside, & enhanced ratios. My visit was conducted with you, Ciara Wright, Director. At the conclusion of the visit, we discussed the QRIS pathway to STARS for rated license and you informed me of the following: A discussion regarding stars has not been had with the owner Stephanie Roper as of yet, I suggested you along with Ms. Roper visit the divisions website, click the “what’s new” tab and then select QRIS Modernization and view the videos and meetings as well as the list of forms at the bottom of the page to help make a decision of what pathway would be best for the facility and if you have any questions to please contact me. The children were observed participating in the conclusion of lunchtime and going down for nap. During the walkthrough to obtain enrollment and conduct my observations I monitored the required documents (EMC plan, curriculum, menu, drills, license/restrictions). interactions between staff and children, discipline, supervision, group sizes, space capacity, program requirements, equipment, furnishings and observed lunch that was in compliance with USDA guidelines for children in childcare. The facility has a bus that is parked in the parking lot outside the facility, although at present I asked, and you informed me that you have not and do not use it to provide transportation for the enrolled children, all transportation is provided by the parents of the enrolled children. Therefore, the facility is not approved to provide transportation and this vehicle, and its paperwork was not reviewed for approval for transportation. Although staff did not have current first aid and CPR certificates on file for review, I contact Gerard Person trainer who informed me conducted a training with the staff at Learning World Childcare & Preschool on June 4th, 2025, and the certificates were sent to the wrong email address and will resend them today. VERIFICATION OF RECORDS: *Last fire inspection= 1/20/2026- approved for daytime care only *Sanitation inspection=7/16/2025- 6 demerits and a superior rating *On January D 30th, 2025, I reviewed the NC Secretary of State’s website and observed The Davette Group Inc. owner of the facility (Learning World Childcare & Preschool) listed as current/active Compliance history prior to your January 20th, 2026, visit- is 93% This facility participates in the Chatham County Partnership for Children food program. Meals served followed the USDA guidelines for children in childcare. *The following items of non-compliance were observed today. Violation Number Comment Rule 1757 A valid qualification letter was not on file and available to review at the facility. Although confirmed qualified the owners criminal record qualification letter was not on file for review during my visit. G.S. 110-90.2(b) & (d) & .2703(e) 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The childcare owner did not complete the required ABCMS criminal record portal for the facility or link the individual staff. G.S. 110-90.2 & .2703(r) 1890 Each staff member did not have the required medical report, proof of tuberculosis test or screening and/or completed health questionnaire in a medical file, maintained separately from the staff member's individual personnel file. .0701(d) *****TECHNICAL ASSISTANCE/REMINDERS: ******* • A violation of childcare requirements concerning criminal records was cited for the owner of the facility that was confirmed qualified in the system but did not have a letter on file for review. • During my last visit I had a discussion by phone with owner concerning the ABCMS criminal record requirement. I provided her with the step by step to complete the process along with CBC contact information to get customer support from Serena Luke. During today’s visit a violation was cited as the owner still did not complete the ABCMS requirement. • A violation of childcare requirements was cited for the staff medical information not being filed separately from the rest of the file. Separate can be an additional folder for each staff person or a binder with dividers with all staff in one place and labeled staff health records. • Staff and training worksheets were not completed for today’s visit, please complete and submit summary documentation upon receipt of your visit. * please remove your healthcare consultant from the medical line and put a different contact and remove the names of the people on the remainder of the form and put titles. The facilities last annual compliance visit was on February 15th, 2023. A checklist was used to note the requirements I monitored today. The center currently operates with a 3- star license, operating at 25 sq. ft. inside, & enhanced ratios. My visit was conducted with you, Ciara Wright, Director. Please watch for the email blasts from the division concerning rated license and DCDEE’s plan of cohorts and when rated licenses were previously due. The children were observed participating in teacher directed & free play activities inside, eating lunch and naptime. During the walkthrough to obtain enrollment and conduct my observations I monitored for required posted documents (EMC plan, curriculum, menu, drills, license/restrictions). interactions between staff and children, discipline, supervision, group sizes, space capacity, program requirements, equipment, furnishings, and meals. The facility has a bus that is kept parked in the parking lot outside the facility, although present I asked, and you informed me that you have not and do not use it to provide transportation for the enrolled children that all transportation is provided by the parents of the enrolled children. Therefore, the facility is not approved to provide transportation and this vehicle, and its paperwork was not reviewed for approval for transportation. VERIFICATION OF RECORDS: *Last fire inspection= 2/23/2023 – and approved for daytime care *Sanitation inspection=8/30/2023- 4 demerits and a superior rating *On February 9th, 2024, I reviewed the NC Secretary of State’s website and observed The Davette Group Inc. owner of the facility (Learning World Childcare & Preschool) listed as current/active Compliance history prior to your February 13th, 2024, visit- is 93% This facility participates in the Chatham County Partnership for Children food program. Meals served followed the USDA guidelines for children in childcare. *The following items of non-compliance were observed today. Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. The merry go round was missing two seats, the see saw was on asphalt and had no protective surfacing under it, a staff persons pocketbook was in a space accessible and not stored out of reach. 10A NCAC 09 .0601(a) 1065 Child care providers scheduled to work in the infant room, did not complete ITS-SIDS training within two months of employment or did not complete the training every three years. Child care administrators did not complete the ITS-SIDS training within 90 days of employment and every three years thereafter. Two center staff as well as administrative staff did not renew their ITS-SIDS training prior to expiration. .1102(f) 1739 All records required were not available for review by a representative of the Division. The facilities EPR plan was not onsite and available for review. .2318(1-8) 1792 Staff did not model appropriate eating behaviors by consuming food or beverages that meet the nutritional requirements specified in the Meal Patterns for Children in Child Care Programs in the presence of children in care. A bottle of Pepsi was in a space accessible to enrolled children. .0901(i) *****TECHNICAL ASSISTANCE/REMINDERS: ******* * This facility is due to complete their three year water lead testing by March 15th, 2024 if you have not done so please log on to the clean water for Carolina kids website enter your username and password, watch the video, take the training and request the test kits, complete the process and submit it as it takes a few weeks for results. • A violation of childcare requirements concerning safe environment was cited during my visit. Due to the tricycle merry go round missing seats, rubber surfacing missing from the seesaw. • A violation of childcare requirements regarding ITS-SIDS training was cited. Please schedule the training in person or virtually for the expired staff. • The facilities fire inspection is due by February 23rd, 2024. Please make sure all required inspections are completed and make an appointment online for your inspection before it expires. Please provide a copy of the inspection paperwork including the checklist upon completion. • A violation of childcare requirements was cited concerning the EPR plan. I have requested to see the plan and the update, but it has not been on site or available for review.
