Your last annual compliance visit was conducted on October 1st, 2024. A checklist was used to note the requirements I monitored today. The center currently operates with a 4- star license, operating at 30sq. ft. inside, & enhanced ratios and space. During today’s visit you informed me that you received your congratulations letter from NAEYC on September 12th, 2025. I asked that once you receive your letter and certificate and complete the form “Pathway 3 - Request to Use Accreditation and Head Start Licensure Pathway to Earn a Star Rated License” email the documentation to me so your rated license with accreditation can be issued. My visit was conducted with Assistant Director Dremnisha Powell and center staff. The children were observed participating in teacher directed activities and free play activities both indoors and outdoors in the indoor gym as well as the outdoor learning environment before self-care and sitting down for lunch that was in compliance with USDA guidelines for children in childcare. During the walkthrough to obtain enrollment and conduct my observations I monitored for required posted documents( EMC plan, sanitation inspection, permit/restrictions, first aid/CPR poster, activity schedules and lesson plans), interactions between staff and children, discipline, supervision, group sizes, space capacity, program requirements, equipment, personal care (diaper changing routines and documented infant sleep checks, feeding schedules, furnishings, medications/emergency mediation (inhaler) requirements. VERIFICATION OF RECORDS: *Last fire inspection= 4/24/2025 *Sanitation inspection= 4/3/2025- 9 demerits and a superior rating *On September 17th, 2025, I reviewed the NC Secretary of State’s website and observed owner KinderCare Education LLC owner of (KinderCare Learning Center) listed as current-active. *Fire drill 9/2/2025 @ 8:30am and took 2 minutes *Shelter in place- 7/28/2025 @ 11:20am and took 2 minutes * Playground Inspection- 9/15/2025 * EPR plan last undated- 12/4/2024 - Transportation- The facility provides school age transportation, the bus, tires and insurance were confirmed in compliance. The bus registration was not available- the bus was transferred from another KinderCare and thought all requirements were met. A phone call to DMV was made and it was determined that it was not transferred and completed so registration is expired. – a violation of childcare requirements was cited. • The following violations were cited during today’s visit. Violation Number Comment Rule 1043 All staff records, except financial records, were not made available for review. Two staff covering from another KinderCare facility did not have a file on site for review. G.S. 110-91( 9) 1110 Vehicles used to transport children enrolled in the child care center did not comply with all applicable State and federal laws and regulations. The bus used for transportation did not have a current registration. .1002(b) 1890 Each staff member did not have the required medical report, proof of tuberculosis test or screening and/or completed health questionnaire in a medical file, maintained separately from the staff member's individual personnel file. Review of new staff files found two staff (KA & MB) that did not have a current medical on file. .0701(d) *****TECHNICAL ASSISTANCE/REMINDERS: ******* • Please complete the criminal record ABCMS requirement to link the staff qualification letters to the facility. I reviewed the roster and there is a portal and only five staff linked to it. • A violation related to transportation was cited. Please provide me with a copy of your current registration for your bus upon receipt. • A violation related to staff medicals was cited. Staff are required to have a medical on file prior to employment and two staff did not have a medical on file for review. Please have them obtain them immediately and make sure medical information is placed in a separate confidential file. • A violation related to staff files was cited and corrected during the visit related to staff substituting at the facility that were sent over from another KinderCare that should be traveling with a file when they cover. Violations of childcare requirements were cited during today's visit and requires a letter of corrective action by October 1st, 2025. This is the facilities’ last annual compliance visit October 1st, 2024. A checklist was used to note the requirements I monitored today. The center currently operates with a 5- star license, operating at 30sq. ft. inside, & enhanced ratios and space. My visit was conducted with co-directors Drimnesha Powell and Shavonte Baker and center staff. The children were observed participating in teacher directed & free play activities inside. During the walkthrough to obtain enrollment and conduct my observations I monitored for required posted documents, interactions between staff and children, discipline, supervision, group sizes, space capacity, program requirements, equipment, personal care (diaper changing routines) furnishings, kitchen. This facility does not provide transportation to the enrolled children. VERIFICATION OF RECORDS: *Last fire inspection= 10/2023 a violation of childcare requirements was cited for not having a fire inspection completed in 2024- conversation had with fire inspector Olive to find out why the inspection wasn’t conducted, and the facility spoke with the head of maintenance to rectify the issue in the search engine and the fire inspection will be conducted on 4/17/2025. *Sanitation inspection= 4/27/2022- 2 demerits and a superior rating * Fire drill- 3/25/2025 @ 10:45 am and took 2 minutes * Shelter in place- 3/25/2025 @ 10:15am and took 2 minutes * EPR updated 12/4/2024- due by 12/4/2025 * Clean water for Carolina Kids- met requirement *Two items of non-compliance were observed today and require a letter of corrective action. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. A re-inspection was conducted in October 2024 but a full childcare fire inspection could not be conducted due to contractors not uploading their required inspections into the compliance engine on behalf of the facility so a full fire inspection could be completed per requirements. This was discussed with the director and fire inspector during today's visit. Contractors were contacted and uploads completed and fire inspector will conduct a visit on 4/17/2025. 10A NCAC 09 .0304(a) 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. During the beginning of the walkthrough to document enrollment I observed the facilities laundry room doors open and accessible to the enrolled children where chemicals, paint and other laundry detergents are stored. .2820(b) *****TECHNICAL ASSISTANCE/REMINDERS: ******* • A violation of childcare requirements was cited during today’s visit regarding access to spaces that contain hazardous materials. The laundry room was observed accessible to enrolled children in care. The laundry room doors were left open. Advise staff of the necessity of this area to always be accessible based on the items stored in space that are hazardous to children and never to be left open and unattended. When done close and lock the door behind you. • A violation of childcare requirements for not having their required yearly fire inspection was cited. A conversation was had with Fire inspector Olive assigned to the facility and informed us that the facility was told on several occasions that the fire hydrant was still out of compliance since 2022 and that the inspectors that provided service in 2024 had still not entered their inspections in the compliance engine for the inspector to complete his full inspection. Corporate or Maintenance representatives need to have a system in place with the facility if required yearly inspections are not completed or passed or submitted as required. Technical assistance was provided by the city of Raleigh office staff by assisting the 3rd party company that provided services to upload their inspection to the compliance engine and an emergency appointment was made with sentry to inspect the fire hydrant so that Inspector Olive can visit the facility on April 17th, 2024, to put the facility in compliance immediately per requirements. This oversight was rectified immediately if this occurs again an administrative action can be pursued by the division of child development for non-compliance. Violations of childcare requirements were cited during today’s visit and require a letter of corrective action by April 30th, 2025, please indicate how you have corrected the violation and how you will keep in compliance going forward. A checklist was used to note the requirements I monitored today. staff and children’s records were not reviewed today due to the director needing to attend a meeting and was not prepared for this visit with staff and training worksheets being incomplete. An annual compliance follow-up visit will be conducted in the near future to complete the annual compliance yearly requirement. The center currently operates with a 5- star license, operating at 30sq. ft. inside, & enhanced ratios and space. My visit was conducted with co-directors Drimnesha Powell and Shavonte Baker-Richardson and center staff. The children were observed participating in teacher directed & free play activities today both inside and outside. During the walkthrough to obtain enrollment and conduct my observations I monitored for required posted documents, interactions between staff and children, discipline, supervision, group sizes, space capacity, program requirements, equipment, personal care (diaper changing routines and documented infant sleep charts) furnishings, medications requirements. This facility does not provide transportation to the enrolled children. VERIFICATION OF RECORDS: *Last fire inspection= a visit was conducted on 5/5/2023 and a re-inspection on 6/8/2023 but the facility has not passed inspection due to overdue the hood in the kitchen not being cleaned and inspected. - a violation of childcare requirements was cited. *Sanitation inspection= 6/16/2023- 17 demerits and an approved rating *On October 5th, 2023, I reviewed the NC Secretary of State’s website and observed owner KinderCare Education LLC owner of (KinderCare Learning Center) listed as current-active. Compliance history as of October 5th, 2023= 98% *The following items of non-compliance were observed today. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. Although the fire inspector came to the facility in May and June 2023 the facility has not completed the required inspections prior in order to pass a fire inspection which was due for completion by April 5th, 2023. 10A NCAC 09 .0304(a) 859 Monthly playground inspections were not completed and/or they were not completed by an individual trained in playground safety requirements. required monthly playground inspection was not completed and documented for the month of September 2023. .0605(q) *****TECHNICAL ASSISTANCE/REMINDERS: ******* • A violation of childcare requirements was cited today for your fire inspection. It is the facility’s responsibility to have all inspection requirements completed and remind the inspectors to upload them into the compliance engine prior to a fire inspection request. These inspections are hood suppression, fire extinguishers, fire alarm and sprinklers if the facility has them. Following these inspections, the facility is required to visit https://raleighnc.gov/safety/services/fire-inspections and click on day care inspections to request your yearly inspection. To avoid a violation your fire inspection must be conducted prior to the date of the inspection the year prior. If a fire inspector comes out and the facility fails, the inspection please immediately rectify the issue and contact your inspector immediately to avoid a violation in the future. • A violation of childcare requirements concerning playground inspections was cited today. Childcare requirements state that an inspection is required and to be documented once a month. Violations of childcare requirements were cited during today’s visit. A letter of corrective action is required within ten days of today’s visit. October 15th, 2023. Corrective action should list the violation cited, how you came into compliance and how you will keep in compliance going forward.
