This facility currently operates with a Four (4) Star License issued on 6-20-19. The last annual compliance visit was conducted on 5-28-25. Today’s visit was conducted with you, Shelley Sanders, owner/operator. Upon arrival to the facility, I was greeted by you. A walk-through of the downstairs area of the residence was conducted visiting the area used for childcare and the kitchen. The back and front yards were monitored where the children engage in gross motor play and were observed to ensure compliance with safe outdoor environment requirements. The required postings, along with appropriate equipment and furnishings were observed. The EPR Plan, emergency drills, outdoor inspections, the activity plan, daily attendance, and two children’s files were also observed and in compliance. Documentation of program records, as well as the operator verification information was observed and has been documented on the attached form. Your vehicle was monitored for transportation requirements as you stated that you sometimes transport children. You explained that you do not administer medications and no medications were observed. The theme for the week is butterflies. You read to the children the book “The Very Hungry Caterpillar.” You talked to the children about butterflies and the life cycle of a butterfly. Afterwards the children sat at the table and colored with markers coloring sheets with butterflies. The children also went outside in the backyard to search for butterflies. When the children came back inside, they washed their hands to prepare to eat lunch. The children rested on cots with linens. A caring and nurturing environment was observed as you interacted with the children and attended to their needs. During today’s visit, an assessment of applicable child care requirements was conducted. The following violation of child care requirements was cited and must be corrected immediately. Technical assistance on how to maintain compliance was provided. Violation Number Comment Rule 1301 Operator did not complete the required number of on-going training hours as specified in rule. The operator did not complete all of the eight (8) required on-going training hours as the required. Today’s visit was conducted with you, Shelley Sanders, owner/operator. Upon arrival to the facility, I was greeted by you. A walk-through of the downstairs area of the residence was conducted visiting the area used for childcare and the kitchen. The back and front yards were monitored where the children engage in gross motor play and was observed to ensure compliance with safe outdoor environment requirements. The required postings, along with appropriate equipment and furnishings were observed. The EPR Plan, emergency drills, outdoor inspections, the activity plan, daily attendance, and two children’s files were also observed and in compliance. Documentation of program records, as well as the operator verification information was observed and has been documented on the attached form. Your vehicle was monitored for transportation requirements as you stated that you transport children sometimes. You explained that you do not administer medications and no medications were observed. The theme for the week is sea animals. The children were observed making a book out of folded paper about penguins. You explained to the children that they could draw with markers a penguin on the outside of their book and inside their book they could draw pictures of what their penguin was doing for the day. You also read to the children a book about going to the aquarium. Afterwards the children cleaned up and went outside. When the children came back inside, they washed their hands to prepare to eat lunch. The children rested on cots with linens. A caring and nurturing environment was observed as you interacted with the children and attended to their needs. During today’s visit, an assessment of applicable child care requirements was conducted. The following violations of child care requirements were cited and must be corrected immediately. You were communicating with the children that art could be done in a variety of ways. One child was using a bingo dotter, dotting circles all over their paper. Another child was practicing cutting paper and the paper they cut was used to glue the strips into the letter “K.” You talked with the children reminding them that the letter of the week was letter “K” and that “Kangaroo” starts with “K.” After the children cleaned up from their art activities they lined up to go outside in the backyard. Once outside you told the children to pretend they were in a Kangaroo’s habitat in Australia and to hoop around like a Kangaroo. The children were also observed washing their hands to prepare for and eat lunch. I monitored the room next to the kitchen that is used for child care. Compliance with capacity, supervision, discipline, attendance, program requirements, storage of hazardous substances, CPR & First Aid, permit restrictions, the required postings, and staff record documentation was monitored as a partial assessment of applicable child care requirements. This facility currently operates with a Four (4) Star License that was issued on 6/20/19. The last annual compliance visit was conducted on 6-20-23. Today’s visit was conducted with you, Shelley Sanders, owner/provider. Upon arrival to the residence, I was greeted by you. The children were on cots with linens napping. After naptime the children woke up, put their pillows up and completed toileting and handwashing routines to prepare for snack. After the children completed their snack, you talked to the children about Father’s Day. You engaged the children with questions about their dads, what were their dad’s names, why do they love about their dads and what does their dads do for them. The children did an art activity where they made their dads a trophy out of construction paper. The children chose which color they wanted for their dad’s trophy and put their handprint on top of the trophy. The first floor of the residence was monitored to ensure compliance with safe indoor environment requirements and the back yard where the children engage in gross motor play was observed to ensure compliance with safe outdoor environment requirements. The required postings, along with appropriate equipment and furnishings were observed. The EPR Plan, emergency drills, outdoor inspections, the activity plan, daily attendance, and two children’s files were also observed and in compliance. Documentation of program records, as well as the operator verification information was observed and has been documented on the attached form. You stated that your van is used to transport children and that there are no children with medication to administer at this time. During today’s visit, an assessment of applicable child care requirements was conducted. The following violation was cited and must be corrected immediately. Technical assistant on how to maintain compliance was provided. Violation Number Comment Rule 1301 Operator did not complete the required number of on-going training hours as specified in rule. The operator did not complete all of the required eight (8) training hours. GS 110-91(11); 10A NCAC 09 .1705(b)(5) The above violation must be corrected immediately and a corrective action letter must be sent to me no later than 6-27-24 stating how the violation was corrected and a plan to maintain compliance with the requirements. Any violation(s) documented may impact the compliance history score. • Remember to update your EPR Plan before 6-19-24. • Technical Assistance was provided with the following suggestion that may be beneficial: • We discussed record keeping is one of the most time-consuming tasks associated with administering a child care program. It is an important part of licensure. Ongoing training is important because ongoing professional development training will help you improve your skills, build your professional knowledge, grow your career, and create the best learning experience for the children in your childcare program. It was suggested to set an alarm weekly to remind you and your staff to complete ongoing training. Ongoing training can be completed for free through DCDEE Moodle, the Resource and Referral Child Care Services Association https://www.childcareservices.org/providers/, and other entities that provide approved ongoing training. • A suggestion was made to save the most recent child care requirements in Chapter 9 effective January 2024, to your desktop computer for easy access. • Please link you and your daughter asap. Center directors/owners can now access the Automated Background Check Management System (ABCMS), the DCDEE’s criminal background check system. This access will allow providers to: • See the real-time background check status of staff members. • Run a printable report of the staff roster to assist with compliance visits. • See new background check applicants and add to staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. The course is titled ABCMS Child Care Provider Portal Training - under the Early Childhood Professional Development Tab, then under the Criminal Background (CBC) tab. • Register asap for the Clean Classrooms for Carolina Kids program required pre-enrollment webinar https://rtiorg.zoom.us/webinar/register/WN_vmlhG6iRS26BdkV8SZSaDw#/.
